On September 19, the Management Committee of the Beijing Economic and Technological Development Zone issued an announcement on the public solicitation of opinions on the "Beijing Economic and Technological Development Zone 2023 Green Development Financial Support Policy (Draft for comment)".

Chapter I General provisions


In order to practice the concept of green and low-carbon circular development, further promote the construction of ecological civilization, promote the pollution reduction and energy saving and carbon reduction of Beijing Economic and Technological Development Zone (hereinafter referred to as the "Economic Development Zone"), continue to promote the construction of "waste free city", develop green buildings, accelerate the promotion of carbon peak carbon neutral work, and build a livable and suitable business green new city, the policy is formulated in combination with the annual key work.


All reporting subjects shall register, pay taxes and enter the system in accordance with the law within the scope of application stipulated by the policy, and have no record of major administrative penalties, criminal records, major production safety accidents and environmental emergencies in the past three years, and are not included in the list of serious illegal and dishonest subjects. This policy is an after-the-fact incentive. The progress of the declared project must in principle have been implemented and completed, and the actual payment amount including tax shall reach more than 90% (inclusive) of the total investment of the tax-included project.


The second chapter supports the content


This policy takes ecological environmental protection and energy saving and carbon reduction as the main objectives, takes practical results as the orientation, gives full play to the guiding role of financial funds, ensures the efficiency of the use of financial funds, and focuses on supporting three categories of projects: pollution prevention and control, energy saving and carbon reduction, and green building.


1. Pollution prevention and control


(1) Air pollution prevention and control environmental protection technology transformation projects


Encourage enterprises to carry out volatile organic compounds treatment, nitrogen oxide treatment, sulfur dioxide and smoke dust treatment, toxic waste gas treatment, odor and odor treatment, and other atmospheric pollutants treatment through the implementation of source reduction, process control, end treatment and other means, in principle, the above projects in accordance with the actual payment of the renovation project (excluding tax) 30% of the reward.


(2) Water pollution prevention and control and environmental protection technology transformation projects


Enterprises are encouraged to implement projects such as in-depth treatment of industrial sewage, recycling of sewage, and temporary sewage treatment facilities.


(1) Deep treatment of industrial sewage, encourage enterprises involved in industrial sewage discharge to improve the level of wastewater pollution prevention and control by improving the wastewater treatment process, and further reduce the discharge of water pollutants.


2. Sewage recycling, encourage enterprise sewage resource utilization and recycling.


(3) Temporary sewage treatment facilities refer to the temporary construction of sewage treatment facilities projects determined by the management Committee of the economic development zone to solve key environmental problems in the economic development zone.


In principle, 30% of the actual payment amount (excluding tax) of the above projects will be rewarded.


(3) Deep treatment of gas boiler projects


Enterprises and public institutions are encouraged to carry out in-depth treatment of gas boilers and implement ultra-low nitrogen transformation. For the gas boiler built before March 31, 2017, support through the overall replacement of the boiler, effectively reduce the nitrogen oxide emission concentration, after the transformation of nitrogen oxide concentration stable within 30mg/m3, the specific indicators need to meet the relevant provisions of the "Beijing Gas Boiler low nitrogen transformation acceptance Requirements". In principle, the above projects are rewarded according to the proportion of the actual payment amount (excluding tax), of which the reward proportion of general enterprises and public institutions is 50%, the reward proportion of the difference budget allocation unit is 50%, and the reward proportion of the full budget allocation unit is 100%.


(4) Environmental protection online monitoring projects


Encourage enterprises to install online monitoring of sewage or waste gas pollutants (excluding online monitoring of catering waste gas), pass the acceptance, and network with the monitoring platform of the environmental protection administrative department (except for the installation of online monitoring equipment during the key pollutant discharge units), in principle, the above projects in accordance with the actual payment amount (excluding tax) of 30% of the reward.


