A few days ago, the Shenzhen Municipal People's Government issued the "Shenzhen Carbon Peak Implementation Plan" (hereinafter referred to as the "Implementation Plan"), focusing on the key areas and key links of carbon emissions, and proposed the implementation of the "carbon peak ten actions". Among them, the key task of "green low-carbon action for Urban and rural construction" points out that new green buildings should be vigorously promoted.


In terms of implementation goals, by 2025, Shenzhen will include no less than 100 smart construction pilot projects; The prefabricated building area shall account for not less than 60% of the new building area. By 2030, 60% of new buildings with two stars or above will be green. In addition, the Implementation Plan mentions that it actively promotes the transformation of urban villages and residential buildings according to local conditions, and synchronously implements energy-saving and green transformation in the reconstruction projects of old residential areas and the creation of "three Yi blocks".


"China Business News" reporter noted that Shenzhen's "2023 Government Work Report" mentioned that this year plans to add 16 million square meters of green building area and 15 million square meters of prefabricated building area. It was learned that in the first quarter of 2023 and the second quarter of 2023, the number of newly completed green building projects in Shenzhen was 63 and 58, respectively, with an area of 8,033,900 square meters and 6,007,000 square meters, respectively.


Earlier, the Shenzhen Municipal Housing and Construction Bureau revealed that the total scale of green buildings in Shenzhen has exceeded 160 million square meters, and the total number of green building identification projects has exceeded 1,500, "Shenzhen has become one of the cities with the largest scale and highest density of green building construction in the country."


Expand the scope of prefabricated buildings


"Building a house is like building blocks." This is the popular understanding of prefabricated architecture, referring to the construction of prefabricated building components assembled into a building.


As the first batch of prefabricated buildings in China and the first demonstration city in Guangdong Province, one of the solutions to the problem of "mega-city carbon peak path" in Shenzhen also includes prefabricated buildings.


The "implementation plan" shows that the measures of "vigorously promoting new green buildings" are mentioned, expanding the scope of implementation of prefabricated buildings, promoting the common development of prefabricated concrete structure buildings and prefabricated steel structure buildings, promoting integrated modular building applications, and accelerating the prefabricated decoration. By 2025, Shenzhen will add no less than 50 million square meters of prefabricated building area, and the prefabricated building area will account for no less than 60% of the new building area.


In recent years, Shenzhen has accelerated the high-quality development of new buildings such as prefabricated buildings. The relevant person in charge of the Shenzhen Municipal Housing and Construction Bureau introduced that "prefabricated buildings, as a new construction method, have obvious advantages in construction waste emissions, material saving and exhaust emissions."


According to the Shenzhen Municipal Housing and Construction Bureau, as of the third quarter of 2022, the total scale of prefabricated building construction in Shenzhen reached 66.96 million square meters, and the newly started prefabricated buildings accounted for 47% of the new construction area. At present, it has initially formed a prefabricated building development road with Shenzhen characteristics, which is "guided by the government, led by the market, assisted by the association and benefited by enterprises", and continues to export replicable and promotable "Shenzhen experience" to the Guangdong-Hong Kong-Macao Greater Bay Area and even the whole country.


Just in September this year, the Shenzhen Municipal Housing and Construction Bureau issued the "Shenzhen prefabricated Building Project Construction Management Measures" (hereinafter referred to as the "Measures") to strengthen the construction management of prefabricated building projects, promote the large-scale development of prefabricated buildings, deeply integrate information, digital and intelligent technology, and strive to build the "Shenzhen Construction" brand. The Measures will come into force on December 1, 2023 and will be valid for five years.


In fact, the green building promotion measures such as prefabricated buildings that appear in the Implementation Plan after the Measures have far-reaching significance.


At present, China has built a "1+N" policy system for carbon peaking carbon neutrality, and carried out a systematic planning and overall deployment of the implementation path for carbon peaking carbon neutrality. At present, China actively yet prudently promotes the work of "double carbon".


The Shenzhen Municipal People's Government said in the interpretation document of the Implementation Plan that the Implementation Plan, as the "1" in the "1+N" policy system, strengthens the concept of the system, focuses on the goal of carbon peak before 2030, fully connects and implements the implementation opinions and implementation plans of Guangdong Province on the basis of Shenzhen's actual development, and clarifies the overall requirements of Shenzhen's carbon peak work. Put forward the direction, main goals and key tasks of green and low-carbon development in various fields, and systematically plan to build a smart and refined mega-city carbon peak path with Shenzhen characteristics.


