1. Formulate a new round of work objectives


1. Continue to carry out the second round of pilot creation. In order to further enhance the development level of green ecological urban areas and continue to play the leading role of pilot demonstration, this revision requires the administrative committees of various districts and specific regions to continue to do a good job of model road work, good selection, and continue to carry out the second round of (star) green ecological urban pilot creation at the end of the "14th Five-Year Plan".


2. Put forward requirements for the development of key regions. Under the new development situation, in order to better exert the spillover effect of green ecological urban demonstration, the revision is based on the creation of at least one pilot urban area in each district. China (Shanghai) Pilot Free Trade Zone Lingang New Area, Yangtze River Delta Eco-green integrated development demonstration Zone, Hongqiao International Central Business District, Chongming world-class ecological Island, "Five New cities" and other key areas are required to fully implement the green ecological urban standards, prepare green ecological professional planning, and coordinate the green ecological linkage and coordinated development of key areas in a larger scope and scale.


3. Promote the acceptance of pilot urban areas. Part of the first round of pilot urban construction has begun to take shape, such as Xuhui Binjiang, Qiantan, etc., the next stage is to promote the acceptance of the completed pilot urban area, to the end of the "fifteenth Five-Year Plan", and strive to form a number of demonstrable urban areas that can be promoted and replicated.

1. Strengthen the connection between green ecological planning and statutory planning system. On the one hand, the revision redefined the original urban area, the new urban area from the original no less than 1 square kilometers to the corresponding unit control detailed planning land range; On the other hand, suggestions are put forward for the connection between the green ecological planning scheme and the control detailed planning, requiring simultaneous preparation of the green ecological planning scheme in the urban design stage, and integrating the core concepts and requirements of the green ecological planning scheme into the control detailed planning for the newly built urban areas that are about to prepare or revise the control detailed planning.


2. Implement green and low-carbon content in combination with urban renewal (regional renewal). In order to better respond to the current urban renewal requirements of the city, this revision is connected with the "Regulations on Urban Renewal of Shanghai", requiring that the land scope of urban renewal and regional renewal be consistent, and the land scale should not be less than 0.3 square kilometers; For the projects carrying out regional renewal, the green ecological planning scheme should be prepared simultaneously when preparing the regional renewal scheme, and it should be included in the regional renewal scheme, aiming at systematically implementing the green and low-carbon related content in the urban renewal work.


3. The main contents will align with the new development concept


1. Implement the requirements of the "double carbon" strategy and increase carbon emission control measures in the whole process. In order to achieve the carbon reduction requirements in the field of urban and rural construction, the revision puts forward carbon control management requirements for the planning, design, construction and operation management stages of green ecological urban areas. In the planning and design stage, the carbon emission intensity control target should be clearly defined, and the emission reduction target and implementation plan should be formulated in stages. In the construction phase, renewable energy substitution rate, ultra-low energy consumption/near zero energy consumption/zero carbon building, light storage direct and flexible control indicators are added; In the operation management stage, it is necessary to take the lead in carrying out carbon metering and carbon verification work in pilot demonstration urban areas, and real-time tracking and monitoring of carbon emissions in all aspects of urban systems, in order to evaluate the actual carbon reduction effect with quantified carbon emission data, in order to ensure that green ecological urban areas continue to save energy and reduce carbon.


2. Improve the digital management level of green ecological urban areas. In the context of the city's comprehensive promotion of urban digital transformation, the revision proposes that green ecological urban areas should strengthen the application of digital technology, encourage pilot demonstration urban areas to adopt urban information model (CIM) technology to assist urban management, and strengthen the integration with the construction and function of smart systems, with the purpose of empowering urban governance with digital means and technology. We will improve the level of green and low-carbon operation and management in urban areas.


4. Improving management requirements for the whole process


1. Increase phased assessment and strengthen process management. The first batch of green ecological urban pilot has been created for nearly 4 years, and a rolling evaluation system of "one year self-inspection, three years evaluation" has been established for pilot urban areas, and the implementation of green ecological professional planning in pilot urban areas has been continuously tracked and guided.


2, the voluntary declaration of the original demonstration city is adjusted to the final acceptance, forming a closed-loop management.
