On September 11th, the Information Office of the Sichuan Provincial People's Government held a press conference in Chengdu with the theme of "Building a Strong Province with Quality in All Directions to Boost High Quality Economic Development". At the meeting, Cheng Gang, a member of the Party Group and Deputy Director of the Housing and Urban Rural Development Department of Sichuan Province, introduced that since the 13th Five Year Plan, Sichuan has created 46 national high-quality projects, 815 Tianfu Cup projects, and 173 provincial structural demonstration projects. The construction of engineering brands has achieved significant results. The next step will focus on the "three focuses" to further improve the quality and quality of construction projects.

In recent years, what are the significant achievements of Sichuan engineering brand construction reflected in? Cheng Gang introduced that firstly, in terms of strengthening the top-level design of the system, through revising a series of documents such as the Sichuan Provincial Building Management Regulations, Sichuan has proposed 22 specific measures from four aspects: implementing the responsibilities of all parties, innovating management mechanisms, improving support systems, and strengthening collaborative linkage, providing policy guarantees for engineering quality management work.

The quality improvement action has achieved significant results. According to Cheng Gang, Sichuan has strengthened the primary responsibility of construction units and compacted the main responsibilities of participating units such as survey, design, supervision, and construction units. The coverage rate of "two books and one card" has reached 100%. At the same time, we will fully implement the engineering quality manual system, carry out special treatment of common engineering quality problems and systematic treatment of prominent problems in the detection industry, significantly reduce common problems such as residential leakage and cracks, and gradually standardize quality testing behavior.

The quality foundation is more solid. Sichuan has formulated and implemented 259 local standards for engineering construction, actively promoting visual disclosure and exemplary construction, and promoting advanced technologies and construction methods such as BIM, Internet of Things, big data, prefabricated construction, and green construction. In recent years, the total number of newly constructed prefabricated buildings in the province has reached 160 million square meters. Last year, the proportion of newly constructed prefabricated buildings in the province reached 35%; Fully implementing the 65% energy-saving standard for residential buildings, a total of 380 million square meters of green buildings have been added, accounting for 85.8%.

The regulatory efficiency is gradually improving. It is reported that Sichuan has improved its three-level regulatory system at the provincial, municipal, and county levels. There are currently 202 engineering quality supervision institutions and 3374 supervisory personnel in the province. We have launched pilot projects for engineering quality insurance, with 27 projects signed and implemented, with a total insurance amount of 8 billion yuan and a premium of about 100 million yuan.

The "Implementation Opinions on Accelerating the Construction of a Strong Province with High Quality" recently issued by the Sichuan Provincial Party Committee and Government clearly proposes to improve the quality of construction projects. What are the implementation measures taken by the housing and construction department regarding this? According to Cheng Gang, we will focus on engineering quality and strengthen quality control throughout the entire process; Focusing on green and low-carbon development, promoting the reform of construction methods; Focus on governance capabilities and strengthen engineering quality supervision.

Accelerate the construction of Sichuan's construction industry internet platform, deeply implement the five-year action plan to improve the quality of prefabricated building development, and promote the coordinated development of intelligent construction and building industrialization.
