I. General requirements


(1) Guiding ideology.


 Speed up the construction of a new development pattern, focus on promoting high-quality development, improve strategic thinking ability, the system concept throughout the whole process of "double carbon" work, and accelerate the promotion of double control of energy consumption to double control of carbon emissions. We will take the transition to green and low-carbon energy as the key, promote the economical and intensive use of energy and resources, promote green and low-carbon development in key areas such as industry, transport and urban and rural development, strengthen the leading role of green and low-carbon technologies, strive to promote the development of green and low-carbon industries, and accelerate the realization of green changes in production methods and lifestyles. To develop a smart, refined mega-city carbon peak path with Shenzhen characteristics with the first demonstration standard, help Shenzhen speed up the construction of an economic center city with more global influence and a modern international metropolis, build a socialist pilot demonstration zone with Chinese characteristics, and create a modern socialist power city example.


(2) Main objectives.


During the 14th Five-Year Plan period, the core competitiveness of the modern industrial system was greatly improved, the modern energy system took initial shape, the efficiency of energy and resources utilization was significantly improved, positive results were achieved in green and low-carbon development in industry, transportation, urban and rural construction, green and low-carbon innovation capacity was significantly improved, and green transformation of production and lifestyle was comprehensively promoted. It takes the lead in establishing and implementing the dual control degree of carbon emissions in the country, providing Shenzhen's experience for the national and provincial promotion of dual control of energy consumption to gradually shift to dual control of carbon emissions. By 2025, energy consumption per unit of gross regional product will be reduced by 14.5% compared with 2020, and carbon dioxide emissions per unit of gross regional product will ensure that national and provincial targets are met, laying a solid foundation for the city's carbon peak.


During the 15th Five-Year Plan period, high-quality economic and social development has become a national model, the efficiency of energy and resources utilization has reached the world's advanced level, low-carbon development models have been formed in key areas, green and low-carbon technologies have been widely applied, green and low-carbon production and lifestyle have become the conscious choice of the public, and a double carbon emission control system with clear goals, solid foundation and smooth operation has been established. By 2030, the control level of carbon dioxide emissions per unit of regional GDP will be demonstrated in the whole country and the whole province, and the target of reaching the peak of carbon emissions before 2030 will be achieved.


2. Key tasks


Carbon peaking will run through all aspects and the whole process of economic and social development, We will implement the "Ten carbon Peaking actions", including the Energy Green and low-carbon Transformation Action, the energy conservation and carbon Reduction Action, the Industrial green and low-carbon action, the transport carbon peaking action, the urban and rural development green and low-carbon action, the technology enabling carbon peaking action, the market helping carbon peaking action, the ecosystem carbon sink enhancement action, the green and low-carbon national action, and the carbon peaking pilot demonstration action.


1. Green and low-carbon energy transformation actions.


Further promote the green and low-carbon transformation of the energy supply structure, promote the "control of coal, reduce oil, increase gas, increase non-fossil, clean electricity", prudently control the "high carbon" energy supply, promote the "zero carbon" energy supply, improve the new energy supply and consumption system, and accelerate the establishment of a clean and low-carbon, safe and efficient, smart and innovative modern energy system.


1. Reasonable control of coal and oil consumption. We will reasonably build supportive and regulatory clean coal power, promote the clean and flexible transformation and upgrading of active coal power units in Mawan Power Plant, and implement demonstration projects for carbon capture, utilization and storage of coal and electricity. We will carry out special rectification of the refined oil industry, improve the quality of refined oil products, accelerate the replacement of oil products in the transportation sector, and encourage the replacement of traditional fuel such as biological liquid fuel.


