The quality of engineering is directly related to the interests and well-being of the people, and is an important carrier for promoting high-quality development and creating a high-quality life for the people. At the press conference held by the Sichuan Provincial Government Information Office today on "Building a Strong Province with High Quality and Boosting High Quality Economic Development", Cheng Gang, a member of the Party Group and Deputy Director of the Sichuan Provincial Department of Housing and Urban Rural Development, introduced that in recent years, Sichuan Province has taken improving engineering quality as an important means to promote the high-quality development of the construction industry, carried out in-depth actions to improve engineering quality, actively promoted standardization of engineering quality management, and strictly supervised and enforced law, The quality level of engineering in the province has been steadily improved. Since the 13th Five Year Plan, 46 national high-quality projects, 815 Tianfu Cup projects, and 173 provincial structural demonstration projects have been created, and significant achievements have been made in the construction of engineering brands. The specific approach is as follows:

One is to strengthen the top-level design of the system. Revise the Sichuan Provincial Construction Management Regulations, issue a series of documents to promote the high-quality development of the construction industry and improve the quality assurance system to enhance the quality of construction projects. 22 specific measures were proposed from four aspects: implementing the responsibilities of all parties, innovating management mechanisms, improving support systems, and strengthening collaborative linkage, providing policy support for engineering quality management work.

The second is that the quality improvement action has achieved significant results. Strengthen the primary responsibility of construction units, compact the main responsibilities of participating units such as survey, design, supervision, and construction units, and achieve a coverage rate of 100% for "two books and one card". Fully implement the engineering quality manual system, carry out special treatment of common engineering quality problems and systematic treatment of prominent problems in the detection industry, significantly reduce common problems such as residential leakage and cracks, and gradually standardize quality testing behavior.

Thirdly, the quality foundation is more solid. We will formulate and implement 259 local standards for engineering construction, actively promote visual disclosure and prototype construction, and promote advanced technologies and construction methods such as BIM, Internet of Things, big data, prefabricated construction, and green construction. In recent years, the total number of newly constructed prefabricated buildings in the province has reached 160 million square meters. Last year, the proportion of newly constructed prefabricated buildings in the province reached 35%; Fully implementing the 65% energy-saving standard for residential buildings, a total of 380 million square meters of green buildings have been added, accounting for 85.8%. The quality and economic benefits of engineering construction have significantly improved.

The fourth is the gradual improvement of regulatory efficiency. We will improve the three-level regulatory system at the provincial, municipal, and county levels, with 202 engineering quality supervision institutions and 3374 supervisory personnel in the province. Fully implement the "double random, one open" inspection method and strengthen credit management. We have launched pilot projects for engineering quality insurance, with 27 projects signed and implemented, with a total insurance amount of 8 billion yuan and a premium of about 100 million yuan. Carry out pilot projects for engineering quality evaluation and continuously improve the differentiated management mechanism and social supervision mechanism for engineering quality.

Cheng Gang stated that in the next step, Sichuan will focus on the "three focuses" to further improve the quality and quality of construction projects.

One is to focus on engineering quality and strengthen quality control throughout the entire process. Compact the lifelong responsibility system for the quality of "two books, one card, and one file", strengthen pre control before construction, strictly control the quality of residential projects through household acceptance, and improve the quality of residential delivery.

The second is to "focus on green and low-carbon" and promote the reform of construction methods. Accelerate the construction of Sichuan's construction industry internet platform, deeply implement the five-year action plan to improve the quality of prefabricated building development, and promote the coordinated development of intelligent construction and building industrialization.

The third is to focus on governance capabilities and strengthen engineering quality supervision. Strengthen the construction of regulatory teams, comprehensively promote the construction of smart construction sites, explore the establishment of a "quality risk level+credit" classification and grading regulatory mechanism, and focus on improving regulatory efficiency.
