Three years to implement six million square meters of ultra-low energy buildings, Shanghai issued this action plan

A few days ago, the Shanghai Municipal Commission of Housing and Urban and Rural Construction Administration formulated and issued the Shanghai Action Plan to Promote the development of Ultra-low Energy Consumption Buildings (2023-2025).


According to the Plan, through three years of efforts, we will establish a more complete development system and technical route for promoting ultra-low energy consumption buildings in Shanghai, implement 6 million square meters of ultra-low energy consumption buildings, and achieve a significant reduction in annual energy consumption and carbon emissions per unit building area of new ultra-low energy consumption buildings.


The spatial pattern of the development of ultra-low energy consumption buildings with "center leadership, new city strength and focus" has basically taken shape, breakthroughs have been made in technology research and integrated innovation, breakthroughs have been made in the industrial chain system of the development of ultra-low energy consumption buildings, and the construction standards have reached the leading level of similar domestic buildings, striving to form high-quality buildings and demonstrations of high-quality development of buildings, and establish experience practices that can be promoted and replicated.


In addition, the plan also defines five major tasks within three years, namely:


1. Building a coordinated spatial pattern for coordinated development. Combined with the key development strategies of the main urban area, five new cities, Lingang New Area, Yangtze River Delta Integrated Demonstration Zone and Chongming Ecological Island, we practice the green and low-carbon concept with the idea of overall linkage and coordinated development, establish the spatial layout of "central leadership, new city development, and key prominence", and coordinate the development of ultra-low energy consumption buildings.


(2) Design guidance, development project planning and technical consulting services. Promote the development from functional design to quality improvement, constantly improve the overall planning of ultra-low-energy building design, deepen the design of key nodes that affect the performance of ultra-low-energy buildings, and promote engineering consulting and other services in the whole process of development and various stages.


(3) Improve quality and reduce carbon, and promote high-quality and low-carbon construction and operation. Promote the integrated development of green construction, intelligent construction and ultra-low energy consumption buildings, and reduce the level of carbon emissions in the construction stage on the basis of ensuring the construction efficiency of ultra-low energy consumption buildings. Continue to improve the low-carbon operation level of ultra-low energy buildings, and implement digital and intelligent operation and maintenance management.


(4) Putting science and technology first, promoting innovation and development of key technologies. Promote the establishment of ultra-low energy building technology system and product system suitable for hot summer and cold winter areas, and gradually establish a carbon emission calculation and evaluation system for the whole life cycle of buildings. We will carry out scientific research in key areas, promote technological research and development and product upgrading, and promote the application of achievements and innovative technologies.


(5) Cooperate with co-management to improve the whole process management capacity of ultra-low energy consumption buildings. By gradually establishing a whole process supervision system covering design, construction and completion, the supervision of ultra-low energy consumption buildings will be included in the whole process of construction project supervision, forming a sound management mechanism, and effectively improving the whole process management capacity of ultra-low energy buildings.


Shanghai is continuously promoting the development of ultra-low energy consumption buildings, and continues to explore the development and application of new low-carbon and energy-saving technologies in the field of green buildings. In the first half of 2023, the Municipal Housing and Construction Commission issued the Shanghai Green Building Development Report 2022. It is pointed out that by the end of 2022, Shanghai has implemented a total of 127 ultra-low energy building projects, with a floor area of 10.3 million square meters, ranking first in the country. Among them, the Lingang World's Top Scientists Forum Conference Center project has become the country's largest ultra-low energy consumption public building.