2. Give full play to the supporting role of natural gas. Promote the old residential areas, urban villages and catering places to achieve pipeline natural gas "should be changed as much as possible and can be changed completely." By 2025, the penetration rate of pipeline natural gas will reach more than 95%. We will steadily promote the development of natural gas peaking power stations, accelerate the construction of natural gas power generation projects such as Guangming gas Turbine and Nengdong Phase II, encourage the construction of a natural gas distributed energy system, support the upgrading of old natural gas power plants, and promote the hydrogenation of natural gas for power generation. During the "14th Five-Year Plan" period, the installed capacity of gas and electricity was increased by about 6 million kilowatts, and the installed capacity of gas and electricity was doubled. The construction of the Dapeng LNG Corridor will promote the construction of Shenzhen Natural Gas Reserve and Peaking Storage Phase II, Guangdong Dapeng LNG Receiving Terminal expansion project gas storage facilities, and Shenzhen LNG Emergency peaking Station Phase II of the National pipeline network. We will continue to promote the construction of Shenzhen natural gas Trading Center, accelerate the completion of the LNG refueling center in East Asia, complete the bonded LNG refueling of 500,000 cubic meters (liquid) on international sailing ships by 2025, attract domestic and foreign high-quality gas enterprises to set up trading companies in Shenzhen, and strive to build a natural gas trading hub city.


3. We will vigorously develop new energy sources. Actively promote distributed photovoltaic power generation, expand the diversified utilization of "photovoltaic +", and promote integrated planning and construction with related infrastructure. Actively promote the development and utilization of offshore wind power, and promote the landing of East Guangdong offshore wind power in Shenzhen. Promote the construction of waste incineration power generation projects with high standards, and support the development of coal-fired coupled biomass power generation. Continue to improve the reliability of nuclear power equipment, and promote the comprehensive excellence of nuclear power operation capabilities. Promote the application of hydrogen energy in transportation, distributed power generation, frontier emerging and cross-cutting fields, and explore the development and utilization of geothermal energy and ocean energy. 4. Building a modern smart grid system. Continue to optimize the backbone structure of the 500 kV main network, and actively promote the ±800 kV DC transmission project from Southeast Tibet to the Guangdong-Hong Kong-Macao Greater Bay Area to Shenzhen. Comprehensively improve the level of intelligent scheduling, build a flexible, interconnected and open distribution network, accelerate the access and collaborative control of intelligent buildings, distributed scenery, energy storage, vehicle network interaction and other loads, and promote the efficient local consumption of distributed energy. Accelerate the construction of virtual power plants, improve the demand-side response capacity of the power grid, encourage the layout of power supply and grid-side energy storage systems in accordance with the needs of power grid peak regulation and frequency regulation, and carry out pilot projects for the integration of load and storage and multi-energy complementarity of the source network. Consolidate and deepen the construction of strong local power grids, and improve the basic operation capacity of cities under extreme circumstances. By 2025, the power transmission capacity of AC and DC channels will reach 15 million kilowatts, and the load regulation capacity of virtual power plants will reach 1 million kilowatts. By 2030, the power supply capacity of AC and DC channels will reach 25 million kilowatts, and the load regulation capacity of virtual power plants will reach 1.5 million kilowatts.


2. Energy conservation, carbon reduction and efficiency improvement.


We will give top priority to conserving energy and resources and implement a comprehensive conservation strategy. We will further improve the precision of energy conservation management, appropriately control total energy consumption, focus on key energy-using equipment to implement energy-saving actions, and take solid steps to promote energy conservation and carbon reduction in new infrastructure.


1. Enhance the ability to control energy saving and carbon reduction pipes. Adhere to the priority of conservation, coordinated industrial layout, "three lines, one single" zoning control, environmental access and energy consumption dual control policies. We will optimize and improve policies for regulating energy consumption and controlling carbon emission intensity, and establish and implement two levels of carbon emission control in stages and steps. We will carry out budget management of energy use, strictly implement the energy-saving review system, conduct comprehensive evaluation of energy use and carbon emissions of projects, and guide the rational flow and efficient allocation of energy factors. Strengthen the capacity building of energy measurement and statistics, promote the construction and application of online energy consumption monitoring systems, and carry out energy consumption monitoring, early warning, analysis and judgment. We will appropriately raise and strictly enforce energy efficiency standards in all sectors and industries, and promote energy audits. Strengthen the team and capacity building of energy conservation supervision, and strengthen the supervision of energy conservation during and after the event.


