On September 15, 2023, China Academy of Building Sciences Jianke Environmental Energy Technology Co., Ltd. organized the first working meeting for the revision and preparation of the group standard "Evaluation Standard for Near Zero Energy Consumption Buildings" T/CABEE 003-2019. Ni Jiangbo, Vice President of China Building Energy Conservation Association, Liu Qi from the Standard Management Office of China Building Energy Conservation Association, Xia Maozhong and Qi Xinyan from the Near Zero Energy Building Evaluation Management Office, and Yu Zhen, Vice President of the Environmental Energy Institute of China Academy of Building Sciences, attended the meeting. From China Academy of Building Sciences, China Construction Science and Environmental Energy Technology Co., Ltd., China Academy of Building Design and Research, Shanghai Institute of Building Science and Technology Co., Ltd., China Quality Certification Center, South China University of Technology, Zhejiang University Architectural Design and Research Institute, Heilongjiang Province Cold Area Architectural Science Research Institute, Liaoning Province Construction Science Research Institute, Sichuan Province Construction Science Research Institute, China Construction Third Bureau East China Company, China Construction Ecological Environment Group A total of 30 editorial members from Qingdao Building Energy Conservation and Green Building Association, Changzhou Building Science Research Institute Group Co., Ltd., China New Tianjin Ecological City Environment and Green Building Experiment, Harbin Senying Window Industry Co., Ltd., and Shaanxi Dewo Green Building Design Co., Ltd. attended the meeting offline.

The establishment meeting of the drafting group was chaired by Liu Qi from the Standard Management Office of the China Building Energy Conservation Association. Vice President Ni Jiangbo emphasized the importance of leading the high-quality development of the industry through standard implementation, regulating industry self-discipline, and improving building quality at the meeting. He also pointed out that standard revisions need to urgently combine the dual carbon policy requirements in the construction field to adapt to the upcoming explosive growth needs of the industry. He also proposed the principle of "strong operability, goal orientation, and detailed requirements" for standard revisions. Vice President Yu Zhen, on behalf of the editor in chief, expressed gratitude to the association for its long-term support for the work of the Environmental Energy Institute and welcomed the arrival of all editorial committee members of the standard. With the continuous expansion of industry influence, Environmental Energy Technology needs to meet the requirements of standard revision work.

The first working meeting was chaired by researcher Zhang Shicong, the chief editor of the standards. Firstly, the basic situation of the evaluation projects since the application of the 2019 version of the standards was introduced, and the principles and key issues of this revision were analyzed. Subsequently, all editorial committee members introduced the actual problems encountered in the project evaluation, and discussed the direction and key issues of the standard revision.

This work meeting clarified the principles for standard revision, fully discussed the revision direction and key issues, and proposed suggestions for standard article revision, which is of great significance for promoting rapid standard revision. The revision of the "Evaluation Standards for Near Zero Energy Consumption Buildings" will adapt to the upcoming new stage of large-scale development of near zero energy consumption buildings, and guide the industry's high-quality, healthy and sustainable development.
