Shandong fully promotes green buildings and strives to achieve the target of carbon peak by 2030

On the afternoon of September 25, the Urban and Rural Construction Green and Low-carbon Development Forum, one of the supporting activities of the 2023 World Sister Cities Forum and Friendship Province and State Leaders' Conference, was successfully held in Jinan. The forum is co-hosted by the Shandong Department of Housing and Urban-Rural Development and the Office of the Foreign Affairs Commission of the Shandong Provincial Committee of the CPC.

At the meeting, Wang Yuzhi, director of the Provincial Department of Housing and Urban-Rural Development, introduced Shandong's experience in green and low-carbon development. It is reported that Shandong Province's housing system takes the construction of green, low-carbon and high-quality development pilot area as the general starting point, and runs the concept of green development through the whole process and various fields of urban and rural construction.

Previously, Shandong issued the "Shandong Province Housing urban and rural Construction science and Technology Innovation Development Plan", which included 255 science and technology plans of the Ministry of Housing and Urban-Rural Development, announced more than 1,400 provincial construction science and technology plans, and won 59 provincial government science and technology progress awards, including 1 first prize; He has won 60 Huaxia Construction Science and Technology Awards, 3 National Science and Technology Progress Awards, and 1 second Prize of National Technology Invention.

The reporter learned that in order to expand new space for urban and rural green development, Shandong carried out a three-year urban quality improvement action, and completed the construction task of 85 square kilometers in 29 pilot areas with high standards. Weifang and Yantai were included in the national urban renewal pilot, and provincial-level pilot projects were carried out in 14 cities (counties) and 14 districts. Weihai, Yantai, Rizhao and Shouguang have won the United Nations Habitat Award. Qingdao was approved as the country's first green city construction and development pilot, and successfully passed the summary evaluation; It has created 22 national water-saving cities and 33 national garden cities, ranking first in the country. In the promotion of the "two clear zero one upgrade" and the construction of municipal facilities network, Shandong has built a total of 929 kilometers of integrated pipe corridors, 2,301 square kilometers of sponge cities, 7,894 kilometers of urban greenways, completed 3,064 kilometers of rain and pollution combined pipe network transformation, and dynamic zero black and smelly water bodies in urban built-up areas. Linyi was selected as the national sponge city construction demonstration. At the same time, the construction of demonstration towns was implemented, and seven of the country's top 100 towns and 69 of the top 1,000 towns were cultivated. A total of 1,344 sewage treatment facilities have been built in the incorporated towns, and the sewage treatment rate has reached 74%. In the country to innovate the implementation of rural domestic waste "household collection, village collection, town transport, county treatment" model, the province's urban and rural sanitation integration to achieve full coverage. Shandong has renovated 544,000 dilapidated houses and 11 million toilets in rural areas.

Wang Yuzhi said that Shandong has comprehensively promoted green buildings, and at present, the province has built 900 million square meters of green buildings, promoted 170 million square meters of star-rated green building identification projects, and created 23 provincial green ecological demonstration districts. China took the lead in implementing the design standards for energy conservation of 83 percent in residential buildings and 72.5 percent in public buildings, and made solid efforts to renovate existing buildings to conserve energy. The province has accumulated 1.34 billion square meters of energy-saving buildings, implemented energy-saving renovation of existing buildings of 240 million square meters, and built 2.54 million square meters of ultra-low energy consumption buildings with energy efficiency reaching international advanced standards. We issued and implemented the Implementation Plan for Carbon Peaking in Urban and Rural Construction in Shandong Province, and strive to achieve the goal of carbon peaking by 2030.

Shandong green life is accelerating the formation of a new way, the concept of green low-carbon environmental protection throughout the whole process of old residential renovation, priority selection of economical, green and environmental protection processes and materials, to promote the conditional residential synchronous implementation of energy-saving transformation, a total of 15,000 old residential renovation completed, benefiting more than 4 million residents. The clean heating rate of cities (counties) in the province exceeded 90%, and 10.4 million households in rural areas were renovated for clean heating.