2. We will promote energy conservation and efficiency improvement in key energy-using equipment. We will carry out actions to upgrade the energy efficiency of motors and transformers, and accelerate the research, development and application of advanced energy-saving technologies and equipment. Focus on the development of high efficiency motor and inverter, data center rack and chip level refrigeration technology, high energy efficiency chiller, semiconductor intelligent lighting, air compressor/injection molding machine waste heat utilization system technology, new energy-saving dust collector, high energy efficiency air energy heat pump, high energy efficiency transmission and distribution transformers. We will accelerate the electrification of equipment and upgrade the level of industrial electrification. Promote the operation data of key energy-using equipment "on the cloud and on the platform", and carry out the full life cycle management of equipment operation monitoring and working condition optimization, accurate operation and maintenance, and energy consumption monitoring.


3. We will strengthen new infrastructure to save energy and reduce carbon. We will carry out the "Super Speed Pioneer City" action, optimize the layout of new infrastructure, and coordinate the construction of new data centers featuring intelligent computing and supercomputing in research gathering areas. To promote energy-saving transformation of large and medium-sized data centers, gradually transform or eliminate "old and small" data centers with power utilization efficiency (PUE) higher than 1.4, and implement reduction replacement for new data centers, and power utilization efficiency (PUE) should be lower than 1.25. Develop low-energy base stations, promote the application of advanced energy-saving technologies in base stations, intensively build communication base stations, charging piles, smart towers, etc., and increase the application of energy-efficient site modes.


4. Promote synergies in reducing pollution and carbon emissions. We will strengthen the coordinated control of greenhouse gases and environmental pollutants, improve the ability to comprehensively control the ecological environment, and build a coordinated control framework from the levels of policy planning, technical standards, data statistics and assessment mechanisms. We will continue to prevent and control at the source and take comprehensive measures to strengthen coordinated emission reductions of volatile organic compounds (VOCs) and nitrogen oxides (NOx). We will strengthen monitoring of greenhouse gases and carry out trials to monitor and assess carbon emissions. We will accelerate the promotion and application of pollution reduction and carbon reduction technologies to reduce waste generation and pollution emissions at source. We will focus on major areas such as electricity, construction, transportation and waste disposal, as well as key industries and key links, and organize coordinated efforts to reduce pollution and carbon emissions at the regional, industrial park and enterprise levels.


(3) Industrial green and low-carbon actions


Adhere to the industrial city, seize the opportunity of green change, further optimize the industrial structure, promote the low-carbon transformation of industrial manufacturing with digital empowerment, build and improve the green manufacturing system, and effectively reduce energy consumption and carbon emission intensity.


1. We will build a green development pattern in the industrial sector. With a green and low-carbon orientation, we revised and improved the catalogue of industrial structure adjustment and optimization and industrial orientation. We will make coordinated efforts to promote the development of 20 strategic emerging industrial clusters, mainly advanced manufacturing, and eight future industries. We will build 20 advanced manufacturing parks by focusing on continuous production and intensive economy. Continue to carry out energy efficiency "leader" leading actions, promote electronic equipment, electrical machinery, rubber plastics, metal products and other key energy-using industries to carry out energy-saving transformation. We will actively promote the closure and conversion or technological upgrading of "scattered and hazardous" industrial enterprises with low output value, high energy consumption and high pollution. By 2025, the added value of strategic emerging industries will exceed 1.5 trillion yuan; the proportion of added value of high-tech manufacturing in the added value of industries above designated size will remain at the leading level in the province; and energy consumption per unit of added value and carbon dioxide emissions per unit of added value of industrial enterprises above designated size will be ensured to meet national and provincial targets.


