Zhongshan will comprehensively build green buildings, and this plan is currently being announced

Recently, the Housing and Urban Rural Development Bureau of Zhongshan City released a public draft of the "Special Plan for the Development of Green Buildings in Zhongshan City (2022-2035)" (hereinafter referred to as the "Plan"), proposing the development goal of comprehensively constructing green buildings by 2025 and laying a solid foundation for the carbon peak in the field of urban and rural construction by 2030.

Recently, the Housing and Urban Rural Development Bureau of Zhongshan City released a public draft of the "Special Plan for the Development of Green Buildings in Zhongshan City (2022-2035)".


Green buildings refer to high-quality buildings that can save resources, protect the environment, reduce pollution, provide healthy, applicable, and efficient usage space for people throughout their entire lifespan, and maximize the harmonious coexistence between humans and nature.


Data shows that as of January 2022, Zhongshan has declared a total of 7.92 million square meters of green buildings, ranking 13th among cities in Guangdong Province. In terms of proportion, urban green buildings in Zhongshan City account for over 60% of the newly built building area, second only to Shenzhen, Zhuhai, and Guangzhou in the province.


Based on this foundation, Zhongshan proposed the development positioning of building a "key city for green building development in Guangdong Province" and set goals for the near future to 2025 and the long term to 2035. By 2025, the proportion of green buildings in Zhongshan urban areas will reach 100% of newly built buildings that year.


In the Planning, Prefabricated building are specifically mentioned: "By 2025, green buildings will be built in an all-round way, and the industrialization of new buildings represented by Prefabricated building will accelerate. The standardization level and construction quality of Prefabricated building will be further improved, laying a solid foundation for carbon peak in urban and rural construction by 2030."


Different from the traditional construction method, Prefabricated building transfer a large number of on-site operations to the factory. They process and manufacture building components and accessories such as floors, slab walls, building bodies, balconies, etc. in the factory, transport them to the construction site, and assemble and install them on the site like building blocks. This construction method can reduce environmental pollution caused by the construction process, effectively save energy and reduce carbon emissions throughout the entire life cycle of the building.


It should be noted that there are a large number of existing buildings in Zhongshan, so accelerating the energy-saving and green transformation of existing buildings has become a key task for Zhongshan.


On the one hand, Zhongshan needs to understand the current situation of existing buildings, especially investigate energy consumption levels, and improve the renovation path; On the other hand, we will support areas with conditions to carry out pilot projects for energy-saving renovation of schools and hospitals, and build a batch of demonstration projects for energy-saving renovation of existing civil buildings. In addition, green transformation of residential buildings can be promoted by combining the current "hot" urban renewal and renovation projects of old residential areas. According to the "Plan", by 2025, Zhongshan will carry out energy-saving and green transformation of 2 million square meters of existing buildings.


According to the "Plan", leading the high-quality development of green buildings, accelerating the energy-saving and green transformation of existing buildings, improving the green and low-carbon level of industrial buildings, building a green urban living environment, establishing a green building technology system, and promoting the development of green industries are all listed as key tasks.


In addition, Zhongshan will also consider formulating corresponding policies to stimulate the development of green buildings. For example, in terms of Floor area ratio, the Planning suggests that the building area (not more than) increased due to the implementation of high star green building related technologies should be excluded. For consumers, the "Plan" also suggests using housing provident fund loans to purchase star rated green building self housing, and the loan amount can be increased by no more than 20%.
