On September 13th, the Shandong Provincial Department of Housing and Urban Rural Development issued a notice on the inspection of the implementation of energy-saving, green buildings, and prefabricated buildings in the province in 2023, inspecting the implementation of relevant national and provincial policies, regulations, and standards by the competent departments of housing and urban and rural construction in districts and cities, as well as units engaged in the construction, design, construction, operation, and maintenance of energy-saving, green buildings, and prefabricated buildings.

This inspection is divided into three stages: self inspection, random inspection, and summary and notification.

Phase 1: Before the end of September 2023, the Housing and Urban Rural Development Bureaus of each district/city will conduct a comprehensive self inspection of their respective counties (cities, districts) based on the inspection content, and at the same time, sort out the accounts of construction projects in progress (fill in Annex 4).

Phase 2: Before the end of October 2023, the Provincial Department of Housing and Urban Rural Development will select experts to form an inspection team, and randomly select some district and city housing and urban rural construction authorities and ongoing projects for on-site inspection. The specific inspection time and grouping arrangement will be notified separately.

Phase 3: In November 2023, the Provincial Department of Housing and Urban Rural Development will compile the inspection results and form an inspection report, which will be publicly announced to the public through the department's portal website and the provincial "double random, one open" regulatory platform.

According to the Notice of the Shandong Provincial Department of Housing and Urban Rural Development on Issuing the "Double Random and One Open" Inspection Checklist and 2023 Inspection Plan in the Field of Housing and Urban Rural Development, as well as the 2023 Inspection and Assessment Activity Plan, it is decided to carry out inspections on the implementation of building energy conservation, green buildings, and prefabricated buildings throughout the province. The relevant matters are hereby notified as follows:

1、 Inspection basis

The Regulations on Energy Efficiency in Civil Buildings in Shandong Province, the Measures for Promoting Green Buildings in Shandong Province, the Notice of the General Office of the Central Committee of the Communist Party of China and the State Council on Promoting Green Development in Urban and Rural Construction, the Notice of the General Office of the People's Government of Shandong Province on Several Measures to Promote Green Development in Urban and Rural Construction, and the Opinions of six departments including the Department of Housing and Urban Rural Development of Shandong Province on promoting the full industrial chain development of new building industrialization.

2、 Inspection time

September to November 2023.

3、 Inspection object and content

The implementation of relevant national and provincial policies, regulations, and standards by the competent departments for housing and urban-rural development in designated districts and cities, as well as units engaged in the construction, design, construction, and operation of energy-saving, green, and prefabricated buildings.

5、 Job requirements

1. The competent departments of housing and urban-rural development in each district and city shall form a summary report based on the self inspection results (including the progress of work in 2023, current main problems, and future work considerations), and submit it together with Annex 4 to the Energy Conservation and Technology Department of the Provincial Department of Housing and Urban-rural Development before September 27, 2023.

2. The provincial-level inspection will be carried out through methods such as holding symposiums, listening to reports, reviewing materials, and randomly checking projects based on the ledger. The inspection results will serve as the basis for the assessment and scoring of the "dual control" target responsibility of the total energy consumption and intensity of the people's governments of each district and city.