(5) The overall renewal of efficient treatment facilities for catering waste gas


To encourage the overall replacement of complex efficient fume purification facilities implemented by catering service units or individual industrial and commercial households built before 2019, in principle, according to the exhaust air volume identified by the exhaust fan and fume purification equipment nameplate, take the minimum value between the two, and reward 2 yuan for every 1m3/h air volume.


(6) Sewage enterprises transformation and upgrading projects


Encourage key VOCs emission enterprises (annual VOCs emissions of not less than 0.1 tons of enterprises) to withdraw from Beijing as a whole or shut down the pollution link and withdraw from Beijing, in line with the industrial structure adjustment and transformation and upgrading policy of the economic development zone, and have completed the cancellation of business licenses of enterprises or the demolition of relevant production equipment, support the implementation of funds linked to indicators such as pollutant emission reduction. According to the emission reduction of pollutants, the reward funds are determined by grade, and the reward funds range is 500,000 to 2.5 million yuan.


(7) "waste free city" construction projects


Encourage enterprises to carry out projects of source reduction, comprehensive utilization or safe disposal of industrial solid waste, household waste, construction waste, kitchen waste, garden waste, municipal sludge, waste resources and other types of solid waste through optimized management, improved design, replacement of raw and auxiliary materials, process improvement, technological transformation or installation and upgrading of terminal treatment facilities. Priority to support projects participating in the construction of "waste free cities" in the economic development zone, in principle, 30% of the actual payment amount of the project (excluding tax) will be awarded.


(8) Upgrading the performance evaluation level of heavy air pollution emergency emission reduction


Through the emergency emission reduction performance evaluation of heavy air pollution organized by the industry competent authorities, the evaluation level will be upgraded from D to C in 2022 compared with 2021 or 2023 compared with 2022, and the C level will be upgraded to B level (including local B level). The incentive for upgrading from level B to Level A (including local level A) is 300,000 yuan, and the cross-level promotion enterprise will, according to the above incentive amount, reward the unit with the performance rating of Level A (including local level A) for three consecutive years from 2020 to 2023, a one-time reward of 200,000 yuan, and this type of project is a no-application and enjoy project.


(9) Advanced low-carbon technology pilot projects


We will encourage the priority application of key low-carbon technologies in key areas, and encourage the integrated application of multiple advanced low-carbon technologies. For the advanced low-carbon technology pilot outstanding projects announced by the Beijing Municipal Bureau of Ecological Environment, a one-time reward of 500,000 yuan will be given, which is a no-application and enjoy project.


(10) Low-carbon leader pilot project


Encourage low-carbon leaders to serve as industry benchmarks, provide replicable and referential models and experiences for low-carbon development in the industry, and drive low-carbon transformation in key industries and key areas. The low carbon leader pilot project announced by the Beijing Municipal Bureau of Ecological Environment will be awarded a one-time reward of 500,000 yuan, which is a no-application and enjoy project.


(11) Water efficiency leader project


Encourage key water enterprises to improve water-saving efficiency, to obtain the national Ministry of Industry and Information Technology, the Ministry of Water Resources, the National Development and Reform Commission and the General Administration of Market regulation jointly selected "water efficiency leaders", and by the national Ministry of Industry and Information Technology publicity, to give a one-time reward of 500,000 yuan, such projects are free to enjoy the project.


(12) Other demonstration projects in the field of ecological environment


Encourage enterprises to carry out noise control, soil remediation, greenhouse gas emission reduction, replacement of toxic and harmful raw materials (products), new pollutants treatment and other projects conducive to reducing regional pollution, improving environmental quality, and playing a leading role in ecological environment construction, in principle, according to the actual payment of the project (excluding tax) 30% of the reward.