2. Digital empowers industrial green development. We will accelerate the integration of next-generation information technology and manufacturing, and support enterprises in digital transformation in areas such as equipment management, quality control, security control, and supply chain management. Support the digital transformation of the manufacturing industry, and encourage enterprises to create a number of intelligent manufacturing excellent scenarios and intelligent manufacturing factories. Build a number of national advanced industrial Internet platforms, create application benchmarks and scene demonstration projects, support the innovative application of "5G+ Industrial Internet", and promote the construction of a national industrial Internet experience center. We will intensify the construction of digital parks and promote the digital transformation and upgrading of existing parks.


3. We will strengthen the green manufacturing system. Actively create national, provincial and municipal green enterprises, green products, green parks, green factories, green supply chains, and accelerate the construction of a localized green manufacturing system. Carry out green supply chain management, and promote the green development of the whole life cycle of products and the whole industrial chain. Encourage enterprises to use green building technology to transform and build factories, increase the proportion of renewable energy utilization in factories, and increase the construction of photovoltaic plants. Guide enterprises to design, develop and produce green products according to green design product standards, and promote green environmental protection and low environmental impact materials replacement. Support enterprises to strengthen the research and development and application of green products, promote lightweight, low power consumption, easy recycling and other technologies, and continue to improve the energy efficiency of end-use products. By 2025, about 140 national green parks, green supply chains, green factories, green product design enterprises, green manufacturing system integration suppliers, etc. will be created, and about 110 green design products will be created.


4. We will improve the conservation and recycling of resources. We will improve the mechanism for promoting and applying recycled products, encourage industrial enterprises to increase the use of renewable resources, improve the recycling rate of industrial waste, and promote the reuse of reclaimed water. Support decommissioned power battery cascade utilization projects, improve the recycling system of waste materials, and promote the high-quality development of automotive parts and electronic equipment remanufacturing industries. We will actively guide the green and circular upgrading of industrial parks, and encourage qualified industrial parks to implement cascade utilization of energy, centralized sewage treatment, and optimization and transformation of energy systems, so as to achieve optimal allocation and efficient utilization of energy and resources. Implement the whole-chain control of plastic pollution, and accelerate the promotion and application of alternative products and models. By 2025, the comprehensive utilization rate of general industrial solid waste in key industries will reach 95%, and the recycling use of major renewable resources such as scrap metal, paper, plastic, rubber and glass will reach more than 4 million tons. All industrial parks at or above the provincial level will complete the recycling transformation. By 2030, the recycling of major renewable resources such as scrap metal, waste paper, waste plastics, waste rubber and waste glass will reach about 4.5 million tons, and the reuse rate of industrial water above designated size will reach 95%.


(4) Transport carbon peak action.


We will continue to optimize the transport structure, vigorously promote clean energy alternatives for transport vehicles, accelerate the layout and construction of green transport infrastructure, improve the supply and service level of clean energy infrastructure, and promote the overall orderly peak of the transport sector.


1. Optimize the transportation structure. Actively promote the "sea-rail combined transport", plan the construction of Xiaomu port railway, speed up the construction of Pingsalt railway. Improve the port collection and distribution system, smooth the water transport network between Shenzhen and the Pearl River Delta port group, and vigorously develop "water and water transfer". We will improve the capacity of railway and waterway transport services, and guide the "transit rail" and "transit water" for bulk cargo and medium - and long-distance freight. Reasonable distribution of urban logistics transfer centers, flexible deployment of a variety of urban end distribution stations. Deepen the construction of national public transportation cities, and create a green travel system with the integration of "rail - bus - slow travel". Actively promote the planning and construction of the fifth phase of rail and intercity railway projects, optimize the layout of public transit networks, strengthen the coordination of rail and bus, and build a smart bus system. Speed up the construction of tree-lined walkways and wind and rain corridors, optimize the green travel scenarios of shared bicycles, strengthen the construction of supporting facilities, and establish a safe, continuous and comfortable urban slow traffic system. By 2025, the proportion of water collection and distribution in Shenzhen Port will increase to 34%, the mileage of rail traffic will reach 640 kilometers, and the share rate of green transportation will reach 81%. By 2030, the travel sharing rate of green transportation will reach 83 percent, and the railway mileage will reach 830 kilometers.


