Establishment of the National Carbon Peak Carbon Neutrality Measurement Technology Committee and its sub technical committees

In order to fully leverage the supporting role of measurement infrastructure and help achieve carbon peak carbon neutrality goals, the State Administration for Market Regulation recently held a meeting in Beijing to establish the National Carbon Peak Carbon Neutrality Measurement Technical Committee and the Carbon Emission, Electricity, Steel, and Construction Measurement Technical Committee. 157 representatives from over a hundred units, including relevant departments of the State Council, local market supervision departments, research institutes, universities, enterprises, and academic associations, attended the meeting.

The achievement of carbon peak and carbon neutrality is closely related to measurement work. Measurement is the "eye" of energy conservation and emission reduction, an important tool and means for accurately monitoring energy consumption and improving energy utilization efficiency, and also a crucial foundation and guarantee for achieving "measurable, reportable, and verifiable" greenhouse gas emissions. The establishment of this committee will systematically and systematically promote the in-depth measurement work in the field of carbon peaking and carbon neutrality, continuously improve the measurement technical specifications in the field of carbon peaking and carbon neutrality, which is of great significance for improving the quality of carbon emission data and building a unified and standardized carbon emission statistical accounting system. It will provide stronger measurement foundation support and guarantee for achieving the dual carbon goals.

The National Carbon Peak Carbon Neutrality Measurement Technology Committee has four sub measurement technology committees, namely Carbon Emissions, Electricity, Steel, and Construction, with secretaries established at the China Academy of Metrology, China Academy of Electric Power Research Co., Ltd., Steel Research NAK Testing Technology Co., Ltd., and China Academy of Building Science Co., Ltd. The National Carbon Peak Carbon Neutrality Measurement Technology Committee and its sub measurement technology committees will strengthen the tracking, analysis, and evaluation of measurement technologies in the field of carbon peak carbon neutrality at home and abroad, and provide suggestions on major key issues such as the development path of measurement innovation in the field of carbon peak carbon neutrality. Accelerate the development of measurement technical specifications such as the allocation and management of carbon measuring instruments, calibration of online monitoring equipment, measurement methods for key parameters of carbon emissions and Carbon monitoring, and direct measurement methods for corporate carbon emissions. Strengthen the normative requirements for carbon emissions and Carbon monitoring measurement data, study and develop measurement technical specifications such as carbon emissions measurement data quality evaluation methods, and provide measurement support for Carbon emission trading, carbon verification, etc. Strengthen international exchanges and cooperation, improve the level of measurement technology specifications in line with international standards, effectively ensure the accuracy and international mutual recognition of carbon data, improve China's voice in international negotiations, and protect China's legitimate interests in Carbon emission trading.
