In order to strengthen the innovative application of construction technology and promote the green and low-carbon development of urban and rural construction, the Gansu Provincial Department of Housing and Urban Rural Development recently issued the key points for building energy conservation and construction technology work in the province in 2023, taking coordinated promotion of carbon reduction, pollution reduction, and green expansion as the path to effectively promote the green and low-carbon development of urban and rural construction.

In order to comprehensively promote the development of green buildings, Gansu Province will make efforts to improve the energy efficiency level of buildings, strictly implement the national mandatory standard "General Specification for Building Energy Efficiency and Renewable Energy Utilization", organize the preparation of the "Gansu Province Public Building Energy Efficiency Standard", and promote the reduction of energy consumption and carbon emissions in new residential and public buildings. Conduct a "double random and one open" inspection of energy efficiency in newly built civil buildings, strengthen the management of building energy efficiency processes, strengthen the main responsibilities of all parties involved in the project, and ensure the implementation of energy efficiency standards in place.

Key requirements: New high-rise civil buildings in cities and towns should adopt integrated insulation structure technology to improve the safety and reliability of external wall insulation engineering for new high-rise civil buildings. At the same time, we will explore the development of low-carbon buildings, carry out pilot demonstrations of "light storage, direct and flexible" buildings, and promote the diversified development of renewable energy building applications.

At the same time, in the design stage of new urban buildings, green building standards will be fully implemented. New public institution buildings and large public buildings will be fully implemented with green building standards of one star or above, and large public institution buildings will be encouraged to meet green building standards of two star or above. Carry out the recognition of green building star rating labels, guide and encourage project units to actively apply for green building star rating labels, and strengthen application guidance services. By the end of 2023, the proportion of green building completion area to newly built building completion area will reach over 90%.

Strengthen the promotion of green building materials, encourage building material enterprises to actively apply for green building material certification, gradually expand the types of green building materials, cultivate green building material certification institutions, and accelerate the application of green building materials. Take the lead in promoting the application of green building materials in government invested projects, key projects, municipal public works, green buildings, prefabricated building and other construction projects, and gradually increase the application proportion of green building materials in new buildings.

In order to promote the transformation and upgrading of building industrialization, the key points are to continuously promote the development of prefabricated building. Strengthen the implementation of prefabricated building projects, and identify and clarify the corresponding prefabricated building design projects in the project approval management system. Urge all localities to make full use of the project approval management system, further strengthen the management of new projects, and actively use prefabricated building in project construction. Encourage the use of prefabricated steel structures, structural insulation integrated modular buildings, and other construction methods in rural housing construction to improve energy efficiency and effectively improve the quality of rural housing. At the same time, the "prefabricated building expert trip" activity was carried out to promote policy and technical services into enterprises and construction sites.

In terms of strengthening the application of industry technology innovation, the key points are proposed to strengthen the management of construction technology plan projects, guided by the "dual carbon" goal, and empower green and high-quality development of urban and rural construction with technological progress. Constantly improve the construction of science and technology and building energy efficiency information system, give play to the role of "Internet plus+government service and supervision", improve the service level for the construction of science and technology planning projects, and strengthen the ability of supervision and statistical analysis of the whole process of building energy efficiency, green building, and prefabricated building projects.