2. Promote low-carbon transformation of transport equipment. We will consolidate the achievements of comprehensive electrification of buses, taxis and e-hailing cars, and accelerate the replacement of official vehicles and light logistics vehicles with electrification. With the principle of "LNG as the main, electric as the auxiliary, pilot hydrogen energy", we will increase the proportion of clean energy use of heavy trucks, heavy-duty sanitation vehicles, and non-road mobile machinery, gradually eliminate the old transport vehicles with high energy consumption and high emissions, and fully realize the clean energy of trailers and domestic waste transfer vehicles in Shenzhen Port area by the end of 2024. We will improve the incremental regulation and control policies for urban cars, encourage the private purchase and use of new-energy vehicles, and guide the replacement of fuel-powered vehicles with new-energy vehicles. Further promote the application of inland LNG powered vessels, support the development of coastal and ocean-going LNG powered vessels, encourage port vessels, pleasure vessels, and government vessels to use electric energy or LNG kinetic energy, and take the lead in carrying out hydrogen fuel cell ship application demonstration in the field of public vessels. By 2025, the proportion of new energy and clean energy powered vehicles will reach about 60%, and the number of new energy vehicles in the city will reach about 1.3 million, the number of LNG vehicles will reach more than 20,000, and the number of hydrogen fuel cell vehicles will reach about 2,000. By 2030, the proportion of new energy and clean energy powered vehicles will reach about 70%, and the number of new energy vehicles in the city will reach about 2 million.


3. We will accelerate the construction of green transport infrastructure. The concept of green and low-carbon development will be implemented in the whole process of planning, construction, operation and maintenance of transport infrastructure, and the low-carbon construction of transport infrastructure such as ports, airports, ports, railways and roads will be accelerated to reduce energy consumption and carbon emissions throughout the life cycle. Optimize and improve the network of charging facilities for new energy vehicles, accelerate the layout of charging piles in industrial parks, public parking lots, bus stations, and old residential areas, promote the application of new intelligent charging technologies such as flexible charging, strengthen the two-way interaction between smart grid and electric vehicles, and build a "network" of charging and storage. We will plan and distribute comprehensive energy supply facilities, focusing on improving the comprehensive service capabilities of highway service areas and port areas, such as charging and replacing electricity, filling gas, and hydrogenation. We will accelerate the construction of green ports and airports, increase the proportion of shore power used by ocean-going ships during port calls, and fully equip parking stands with alternative auxiliary power units. We will actively promote new energy-saving technologies and new management models for subway. Increase the photovoltaic construction of transportation infrastructure, and increase the proportion of renewable energy applications. By 2025, a total of 600,000 charging facilities will be built, including 45,000 fast charging piles, to achieve full coverage of fast charging stations in highway service areas. Layout of no less than 60 comprehensive energy supply facilities, Shenzhen port terminal shore electricity utilization rate reached more than 10%; By 2030, vehicles and equipment in civil transport airports will be fully electrified.


5. Green and low-carbon action in urban and rural development.


We will continue to integrate green and low-carbon requirements into all aspects of urban and rural planning and construction management, comprehensively promote ultra-low-energy building technologies, implement large-scale energy-saving retrofit of existing buildings, establish a restraint mechanism for building energy consumption and carbon emissions, and systematically promote the comprehensive green and low-carbon development of urban and rural development.


