I. General requirements


(1) Guiding ideology.

(2) Main objectives.

2. Key tasks


(1) Accelerating the development of ultra-low energy consumption buildings


1. Compaction target responsibility. Guided by the annual task and goal of ultra-low energy consumption building construction, the counties (cities) districts effectively perform their duties, plan the annual work arrangement in accordance with the annual task and goal, and make solid progress to complete the 2023 ultra-low energy building construction task with quality and quantity. This goal is included in the important content of the target assessment of each county (city) district, and the county (city) district that has zero construction will be assessed.


2. Expand the scale of construction. 2. Improving the level of green buildings


1. Increase the proportion of green construction. We continued to carry out green building initiatives, and green buildings accounted for more than 80% of newly developed buildings in commercial real estate development projects in counties (cities).


2. Strengthen closure supervision. The green building work should be implemented in a closed management mode starting from the design source, and the green design should be fully implemented in new buildings in cities and towns. The housing and construction bureau of each county (city) district arranges special personnel to take charge of green building work, track the pre-project operation process, timely remind construction units to implement green buildings in accordance with regulations, and regularly submit green building reports to ensure that green buildings are constructed and supervised in accordance with design.


(3) Promoting building energy efficiency


1. Promote energy efficiency in new buildings. Strengthen the whole process management of the implementation of mandatory energy conservation standards for new buildings, implement the General Code for Building Energy Conservation and Renewable Energy Utilization, and ensure that the city's energy-saving design and construction pass rate of new buildings reach 100%.


2. Promote energy-saving renovation of existing buildings. 4. Vigorously develop prefabricated buildings


1. Strengthen policy guidance and promote replicable practices. Comprehensively implemented the Notice on Accelerating the Development of Prefabricated Buildings and the Notice on Accelerating the Development of prefabricated Buildings from 14 departments including the Department of Housing and Urban-Rural Development of Heilongjiang Province, and the proportion of new prefabricated buildings in the city reached more than 20%. 2. Promote the project landing to achieve standardized design and production. Strengthen coordination with development and reform, natural resources and other departments, strengthen information linkage, for government investment projects or other projects requiring the construction of prefabricated buildings, strictly control the land transfer, planning approval, project approval, design review and drawing. Establish a quarterly report statistical system, timely grasp the progress of the project, irregular supervision and random inspection, supervision and accountability of unqualified enterprises, urge the construction unit to produce in accordance with the standardization of prefabricated components, and improve the standardization level of prefabricated components.


3. Strengthen base construction and help the coordinated development of the whole industrial chain. Highlight the development requirements of new building industrialization and intelligent construction, focus on prefabricated construction technology and BIM application, integrate the application of green and low-carbon technologies, create technology-leading and cost-effective science and technology demonstration projects, continue to cultivate prefabricated building industrial bases, and timely carry out the evaluation of prefabricated building industrial bases.


5. Actively promoting scientific and technological innovation


Focusing on the key work in the construction field, we will increase the promotion of project scientific research and technological research for the high-quality development of the industry, and encourage and guide construction enterprises and scientific research institutions to apply for provincial key research and development plans, provincial science and technology awards, and provincial urban and rural construction science and technology awards. We will strengthen guidance and services for scientific and technological innovation, actively organize the evaluation and promotion of scientific and technological achievements, strengthen demonstration and guidance, promote the implementation of green buildings, prefabricated buildings, ultra-low energy buildings and other projects, summarize and refine appropriate technologies for promoting green and high-quality development, and form a technological system that can be replicated and promoted.


3. Reward and incentive mechanism


According to the "Notice on Several Policy Measures to Accelerate the Development of prefabricated buildings" (Qijian Lianfa [2021] 18) document requirements for implementation, specifically:


(1) Floor area ratio incentive. Implement differential calculation of floor area ratio. When the land is transferred, prefabricated buildings are explicitly adopted or not explicitly adopted, but the development and construction unit applies for the implementation of prefabricated buildings in the real estate development project, the construction area permitted by the engineering planning permit is the decorative part of the building exterior wall, which meets the fire, safety and other planning requirements and does not exceed 3% of the planned total construction area, and the land transfer fee is not adjusted. The construction cost of the prefabricated construction project is calculated, and the part of the prefabricated exterior wall panel is not included in the construction area.