(13) The enterprise's own fuel gas commercial vehicles are replaced by new energy commercial vehicles such as electric or hydrogen energy


From November 1, 2021 to December 31, 2023, existing enterprises in the development zone will be given financial incentives for replacing their existing commercial vehicles such as Beijing-registered fuel gas trucks, large and medium-sized buses and special operation vehicles out of Beijing or scrapped, and replacing them with new energy trucks, large and medium-sized buses and special operation vehicles such as pure electric vehicles or hydrogen energy. Enterprises that replace new energy vehicles shall determine the scale of incentive vehicles according to the number of fuel and gas vehicles eliminated or transferred out and the number of new energy vehicles replaced. The specific award criteria for each vehicle are as follows:


(1) Oil and gas trucks replaced by new energy trucks, in accordance with the new energy vehicle terminal price of 30% of the reward, each vehicle maximum of 180,000 yuan.


(2) Fuel gas medium and large buses replaced by new energy medium and large buses, in accordance with the new energy vehicle terminal price of 30% of the reward, of which the replacement for electric vehicles is not more than 300,000 yuan, the replacement for hydrogen energy vehicles is not more than 350,000 yuan.


(3) If the fuel and gas special operation vehicle is replaced by the new energy special operation vehicle, the reward will be given according to 50% of the terminal price of the new energy vehicle, the maximum replacement for the electric vehicle is not more than 900,000 yuan, and the maximum replacement for the hydrogen energy vehicle is not more than 1.3 million yuan.


(14) Enterprise leasing of large and medium-sized fuel gas buses replaced by new energy buses such as electric or hydrogen energy projects


From November 1, 2021 to December 31, 2023, the existing enterprises in the development zone will change the existing long-term lease (one year and more) of Beijing fuel and gas large and medium-sized buses to lease new energy vehicles such as pure electric or hydrogen energy, and promise to no longer lease fuel and gas large and medium-sized buses to give financial incentives. The scale of incentive vehicles is determined according to the number of new energy vehicles replaced and rented, and the specific incentive standard for each vehicle is a one-time reward of 60,000 yuan.


(15) Green manufacturing system title projects


Encourage enterprises to actively improve the level of green development, and award projects that have won the national green manufacturing system titles such as "green factory", "green Design products" and "green supply chain Management Demonstration enterprises" selected by the Ministry of Industry and Information Technology. Among them, "green factory" and "green supply chain" will be awarded 1 million yuan by enterprises; "Green design products" take enterprise products as the unit, each product reward 200,000 yuan (the same enterprise maximum reward 1 million yuan), such projects are free to enjoy the project.


2. Energy saving and carbon reduction


(16) Energy saving and carbon reduction technical transformation projects


Enterprises in the industrial, transportation, construction and service industries are encouraged to carry out energy-saving technological transformation of existing production processes and equipment, including but not limited to compressed air system transformation, boiler (kiln) transformation, waste heat and pressure utilization, motor system energy saving, energy system optimization, large-scale public construction comprehensive energy saving, heating system energy saving and other energy-saving technological transformation. Rewards are given according to energy saving, of which 600 yuan for each ton of standard coal saved in industrial projects and 800 yuan for each ton of standard coal saved in non-industrial projects. The construction of the project should be completed, and has passed the final review and publicity of the Beijing Municipal Development and Reform Commission.


(17) Distributed photovoltaic power generation projects


Enterprises and institutions in Yizhuang New Town are encouraged to build and operate at the site where users are located, and distributed photovoltaic power generation projects with user side self-use and excess electricity online are mainly used. In principle, the project should have been completed and connected to the grid for power generation. The award criteria are:


1. Conventional projects, general industrial and commercial electricity prices, large industrial electricity prices or agricultural electricity prices, according to the grid-connected scale of 800 yuan per kilowatt reward.


2. Schools, social welfare places and other non-resident user projects that implement residential electricity prices will be rewarded with 1000 yuan per kilowatt according to the grid-connected scale.


3. High-end applications, all the projects that realize the integrated application of photovoltaic buildings (photovoltaic modules are building components) will be rewarded with 1000 yuan per kilowatt according to the grid-connected scale.


If the project is invested by a third party, the project investor and the site owner will apply separately and each will enjoy 50% of the incentive fund.