1. Planning leads low-carbon development. We will implement the concept of green and low-carbon planning and strengthen climate resilience. We will improve the spatial distribution of urban and rural areas, control the total amount of land used for construction and optimize its structure, and determine the scale of construction in a scientific way. We will carry out special research on carbon emissions in the planning of national space. Build a green ecological network integrating ecological cold sources and ventilation corridors such as lakes, rivers and mountains to reduce the urban heat island effect. Implement the group layout, establish a multidimensional work-residence balance index system, continue to further promote the development of TOD, and effectively reduce commuting distance. We will encourage the composite use of urban space and accelerate the utilization of existing space. The implementation of low-carbon urban renewal strategy, adhere to the "stay, reform and demolition" simultaneously. We will strictly control the construction of super high-rise buildings with high energy consumption. By 2025, the green coverage rate of the city's (excluding Shenzhen-Shantou Special Cooperation Zone) built-up areas will not be less than 40%, and the green coverage rate of the Shenzhen-Shantou Special Cooperation Zone will reach 30.5%.


2. We will vigorously promote new green buildings. New buildings fully and strictly implement green building standards, research and formulate local characteristics of Shenzhen green building indicators, and strengthen the promotion and application of ultra-low energy building technology system. Encourage the use of products with green building materials certification, promote green low-carbon construction, and implement dynamic management of the construction process. By 2025, the comprehensive utilization rate of construction waste will reach 90%, and by 2030, the loss rate of construction materials on the construction site will be reduced by 20% compared with 2020. Expand the scope of implementation of prefabricated buildings, promote the common development of prefabricated concrete structure buildings and prefabricated steel structure buildings, promote the application of integrated modular buildings, and accelerate the promotion of prefabricated decoration. Improve the policy and standard system of building information technology, promote the application of building information model (BIM) and city information model (CIM), accelerate the construction of smart construction pilot cities, and by 2025, no less than 100 smart construction pilot projects will be included, and smart construction industrial parks will be built. Improve building quality acceptance and equipment commissioning requirements, and conduct third-party testing and evaluation of green building performance. By 2025, the new prefabricated building area will be no less than 50 million square meters, and the prefabricated building area will account for no less than 60% of the new building area. By 2030, green buildings above two stars will account for 60% of new buildings, green building materials will be fully used in new buildings, and no less than 10 million square meters of ultra-low energy consumption, near-zero energy consumption and zero-carbon buildings will be implemented. The average energy saving rate of new residential buildings is 75%, and the average energy saving rate of new public buildings is 78%.


3. We will carry out energy-saving and low-carbon upgrading of buildings. Focusing on the renovation of public buildings, we will focus on promoting comprehensive energy-saving renovation of a number of existing public buildings with high energy consumption and low energy efficiency. Improve the energy efficiency of refrigeration room systems, and implement actions to improve the energy efficiency of air conditioning facilities. Promote the renovation of large public building refrigeration systems with low energy efficiency, and encourage the refrigeration room system to operate with an energy efficiency of 5.0 after the renovation. Actively promote the transformation of urban villages and residential buildings according to local conditions, and simultaneously implement energy-saving and green transformation in the renovation projects of old residential areas and the creation of "three Yi blocks". Encourage the replacement of low-energy household appliances and promote the low-carbon development of residential buildings. By 2030, the energy consumption of 30 million square meters of public buildings per unit building area will be reduced by 6% compared with 2020. The energy consumption of public institutions per unit building area and per capita comprehensive energy consumption will be reduced by 8% and 9% respectively from 2020.


4. Continuous optimization of building energy structure. We will raise the level of electrification of building terminals, promote full electrification of new public buildings, and promote efficient electrification technologies and equipment for domestic hot water and cooking. By 2030, over 30% of new public buildings should be fully electrified. Encourage new and expanded buildings to achieve full coverage of photovoltaic building integration, large-scale application of solar thermal, air source heat pump and other technologies in hotels, dormitories and other buildings with centralized hot water demand. Strengthen the connection and coordination between building energy and the power grid, and give priority to the consumption of renewable energy.
