Implementation Plan for Promoting the Coordinated Development of Intelligent Construction and New Building Industrialization in Beijing


In order to thoroughly implement the guiding spirit of the CPC Central Committee on accelerating the construction of a Dual circulation, earnestly implement the 14th Five Year Plan for Beijing's National Economic and Social Development and the Outline of the Vision Goals for the Year 2035, and the Guiding Opinions of the Ministry of Housing and Urban Rural Development and other departments on Promoting the Coordinated Development of Intelligent Building and Building Industrialization (JS [2020] No. 60) The "Several Opinions on Accelerating the Development of New Building Industrialization" (Jian Biao Gui [2020] No. 8) and other documents require the promotion of coordinated development between intelligent construction and new building industrialization, the construction of a sustainable green and low-carbon development system, and the promotion of green development in buildings. Based on the actual situation of our city, this implementation plan is formulated.


1、 Guiding ideology

  Focusing on the overall goal of achieving carbon peak and carbon neutrality, we will break through the key core technologies of intelligent construction, achieve the organic unity of technology empowerment, innovation driven, resource sharing, and green development, cultivate new business forms, accelerate the transformation of construction methods, promote the industrialization, digitization, and intelligent upgrading of construction, and promote the transformation, upgrading, and high-quality development of the construction industry.


2、 Development goals

During the 14th Five Year Plan period, breakthroughs were made in the research of key technologies for intelligent construction and new building industrialization. 100 pilot demonstration projects for the coordinated development of intelligent construction and new building industrialization were constructed, and construction robots and intelligent equipment were promoted and applied; Build a batch of intelligent construction leading enterprises and digital empowerment benchmark enterprises, and drive the majority of small and medium-sized enterprises to achieve Digital transformation and upgrading; Preliminary establishment of an internet platform for the construction industry; Promote the integration and linkage between industry supervision and service platforms and urban information model (CIM) platforms; The policy system, industrial system, and supporting technical system, standard system, and evaluation system for the coordinated development of intelligent construction and new building industrialization have been basically established, creating a leading area for intelligent construction.


By the end of 2035, the policy system, industrial system, and supporting technical system, standard system, and evaluation system for the coordinated development of intelligent construction and new building industrialization will be improved; The innovation capability of enterprises has significantly improved, and the application of construction robots and intelligent equipment has achieved significant results; The industrial foundation, technological equipment, technological innovation capabilities, and building safety and quality level have significantly improved. The overall advantage of the industry is outstanding, and the level of intelligent construction is internationally leading, fully realizing the industrialization of new buildings.


3、 Key Tasks during the 14th Five Year Plan Period

(1) Accelerate the industrialization development of new buildings


1. Vigorously promote the development of Prefabricated building, actively promote the collaborative layout of Prefabricated building component production in Beijing Tianjin Hebei, and gradually establish a professional, large-scale, and information-based production system based on standard components.

2. Accelerate the coordinated development of new generation information technology and new construction industrialization technology, encourage the application of intelligent devices such as construction robots, industrial robots, and intelligent mobile terminals, develop wearable devices, optimize the work environment, and ensure the health and safety of workers. Accelerate the application of IoT technologies such as sensors, high-speed mobile communication, radio frequency, Near-field communication and two-dimensional code recognition, and improve the utilization level of data resources and information service capability. Accelerate the popularization and application of intelligent construction technology, explore the establishment of an internet platform for the construction industry, and promote the application of intelligent manufacturing production lines for steel structural components and prefabricated concrete components.

3. Actively develop finished residential buildings, advocate menu style full decoration, and meet the personalized needs of consumers. Promote the application of prefabricated decoration in commercial housing projects, promote pipeline separation and integrated decoration technology, promote integrated Modular building components, improve decoration quality and reduce operation and maintenance costs.


(2) Strengthening technological innovation and achievement transformation


4. Taking the construction of an international science and technology innovation center as an opportunity, cultivate a group of intelligent construction enterprises with innovative research and development capabilities, and promote the participation of technology enterprises, research institutes, universities, and industry associations in the construction of a full industry chain alliance platform.

