Green construction is an important starting point to promote green development in urban and rural construction and help achieve the goal of "double carbon". By the end of 2020, Changzhou was listed as the first batch of green construction pilot areas in the country. Highlight the top-level design, and formulate the country's first local standard for green construction

At the end of 2020, the Ministry of Housing and Urban-Rural Development launched pilot projects for green construction in Hunan Province, Shenzhen in Guangdong province and Changzhou in Jiangsu province. Changzhou is the only prefecture-level city in the province that has been selected as a pilot.

Green development requires both planning and action. After becoming a pilot, Changzhou grasped the "green opportunity" of urban development, highlighted the top-level design, studied and formulated the "Implementation Plan for Green Construction Pilot Work in Changzhou", and clarified that "building a number of high-quality green construction pilot projects, forming a green construction technology system and management system that can be replicated and promoted. The overall goal of building a national leading and provincial benchmark green construction demonstration city; It has set up a special group to promote the pilot work of green construction, established a work meeting system, a scheduling and coordination system, and an information reporting system, and formed a three-level linkage work mechanism and a work pattern of overall promotion of "city, district and key region". More than 30 special promotion meetings for the pilot work of green construction have been held to ensure the smooth development of the pilot work.

Relying on the science and technology project of the Provincial Department of Housing and Construction, Changzhou focuses on the actual needs, comprehensively sorts out the development status of the construction industry, industrial upgrading needs and internal requirements of green construction, carries out relevant research, summarizes more than 300 technical measures suitable for green construction, and establishes an evaluation system and guidance manual covering all stages of planning, design, construction and delivery. China's first local standard for green construction "Changzhou Green Construction Evaluation Standard" (DB3204/T 1053-2023) and "Changzhou Green Construction Practical Technical Measures and Guidance Manual" have been formulated for reference and use by construction, design, construction, consulting services, evaluation institutions and other units.

In addition, Changzhou has also studied and formulated and issued a series of supporting policy documents related to green construction on the utilization of construction waste resources, construction safety production standardization, project bidding, photovoltaic application in the construction field, and new energy construction machinery and vehicle application, providing strong technical support and policy guarantee for the comprehensive implementation of green construction.

Focus on practice and innovation, demonstration projects to achieve the whole process of green construction

Experience exploration, carrier first. Since the pilot, Changzhou has identified 20 green construction pilot projects, covering different building types such as commercial complexes, scientific research office buildings, commercial residential buildings, and venue buildings, with a total floor area of 1.8 million square meters. A number of high-quality green construction demonstration projects have emerged.

In the new North District high-speed rail new Town, the Xingyao City project with a total construction area of 550,000 square meters is very eye-catching. The project consists of 7 high-rise towers and 1 high-rise podium building, which is an urban complex integrating office, culture, commerce, entertainment, hotel and other functions. It is also the largest demonstration project in Changzhou with the most complete green construction process.

From planning, design to construction and delivery, the project integrates the concept of green development into the whole process of construction, and applies more than ten new green construction technologies such as solar photovoltaic power generation, smart building control, whole process BIM technology, prefabricated building, coil scaffold, waste reduction and comprehensive utilization on the construction site according to local conditions.

Lu Jinhe, deputy general manager of Chang Hi-tech Group Co., LTD., told reporters that the Xingyao City project has reduced greenhouse gas emissions by nearly 30,000 tons during the construction process, reduced electricity load by about 20,000 kVA, and saved investment costs of about 50 million yuan, "providing a good experience for creating a green construction model in Changzhou".

Green future, energy first. Under the Xinlong Ecological Wetland Park, the Green intelligent comprehensive energy Station of the high-speed Rail New City is like an "energy heart", providing centralized cooling in summer and heating in winter for more than 20,000 residents and more than 1,000 enterprises and institutions within the core area of the high-speed rail new city.

"This energy station achieves two major national firsts. Among them, the "water and heat transport" of water resources realizes the overlapping utilization of ecological cycle and energy supply, and the construction mode of "sub-mother station + cellular transmission and distribution network" realizes the goal of high regional energy supply efficiency and wide range, and greatly reduces the carbon emissions during the construction operation stage. Relying on industrial advantages, cultivate leading enterprises in green construction industry

As an "industrial star" city, Changzhou has complete industrial categories, perfect industrial system and innate industrial advantages.

"Photovoltaic technology is also a 'green' area that we are focusing on." According to the relevant staff of Changzhou Municipal Bureau of Housing and Construction, in order to help the construction of "new energy capital", Changzhou actively carries out photovoltaic building integration demonstration application, and comprehensively uses aesthetic photovoltaic tiles, color photovoltaic curtain walls, photovoltaic floor tiles, photovoltaic street lights, photovoltaic lighting roofs, photovoltaic fences and other BIPV photovoltaic technologies to improve the photovoltaic "panel rate". In terms of the promotion of green building materials, Changzhou has increased the proportion of green building materials in the green construction pilot project, gradually formed the promotion and application mode of green building materials, and promoted the development of green building materials industry; At the same time, Changzhou Municipal Bureau of Housing and Construction, in cooperation with the Municipal Bureau of Finance, successfully declared the national "Government procurement to support green building materials to promote the improvement of building quality pilot city", and explored the establishment of effective ways to promote green building materials.

Green construction is the only way for the high-quality development of the construction industry." The period of the 14th Five-Year Plan is a critical period for the green transformation and development of the construction industry.

On the basis of the first trial and achieved remarkable results, Changzhou did not stop, but started again, from the first batch of pilot to comprehensive promotion.

"In the next step, we will focus on the 'double carbon' goal and the 'people-oriented' principle, continue to improve the 'quality' and 'efficiency' of green construction work, and continue to improve the connotation and extension of green construction." The relevant person in charge of the Changzhou Housing and Construction Bureau said that at present, Changzhou has issued the "Implementation Opinions on the Comprehensive implementation of Green Construction", which has clarified the development goals of green construction in the second half of the "14th Five-Year Plan".

By the end of 2023, a systematic and comprehensive green construction working mechanism will be formed, and new construction methods such as green construction and intelligent construction will be fully implemented.

From 2024, Changzhou will implement the green construction grade evaluation of engineering construction projects, strive to fully implement the green construction standard of one star or above for new construction projects in the city, and implement higher star standards for construction projects in key development areas such as public buildings of more than 5,000 square meters invested by the government and construction projects in high-speed rail new city and "Two Lakes" innovation zone.

By the end of 2025, a green construction industrial system will be fully established, the construction industry will achieve green transformation, a number of green construction brand enterprises will be cultivated, and a green construction industry chain with high-level integrated development will be created.