(18) Shallow ground source, waste heat, recycled water (sewage) source and other heat pump projects


1. Encourage all kinds of new, renovated and expanded buildings to give priority to the promotion of shallow ground source heat pump systems, encourage gas and oil boiler users to transform and use shallow ground source heat pump systems, encourage facility agriculture to use shallow ground source heat pump systems for heating, and encourage buildings along the reclaimed water (sewage) main pipe network to use heat pumps for heating. To provide financial support for the investment in the new and expanded heat source and primary pipe network of the heat pump system, in principle, it will be rewarded in accordance with 20% of the investment amount (excluding tax) (the scope of investment support includes: Buried pipe, reclaimed water, sewage heating device and supporting facilities, equipment room, heat pump unit and supporting facilities, primary pipe network between equipment room and user building, intelligent control and monitoring system, etc.).


2. Encourage the construction of waste heat pump systems in new gas heating projects, install waste heat pump recovery devices in existing gas thermal power plants and boiler rooms with the conditions for renovation, and give financial support to the heat source and primary pipe network investment in waste heat pump system projects, in principle, according to 20% of the investment (excluding tax). (The scope of investment support includes: Heating device, heat pump unit and supporting facilities, primary pipe network of waste heat system in heat source plant, intelligent control and monitoring system, etc.).


The project should be completed, and has been fully subsidized by the Beijing Municipal Development and Reform Commission, and has passed the final review and publicity of the Beijing Municipal Development and Reform Commission.


(19) Green electricity trading projects


Encourage enterprises to participate in Beijing green power trading, and give financial incentives to enterprises that participate in Beijing green power trading and successfully purchase green power from 2021 to 2023, with a reward of 0.01 yuan per KWH of electricity traded.


(20) Energy conservation and carbon reduction consulting projects


Encourage associations, alliances, consulting institutions and other consulting service units in Yizhuang New City to carry out technical consulting and planning services such as energy conservation and carbon reduction, clean production, energy audit, carbon verification, carbon neutral certification, etc. In 2022 or 2023, five or more municipal key energy consumption units or carbon emission units in the region shall carry out the above technical consulting and planning services. Give a reward of 100,000 yuan every year.


(XXI) Carbon neutral certification project


Encourage enterprises and parks to implement carbon peak and carbon neutral actions, through the implementation of photovoltaic, wind power, ground source heat pump, carbon sink offset, green electricity green certificate trading and other measures to achieve net zero carbon emissions of enterprises, parks, some factories or workshops.


1. A one-time reward of 500,000 yuan will be given to industrial enterprises that obtain carbon neutral certification for the first time, of which the actual power generation of self-built new energy facilities should not be less than 10% of the power purchased from the grid.


(2) For the first time to obtain carbon neutral certification of the quota above non-industrial enterprises to give a one-time reward of 500,000 yuan, of which the actual generation of new energy facilities should not be less than 10% of the power purchased by the grid, and carbon neutral annual power consumption of more than 4 million degrees.


3. A one-time reward of 500,000 yuan will be given to urban renewal parks that obtain carbon neutral certification for the first time, and the actual power generation of self-built new energy facilities should not be less than 5% of the power purchased from the grid.


4. A one-time reward of 500,000 yuan will be given to key carbon emission units that have obtained the carbon neutral certification of some plants or workshops for the first time, of which the actual power generation of the self-built new energy facilities of the plants or workshops should not be less than 10% of the electricity purchased by the grid, and the annual power consumption of the plants or workshops in carbon neutrality should be more than 4 million KWH.


5. For the carbon neutral certification project that has been supported by the green development fund of the economic zone and continues to obtain the carbon neutral certification according to the above policy requirements, a reward of 100,000 yuan will be given.


All reporting units shall be subject to carbon verification by qualified carbon emission verification enterprises (with ISO14064-1 organization greenhouse gas declaration verification qualification officially certified by China National Accreditation Service for Conformity Assessment (CNAS)).