(2) Pre-sale conditions of commercial housing. For commercial housing projects that meet the prefabricated building standards, when handling the "Pre-sale License for commercial housing", the prefabricated prefabricated component investment of the pre-sale project is allowed to be included in the total investment amount of the project construction and included in the project progress. Prefabricated commercial housing project investment in the development and construction funds to reach the total investment of more than 25% of the project construction or construction progress to positive or negative zero, and has determined the construction progress and completion delivery date (including environment and supporting facilities construction), when applying for the "commercial housing pre-sale license", the presale image progress can be reduced to 70% of the prescribed standards. However, prefabricated commercial housing buildings must be the first to start and the first to be built.


(3) Financial rewards. For enterprises that have obtained prefabricated building parts and components production bases above the provincial level, a one-time reward of 500,000 yuan will be given.


(4) Innovative implementation of provincial support policies. According to the provincial "Notice on Accelerating the Development of prefabricated buildings Several policy Measures" (Black construction Code (2021) No. 6), bidding simplification, deposit halving, contracting grade support, tax preferential support, environmental protection policy support, science and technology promotion support, road transportation support, financial support priority, credit evaluation bonus points, award evaluation and recommendation, etc. In light of the actual development of various counties (cities) and districts, we will implement and promote them.


4. Methods and steps


(1) Rapid deployment and formulation of plans. The competent departments of housing urban and rural construction in each county (city) district shall promptly deploy, formulate local specific implementation plans in accordance with this implementation plan, quantify annual targets and tasks such as green buildings, prefabricated buildings, energy saving renovation of existing buildings, and application of renewable energy buildings, refine supporting policies and measures, establish task ledgers, and clarify the responsible departments, responsible persons and completion time limits for each task. Launch green building actions in all (city) county districts.


(2) Organize implementation and give timely feedback. Local implementation plans and working accounts should be carried out step by step according to time. The Municipal Bureau will regularly supervise the implementation of green building tasks in each county (city) district, inspect the construction of green building projects in the region from time to time, and submit green building completion data reports to the Municipal Bureau at the end of each quarter. The Municipal Bureau will carry out spot checks in a timely manner, promote advanced experience and practices around the city, and inform the county (city) district of the completion of green building targets and tasks.


(3) Summarize experience and evaluate performance. The county (city) district housing urban and rural construction departments should summarize and promote the experience of the region in a timely manner, find out the problems and shortcomings, carry out performance evaluation, according to the implementation of the action, research and improve the relevant laws and regulations, policies and measures, consolidate the results, improve the long-term mechanism, form replicable and extendable experience and practices, and promote the sustainable and healthy development of local green buildings.


V. Safeguard measures


1. Strengthen organizational leadership. The county (city) district housing and urban-rural development bureau should attach great importance to the development of green buildings, actively communicate, closely cooperate, improve the work coordination mechanism, formulate policies and measures, strengthen communication and coordination with the development and reform, finance and other departments, form a joint force, and jointly promote the large-scale development of green buildings.


2. Increasing policy support. The Municipal Housing and Construction Bureau will give priority to the relevant enterprises that have obtained the green building identification project and continue to carry out green building business in terms of credit evaluation or bonus points; In the national and provincial evaluation activities and the selection of various demonstration projects, green building projects will be recommended, selected first or given appropriate points.


3. Strengthen oversight and assessment. The Municipal Housing and Construction Bureau shall strengthen the design and review management of projects that implement green building standards. The design unit shall fully implement the green building standards, and the construction drawing examination agency shall strictly implement the relevant provisions of the green building construction drawing examination points in Heilongjiang Province, and shall not issue a certificate of qualification if it fails to pass the examination of the construction drawing design document. Supervision should be strengthened during construction to ensure construction according to the drawing. The green building project shall be included in the scope of acceptance during the completion acceptance. If it is not implemented according to the requirements of green building design and green construction, it shall not pass the completion acceptance.


(4) Do a good job of publicity training.
