The eight departments of the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Commerce and the General Administration of Financial Supervision recently jointly issued the Work Plan for the steady growth of the Building Materials Industry (hereinafter referred to as the "Plan"), requiring the acceleration of the implementation of government procurement to support green building materials and promote the improvement of building quality policies. Green building materials should be fully harvested and applied.

The plan proposes to expand the promotion and application of urban green building materials. Accelerate the implementation of government procurement to support green building materials to promote the improvement of building quality policies, improve the demand standards for government procurement of green buildings and green building materials, require that the government projects included in the scope of policy implementation should be fully employed and applied to the relevant green building materials, and accelerate the promotion and application of energy-saving, low-carbon, safe and cost-effective green building materials in government projects. We will organize pilot demonstrations of the application of green building materials projects, guide key construction enterprises to increase the application scope and procurement of green building materials, promote the coordinated development of green building materials and green buildings, and increase the proportion of green building materials used in the renovation of new buildings and existing buildings.

"Plan" clearly, to improve the green building materials product certification system. Improve the evaluation standard system of green building materials products, further expand the scope of implementation of green building materials product certification, establish and improve the data collection mechanism of green building materials product certification, and accelerate the certification of green building materials products. Give full play to the essential attributes of quality certification to convey trust and service development, promote the interconnection of green building materials product certification data and relevant credit application databases, and promote the mutual recognition and universality of green building materials product certification results among different departments and levels. Encourage third-party institutions to establish a public service platform for green building materials, and support the green development and carbon neutral scientific evaluation of bulk cement and other products throughout their life cycle. Combined with the activities of green building materials going to the countryside and the pilot work of government procurement of green building materials to promote the improvement of building quality, building materials production enterprises are guided to actively carry out green building materials product certification, and strive to increase the number of green building materials certified enterprises more than 1,500 and green building materials certified products more than 3,000 by the end of 2024.

The "plan" pointed out that it is necessary to use the first (set) and the first batch of application insurance compensation mechanisms and industrial investment funds and other channels to increase support for technological transformation, research and development of inorganic non-metallic new materials and application demonstration. We will strengthen cooperation between industry and finance and encourage financial institutions to provide comprehensive financial services for the transformation of green and low-carbon technologies and the promotion and application of new products. Give full play to the positive guiding role of public opinion guidance, create a good atmosphere through multiple channels and ways, and increase the publicity of major policies in the building materials industry and the experience and practice of stable growth in the industry, and important activities such as green building materials going to the countryside. Strengthen the publicity and report on economic operation and green development, and build a good ecology to jointly promote the realization of stable growth goals and high-quality development of the building materials industry.

It is understood that in accordance with the basic principles of "combining the transformation of traditional industries with the cultivation of emerging industries, combining the improvement of supply level with the development of market demand, and combining the optimization of ecological cultivation with the coordinated promotion of industry", the "Plan" promotes investment, optimal supply, expanded consumption, and accelerates the high-end, intelligent, green and integrated development of the building materials industry. Improve the resilience and green development level of the industrial chain and supply chain, put forward the industry to maintain steady growth, 2023 and 2024, and strive to increase the industrial added value of about 3.5%, 4% and other specific development goals, from expanding effective investment to promote industry transformation and upgrading; Improve effective supply and stimulate new growth drivers of the industry; Promote green building materials and cultivate green consumption concept; Deepen international cooperation and achieve a high level of mutual benefit and win-win situation, 10 targeted measures are listed in four aspects to guide the solid progress of steady growth of the building materials industry in an all-round way.