(22) Key energy-using units energy-saving index assessment of outstanding unit projects


The key energy use units of Yizhuang New City in 2021 and 2022 are rated as excellent in the assessment of energy conservation and consumption reduction indicators (this assessment is organized by the District Economic Development Bureau), and a one-time reward of 200,000 yuan will be given to such projects.


3. Green buildings


(XXIII) Green building projects


In order to effectively promote the green and low-carbon transformation of the construction field in the economic development zone, district-level matching awards will be given to projects that have won municipal awards, and district-level awards will be given to innovative demonstration projects in green buildings and building energy efficiency.


1. In accordance with the Notice on Issuing the Interim Measures for the Management of Municipal Incentive Funds for Prefabricated Buildings, Green Buildings and Green Ecological Demonstration Zone Projects in Beijing (Beijing Construction Law (2020) No. 4), green building two-star and three-star projects that have won municipal awards for green buildings in Beijing, According to the implementation of the construction area of 50 yuan/square meter, 80 yuan/square meter district level supporting incentives, the reward amount of a single project does not exceed 5 million yuan, such projects are free to enjoy the project.


2. In accordance with the Implementation Rules for the Management of Demonstration Project of Beijing Green Building Development Incentive Fund (Trial) (No. 191 of Beijing Construction and Development (2023)), projects that have won municipal green building awards in Beijing will be given district-level matching awards of not more than 60 yuan/square meter in accordance with the ratio of municipal incentive funds received 1:1, and the reward amount of a single project will not exceed 5 million yuan. This type of project is free to enjoy.


(24) Energy-saving and green renovation projects of public buildings


For public buildings with a single building area of 3,000 square meters and above, general public buildings with an energy saving rate of not less than 15% after energy saving renovation, or large public buildings with an energy saving rate of not less than 20%, projects that have won municipal awards for energy saving and green renovation of public buildings in Beijing (of which projects within 165 square kilometers shall be reviewed by the development district and reported to the Municipal Commission of Housing and Construction), According to the proportion of municipal-level reward funds obtained 1:0.5, district-level matching rewards of no more than 10 yuan/square meter will be given. For general public buildings whose actual energy saving rate is greater than 10% and less than 15% or large public buildings whose actual energy saving rate is greater than 15% and less than 20%, incentive funds can be applied according to the above criteria according to the converted area. The area conversion algorithm is as follows:


Converted area = base period building area × (actual energy saving rate/target energy saving rate)


The incentive funds shall be allocated in one time after the project passes the comprehensive acceptance review and is included in the Beijing public building energy conservation green renovation project management system database, and the total amount of district-level supporting incentives for a single project and the Beijing Municipal incentive funds shall not exceed 50% of the total investment in the renovation.


(25) Demonstration projects such as ultra-low energy consumption buildings and near-zero energy consumption buildings


In order to play a leading role in promoting the large-scale development of ultra-low energy consumption buildings and near-zero energy consumption buildings in Yizhuang New City through demonstration projects, district-level supporting awards of no more than 100 yuan/square meter will be given to projects that have won municipal awards of ultra-low energy consumption buildings in Beijing according to the ratio of municipal incentive funds of 1:0.5, and the award amount for a single project will not exceed 5 million yuan. This type of project is free to enjoy.


(26) Green building, building energy efficiency and other innovative demonstration projects


For other demonstration projects with outstanding achievements or innovative achievements in the application of green building technology, obvious economic and environmental benefits and demonstration driving effect, and can be applied in Yizhuang New City, expert review can be carried out according to the actual situation in the way of "one case, one discussion", comprehensive consideration of the project's green energy-saving benefits, incremental investment, etc. The reward shall be 20% of the actual payment amount of the project (excluding tax), and the reward amount of a single project shall not exceed 5 million yuan. If you win the national or Beijing science and technology and innovation awards, a single project will be rewarded with 500,000 yuan.