5. Strengthen innovation in intelligent construction technology, develop BIM underlying platform software, systematic software and data platforms, and integrated construction platforms with independent intellectual property rights, and promote the research and commercial application of basic common and key core technologies in intelligent construction.

6. Promote the construction of advanced and applicable intelligent construction and new building industrialization standard systems around digital design, intelligent production, and intelligent construction, and support the transformation of advanced enterprise standards into local standards.

7. Establish a database of major scientific and technological achievements in intelligent construction, increase the disclosure and demonstration application of scientific and technological achievements, release a mature and applicable catalog of intelligent construction related technologies, increase promotion efforts, expand the application scope of various technologies, and promote the transformation of scientific and technological achievements.


(3) Accelerate the application of new generation information Technological convergence


8. Promote the integration and innovative application of new technologies such as Building information modeling (BIM), the Internet, the Internet of Things, Big data, cloud computing, mobile communication, artificial intelligence, blockchain, etc. throughout the construction process.

9. Promote the construction of digital design system and promote integrated design. Carry out the application of forward BIM technology to achieve digital incremental transmission throughout the entire process and cycle, form digital assets for engineering construction, and build a complete model asset and digital base for the project.

10. Promote the application of digital technology, system integration technology, intelligent equipment and construction robots in the production process of parts and components, further promote the extension to the production management subsystem based on the Enterprise resource planning (ERP) platform, and realize the information management of factory production.

11. Give full play to the leading role of demonstration, continue to carry out the construction of BIM application demonstration projects, and promote the full life cycle application of BIM in municipal government investment projects with a single building area of over 20000 square meters, municipal infrastructure projects with an investment amount of over 300 million yuan, and construction projects under the general contracting and architect responsibility system.

12. Vigorously promote the construction of smart construction sites, promote the application of the Internet of Animals, Big data, intelligent equipment and equipment in the construction site, improve the "smart construction site management platform", and improve the fine management level and construction quality of the construction site.

13. Encourage construction units to establish collaborative work platforms based on the integration of BIM and other information technologies, to achieve data transmission and information sharing in various stages of engineering project investment planning, survey and design, production, construction, completion and delivery, operation and maintenance, and to provide technical and basic data support for smart property management service platforms, urban information model (CIM) platforms, and smart city construction.


(4) Cultivate industrial system


14. Relying on the construction of the capital's functional core area and urban sub center, we will construct a batch of pilot demonstration projects for the coordinated development of intelligent construction and new building industrialization, and explore new organizational methods, processes, and management models suitable for the coordinated development of intelligent construction and new building industrialization.

15. Encourage enterprises to explore the application of intelligent equipment such as construction robots to improve the level of engineering construction intelligence. Promote the innovative application of robots in the production of precast concrete components, cutting and welding of steel components, processing of partition panels and integrated kitchens and bathrooms, material distribution, installation of partition panels, high-altitude welding, building safety monitoring, and security inspections.

16. Accelerate the cultivation of engineering general contracting enterprises with intelligent construction system solution capabilities, promote close cooperation and collaborative innovation in various forms, and gradually form an open industrial system with engineering general contracting enterprises as the core and relevant leading enterprises deeply participating.

17. Build a batch of intelligent construction leading enterprises and digital enabling benchmark enterprises by specialty and field, play a demonstration and leading role in major projects and livelihood projects, drive the majority of small and medium-sized enterprises to achieve Digital transformation and upgrade, and promote the establishment of intelligent construction industry base.

18. Encourage enterprises to establish a multi-party collaborative intelligent construction work platform for engineering general contracting projects, carry out pilot demonstrations of architect responsibility system projects, strengthen upstream and downstream collaborative work of intelligent construction, form an industrial chain covering design, production, construction, and technical services, promote the coordinated development of intelligent construction and new building industrialization, and create a leading area for intelligent construction.


