This year, Quanzhou City, Fujian Province has implemented the deployment of the Provincial and Municipal Party Committees to "strive for excellence through deep learning, dare to take the lead, and strive for practical results", further improving the top-level design of green buildings, strengthening daily supervision, holding a pre evaluation meeting for star rated green buildings to promote the identification of star rated green building labels, taking three measures and working together to promote the rooting and flowering of green concepts in the construction field, and promoting the high-quality development of green buildings in the city.

Preparation of special plans

Organize the preparation of the Quanzhou Green Building Special Plan, establish a comprehensive green building indicator system, covering the development of green buildings, implementation of green buildings, improvement of building energy efficiency level, and optimization of building energy structure. Develop more than ten development indicators, scientifically plan key areas and implementation paths. Improve top-level design and guide the healthy and orderly development of green buildings in the city.

Strengthen regulatory efforts

Incorporate special inspections of green buildings into daily supervision and management, establish a municipal green building expert database, and develop expert management measures. Currently, about 100 experts have been pre recruited to further strengthen the "double random, one open" green building and energy-saving special supervision, ensure the implementation of relevant norms and policy requirements for green buildings, and ensure the smooth progress of green building work. In 2022, 305 green building projects were completed in the city, with a construction area of 17.1765 million square meters. Green buildings accounted for 94.97% of newly built urban civil buildings. From January to May 2023, 110 green buildings were completed in the city, with a construction area of 5.7226 million square meters. The proportion of green buildings in newly built urban civil buildings is 95.41%, and the proportion of green buildings is constantly increasing.

Implement star rated green building identification

In terms of the evaluation of star rated green buildings in Quanzhou City, the Xiamen Bank Quanzhou Branch Building project has passed the recognition of a two-star green building logo, becoming one of the first projects in the province to receive the recognition of a two-star green building logo since the implementation of new regulations and standards. Before the implementation of the new regulations and standards, 57 projects in the city had won the star rating green building star rating label, with 45, 11, and 1 obtaining the first, second, and third star rating green building labels. Three star industrial green buildings represented by the Jinjiang Fengzhu Textile Andong New Factory project have emerged, as well as a batch of two-star green buildings such as the National Financial Center Phase II, Jinjiang Hospital, and Nan'an Government Service Center, Becoming a benchmark demonstration project for high star green buildings in the city. At present, the Haisi Financial Center built in accordance with the three-star standard, as well as many high star green buildings such as Donghai Yuehua Hotel, Donghai Investment Building, Westin Hotels&Resorts, will also be completed and put into use one after another, so as to achieve the good development of high star level leading low star level, key areas driving the good development of general areas, and the Donghai CBD has taken shape as a model area of high star green buildings.