(27) Green site projects


For the completed construction sites that have won the title of "Beijing Green Safety Site" or "Beijing Green Safety Model Site" selected by the construction administrative authorities in 2021 and 2022, have not been penalized by the relevant administrative authorities due to environmental problems, and have not been notified in writing by the relevant administrative departments at or above the municipal level due to environmental problems, Can get 100,000 yuan, 200,000 yuan reward, such projects are free to enjoy the project.


Chapter III Supplementary Provisions


Scope of application


The support projects (1) to (14) in the support content of this policy are applicable to the economic development area of 60 square kilometers, and the remaining qualified support projects (15) to (27) are applicable to the 225 square kilometers of Yizhuang New City.


The declaration subject of supporting projects (1) to (14) shall register, pay taxes and enter the system within 60 square kilometers of the economic development zone, and the declaration subject of remaining supporting projects (15) to (27) shall register, pay taxes and enter the system within 225 square kilometers of Yizhuang New City.


2. Sources of funds


The economic development zone Management Committee has set up a special fund for green development to support ecological and environmental protection and energy conservation and carbon reduction work in the economic development zone. The source of funds shall be the financial appropriation of the economic development zone and shall be included in the budget management of the economic development zone. The regional ecological and environmental cooperation Fund will be set up in the special fund for green Development to support pilot projects of cross-regional cooperation between Miyun and Pinggu districts and economic development zones, which will be implemented in the form of transfer payment of government financial funds.


3. Division of responsibilities


(1) The Leading Group for the management of green development Funds in the Economic Development Zone shall make overall management of green development funds, determine the direction of the use of funds, and coordinate to solve major problems in the management and use of funds. The member units include the Economic Development Bureau, Business Cooperation Bureau, Science and Technology Innovation Bureau, Financial Audit Bureau, Development and Construction Bureau, Urban Operation Bureau, Administrative examination and Approval Bureau, and government Affairs Service Center of the Economic Development Zone. The office of the Leading Group for the Management of Green Development Funds is composed of the Urban Operation Bureau of the Economic Development Zone, the Economic Development Bureau and the Development and Construction Bureau (hereinafter referred to as the "Leading Group").


(2) The green development funds shall be organized and coordinated by the Urban Operation Bureau and implemented by the competent departments in various fields. The Urban Operation Bureau is responsible for the policy formulation, project review and policy implementation of pollution prevention and control support directions, as well as the organization and implementation of regional ecological and environmental cooperation funds; The Economic Development Bureau is responsible for policy formulation, project review and policy implementation of energy conservation and carbon reduction support directions; The Development and Construction Bureau is responsible for policy formulation, project review and policy implementation of green building support directions; The competent department may entrust a third-party professional institution to conduct project review. In the preparation of the next annual budget, all departments can put forward funding needs according to the project collection or project review, and uniformly include them in the green development fund budget.


(3) The Office of the Audit Committee of the Working Committee is responsible for auditing and supervision of policy funds according to law; The Financial Audit Bureau of the Economic development Zone is responsible for the overall budget management and allocation management of green development funds, and evaluates the performance of policies; The Administrative examination and approval Bureau of the development District is responsible for assisting in the investigation of the "three simultaneous" projects of environmental protection.


4. Other supporting conditions


(I) In principle, the completion time of the project is from November 1, 2021 to December 31, 2023.


(2) If the same unit and the same project meet the multiple support directions stipulated in this policy and other special support policies of the economic development zone, apply for support in accordance with the principle of "high priority" and "no duplication".


(3) The following projects are not included in the scope of support for green development funds:


1. Related projects in the direction of pollution prevention and control support belong to the "three simultaneous" projects of environmental protection of construction projects.


2. Data center projects that have not received energy efficiency reviews.


3. Use government financial funds to invest in construction projects.


(4) The specific declaration conditions shall be subject to the requirements in the declaration guide of each supporting direction.


V. Other instructions

(2) The total amount of support funds received by enterprises is not linked to the regional economic contribution of the previous year.


(3) This policy shall be interpreted by the Management Committee of the Economic Development Zone. This policy shall be effective for one year from the date of issuance