(5) Continuously promoting green construction


19. Promote green construction throughout the entire lifespan of engineering construction projects around the construction of a green Beijing. Accelerate the iterative updating of core technologies related to building energy conservation, green buildings and Prefabricated building.

20. Promote the demonstration of ultra-low energy consumption buildings and the energy-saving and green transformation of public buildings, and promote the green transformation and upgrading of the construction industry.

21. Develop safe, durable, energy-saving and low-carbon green building materials with excellent performance, accelerate the promotion and application of green building materials, promote the priority application of green building materials in government invested projects, key projects, municipal public works, high standard commercial housing, green buildings and green ecological demonstration areas, Prefabricated building, ultra low energy consumption buildings and other projects, promote green decoration, and gradually increase the application proportion of green building materials.

22. Relying on the coordinated development strategy of Beijing Tianjin Hebei, we will vigorously promote green transportation, accelerate the construction of green supply chains for building materials, promote the construction of integrity and credit systems in the building materials industry, and achieve information monitoring and quality responsibility traceability throughout the production, transportation, use, and recycling of building materials.

23. Increase the research and development efforts of advanced energy-saving and environmental protection technologies, processes, and equipment, improve energy efficiency levels, and accelerate the elimination of outdated equipment and technologies.

24. With resource conservation and environmental protection as the core, through the coordinated development of intelligent construction and new building industrialization, promote the green treatment and recycling of Construction waste, and improve the utilization rate of resources.


(6) Accelerate the construction of digital home engineering facilities


25. Strengthen the construction of Information infrastructure in housing and communities, and study and formulate technical requirements related to digital home construction.

26. Promote smart homes in the renovation of existing buildings and old residential areas, clarify the basic requirements for intelligent products such as building intercoms, intrusion alarms, and automatic fire alarms in newly built fully decorated residential areas, and encourage the installation of healthy, comfortable, and energy-saving smart home products.

27. Encourage existing residential buildings to refer to new ones and install intelligent products, and carry out electrification, digitization, and networking transformation of traditional home building materials such as doors and windows, shading, and lighting.

28. Encourage existing communities to set up basic intelligent products based on new communities, and digitize elderly care facilities and public supporting facilities to improve the level of convenient services and living quality, and improve the living environment.


(7) Accelerate the cultivation of professional talents


29. Establish a long-term mechanism for the cultivation and development of intelligent construction talents, explore the development of intelligent construction related education and training, and create various forms of high-level talent training platforms.

30. Encourage enterprises to rely on the coordinated development of major scientific research projects and demonstration projects of intelligent construction and new building industrialization, cultivate a group of leading talents, professional technical management talents, and skilled industrial workers, and encourage enterprises to establish a Chief Information Officer (CIO) system.

31. Strengthen the cultivation of reserve talents, encourage deep cooperation between enterprises, universities, research institutions, and social organizations, and provide talent guarantee for the coordinated development of intelligent construction and new building industrialization.

32. Establish and enrich an expert database, fully leveraging the role of experts as think tanks in the collaborative development process of intelligent construction and new building industrialization.


(8) Innovative industry regulation and service models


33. Promote the "smart management" mode suitable for intelligent construction, deepen the reform of multi review and integration of construction drawings, use the "Internet plus" method to implement digital review of drawings, actively carry out artificial intelligence review of drawings, strengthen supervision of construction drawings, carry out model review research and pilot application.

Carry out research and practice on bidding, cost, completion joint acceptance and dangerous and major project management based on BIM and other new generation information technologies, promote the "Paperless office" office and digital achievement delivery, review and archiving management throughout the project construction process, and promote the construction of remote visual supervision system.

35. Accelerate the research and development of information systems suitable for government services and decision-making, upgrade and improve the construction project supervision and housing management platform, promote the integration and linkage with the city information model (CIM) platform, improve the ability of information supervision, and establish a model and mechanism for Big data to assist scientific decision-making and project quality and safety supervision.

4、 Organizational implementation


(1) Strengthen organizational leadership


36. Strengthen departmental collaboration and establish working mechanisms such as joint consultation, information sharing, and problem feedback.