The "Implementation Plan" focuses on the "14th Five-Year Plan" and "15th Five-Year Plan" two key periods for carbon peak, and puts forward the goal of taking the lead in establishing and implementing dual control degrees of carbon emissions and controlling carbon dioxide emissions per unit of regional gross domestic product. "Ten Actions to achieve carbon peak" from energy, industry, transportation, urban and rural construction, science and technology and other key areas of carbon emissions and key links to help Shenzhen achieve the goal of carbon peak.


Among them, the "green low-carbon action for urban and rural construction" includes planning to lead low-carbon development, vigorously promoting new green buildings, implementing energy-saving and low-carbon transformation of buildings, continuously optimizing the energy use structure of buildings, and practicing the concept of green and low-carbon urban management.


Among the above measures, vigorously promoting new green buildings is the most inking, proposing that new buildings fully and strictly implement green building standards, studying and formulating local green building indicators in Shenzhen, and strengthening the promotion and application of ultra-low energy consumption building technology system. In terms of goals, by 2030, green buildings above two stars will account for 60% of new buildings, green building materials will be fully applied in new buildings, and no less than 10 million square meters of ultra-low energy consumption, near-zero energy consumption and zero-carbon buildings will be implemented. The average energy saving rate of new residential buildings is 75%, and the average energy saving rate of new public buildings is 78%.


We will accelerate the development of smart construction pilot cities


This time, together with "expanding the scope of implementation of prefabricated buildings", it is written into the measures of "vigorously promoting new green buildings", and "accelerating the construction of smart construction pilot cities".


The "Implementation plan" pointed out that the policy standard system of building information technology should be improved, the application of building information model (BIM) and urban information model (CIM) should be promoted, and the construction of intelligent construction pilot cities should be accelerated. By 2025, no less than 100 projects will be included in the smart construction pilot, and smart construction industrial parks will be built.


In fact, as early as October 2022, the Ministry of Housing and Urban-Rural Development decided to list 24 cities such as Shenzhen as the first batch of smart construction pilot cities in the country for a period of three years. According to the relevant requirements, pilot cities should strictly implement the pilot work plan, establish and improve the overall coordination mechanism, increase policy support, and orderly promote the pilot tasks to ensure that the pilot work achieves results; Form a replicable and scalable policy system, development path and supervision model, and play a leading role in comprehensively promoting the transformation and upgrading of the construction industry and promoting high-quality development.


In this regard, Peng Jian, director of the Industrial development and urban planning Center of the China (Shenzhen) Comprehensive Development Research Institute, said in a TV interview that the "intelligent construction" pilot work is mainly toward three goals, including producing a number of technological innovation achievements that can lead the development of the industry through intelligent construction; Through the combination of new technology and new business forms, new industrial clusters are generated; Cultivate a number of exemplary backbone construction enterprises, such as new enterprises applying new technologies and new forms of business, to enhance the international competitiveness of the development of China's construction industry.


"Shenzhen's promotion of intelligent construction mainly has two development bases, one is that Shenzhen's own construction industry is very strong, and many good construction products are built in Shenzhen and promoted to the whole country; Second, Shenzhen has an industrial base for intelligent development, including the new generation of information technology, Internet, Internet of things, big data and other industries, and there are many corresponding leading enterprises in these industries. The integration of leading enterprises in the construction industry and enterprises with intelligent development can promote the high-speed and steady development of the entire intelligent manufacturing industry." Referring to the shortcomings that Shenzhen needs to make up in terms of intelligent construction, Peng Jian believes that it is first necessary to refine the implementation plan for the construction of intelligent construction pilot cities, followed by the introduction of special industrial support policies to support the development of intelligent construction, technological innovation, industrial cultivation and backbone enterprises. In addition, the pilot should be spread from the point to the surface, so that more high-quality intelligent construction projects can emerge in Shenzhen.


In order to complete the task of intelligent construction pilot city construction with high quality and promote the high standard and high level of pilot city construction in Shenzhen, in April this year, the General Office of the Shenzhen Municipal People's Government issued the "Shenzhen Intelligent Construction Pilot City Construction Work Plan" (hereinafter referred to as the "Work Plan").
