Policy Interpretation of the Notice of the General Office of the People's Government of Anhui Province on Issuing the Anhui Province Building Energy Conservatio

Recently, the General Office of the Provincial Government issued the "Anhui Province Building Energy Conservation and Carbon Reduction Action Plan" (Wan Zheng Ban [2022] No. 11, hereinafter referred to as the "Action Plan"). The relevant policies are now interpreted as follows:

1、 Background and significance of the introduction

The construction sector is one of the main sources of carbon emissions. With the acceleration of economic development and urbanization, the growth rate of new buildings in our province is accelerating, the scale of buildings continues to expand, and the energy consumption and carbon emissions in the construction field continue to increase. The provincial party committee and government attach great importance to the work of building energy conservation and carbon reduction, and require the introduction of relevant policies and measures as soon as possible to assist in energy conservation and emission reduction. In order to do a good job in building energy conservation and carbon reduction, and improve the quality of green and low-carbon development in urban and rural construction, combined with the actual situation of our province, this Action Plan is studied and formulated.

2、 Drafting process

The Provincial Department of Housing and Urban Rural Development has drafted the first draft of the Action Plan based on national documents and requirements of the Provincial Party Committee and Provincial Government, as well as on-site research and discussions. After fully soliciting and absorbing the opinions of various municipal governments and relevant departments directly under the provincial government, and revising and improving according to the opinions of the provincial leadership group meeting on promoting green development in urban and rural construction, the Action Plan (draft for review) has been formed. The Action Plan (draft for review) is subject to legal and compliance review in accordance with regulations. After being reviewed at the 191st Executive Meeting of the Provincial Government, it is issued and implemented by the General Office of the Provincial Government.

3、 Main content and policy highlights

The Action Plan consists of 16 articles, including four parts: implementing three major actions and guarantee measures to improve the energy efficiency of new buildings, reduce carbon emissions from existing building operations, and optimize building energy consumption structures. The main breakthroughs are in the following areas:

One is to promote the upgrading of energy-saving standards for new buildings in our province. At present, our province is implementing a building energy efficiency standard with an energy efficiency rate of 65%. The Action Plan stipulates that our province will initiate the formulation of a 75% building energy efficiency standard and take the lead in implementing it in new civil buildings in cities and towns such as Hefei, Wuhu, Chuzhou, and Ma'anshan. It will be fully implemented by 2025. Supporting the pilot construction of provincial-level ultra-low energy consumption building cities and low-carbon areas is conducive to unleashing the energy conservation and carbon reduction potential of the construction industry in our province, and helping to achieve the carbon peak goal in urban and rural construction.

The second is to further clarify the scope of prefabricated construction in our province. Prior to this, our province did not define the scope of implementing prefabricated construction based on the scale of the project. The Action Plan referred to the practices of Beijing, Zhejiang, and other places, and stipulated that newly established government invested or state-owned funded new public buildings with a single aboveground area of over 5000 square meters and new residential communities with a total area of over 100000 square meters should adopt prefabricated construction, Other newly built public buildings with an area of over 20000 square meters above ground and newly built residential communities with an area of over 100000 square meters are generally constructed in a prefabricated manner. This measure is conducive to promoting the innovation of construction methods in our province, improving the development level of Prefabricated building, and driving the development of building materials, energy conservation, environmental protection and other related industries.

The third is to strengthen the management of energy utilization in existing buildings in our province. Although our province has established an Anhui public building energy consumption supervision platform, the number of public buildings connected to the platform is small, and there is a lack of effective control over the energy consumption of existing buildings. The Action Plan stipulates to strengthen the operation and management of existing buildings in our province, establish a statistical monitoring platform for energy consumption and carbon emissions, and vigorously promote contract energy management among public institutions. By 2025, the province's public institutions will implement no less than 150 contract energy management projects. Strengthen the energy-saving renovation of existing buildings, carry out energy-saving renovation for residential buildings that are higher than the average energy consumption per unit area of similar buildings, combined with urban renewal and renovation of old residential areas, and promote the green transformation of existing buildings in public institutions.

4、 Safeguard measures and next steps

Next, we will further strengthen organizational coordination, supervision and guidance, implement the main responsibilities of each unit, strengthen interdepartmental collaboration and linkage, promote the implementation of action plans, and effectively do a good job in building energy conservation and carbon reduction in our province.
