Xiamen issues guidance to strengthen green finance to support the development of green buildings

Recently, the Union City Banking and Insurance Regulatory Bureau and the Municipal Construction Bureau issued the Guiding Opinions on Strengthening green finance to Support the Development of Green Buildings, promoting financial institutions to transform green low-carbon "resources" into "assets" of green finance from the aspects of support objects, financial service requirements, etc., to help green development in the field of urban and rural construction.

The Opinion proposes to support financial institutions in providing financial services that meet the full life cycle and upstream and downstream industry chain needs of green building projects that meet the requirements, including investment, production, design, construction, renovation, operation and maintenance, and consumption, including project financing, liquidity financing, green housing mortgages, etc. Actively promote the financing model of contract energy management and promote the energy-saving renovation of existing public buildings. At the same time, we will support banking and financial institutions to tilt their allocation of financial resources towards low-carbon development methods such as green buildings, and promote a steady decrease in comprehensive financing costs for enterprises.

The Opinions also specify the conditions that must be met by the support objects, and financial institutions can identify as green building projects and provide corresponding green finance services if they meet the conditions of ultra low energy consumption buildings, building renewable energy application pilot projects, demonstration projects and other conditions determined by the competent construction department.
