We will build pilot zones for the reform of the green development system

Meng Jingwei said that in the process of building the national green development demonstration zone, the Beijing Deputy Urban Center should not only carry out high-level green and low-carbon construction of the new city, but also explore the deep green and low-carbon transformation of the old city, and constructively put forward four strategic positioning such as the pilot zone of green development system reform and the demonstration application and innovation zone of green technology.

"We insist on bold exploration and establish a whole-process control mechanism that integrates planning and management, development and construction, monitoring and evaluation, urban governance and dynamic adjustment, so as to stimulate the internal impetus of green development and ecological protection." Meng Jingwei said that the deputy center has tried to sum up a number of effective and leading demonstration policy and system experience, and be a "leading goose" and "spearhead" of green development system reform, providing reference for Beijing, other regions of the country and even the international community.

"We actively explore a new model of green and low-carbon development driven by scientific and technological innovation, and rely on the sandbox pilot construction of scientific and technological application scenarios to gather green innovation elements." Urban Green Heart Forest Park to achieve "negative carbon" status

In recent years, the city's deputy center has standardized the requirements of the national green development demonstration area, accelerated the green transformation of the development mode, and continued to polish the green development background.

Meng Jingwei introduced that the Beijing Urban Deputy Center actively promotes the construction of zero-carbon energy facilities such as photovoltaic and smart charging piles in key areas, reduces the comprehensive energy consumption and total carbon emissions in the region, and significantly increases the proportion of renewable energy utilization. In 2022, the energy consumption per 10,000 yuan of regional GDP in the region will decrease by 26% compared with 2015, and the energy utilization efficiency will be significantly improved.

"We continue to strengthen the guidance of the green financial market and vigorously cultivate green financial ecology. The sub-center has become the first batch of pilot areas for climate investment and financing and pilot cities for forestry carbon sink. The city's first green infrastructure investment fund with a scale of 10 billion and the first CCER (National Certified Voluntary emission Reduction) pledged loan have landed." Meng Jingwei said that the sub-center has also set up the country's first city-level ESG research, production and investment integration industrial innovation engine, and the country's leading ESG industrial development model has been gradually constructed.

In terms of engineering construction, the sub-center has formulated the "Guidance on Green Construction of Beijing Urban Sub-Center Construction Project", and put forward 72 green construction measures that run through the whole process of engineering project bidding, design, construction, completion acceptance and handover, and warranty. To plan and promote a number of benchmarking projects for green development, and all buildings in the administrative office area have reached the level of two-star green buildings and above; All buildings in the Canal Business District meet the green star standard; Urban Green Heart Forest Park has completed the first full coverage of green and low-carbon energy in urban cluster level regions, achieving a "negative carbon" status.

We will explore ways to carry out trials of paid use and trading of energy use rights

Meng Jingwei said that in the future, Beijing Urban sub-center will implement the national "double carbon" strategy and make every effort to build a modern city model of green development. Build smart and comfortable green building demonstrations, promote the implementation of full life cycle green construction, vigorously promote green building standards, new buildings to implement two-star standards and above, new public buildings to implement three-star standards, promote qualified existing buildings and old residential renovation to implement two-star standards and above, and accelerate the implementation of ultra-low energy buildings and near-zero energy buildings. It aims to add 1 million square meters of buildings by 2025.

In terms of building green transportation, the sub-center will accelerate the development of urban rail transit and focus on building an efficient green and eco-friendly transportation network. We will explore the establishment of ultra-low emission zones and develop demonstration zones for promoting new energy vehicles. By 2025, urban service vehicles such as buses, taxis and sanitation carriers will be basically converted into new energy, and pilot demonstration applications of hydrogen fuel cell vehicles will be realized.

The Sub-center will further promote the pilot work of national climate investment and financing, accelerate the establishment of an international green investment group, and optimize the use of international and domestic green capital. We will work hard to improve the green development of industries such as the digital economy and smart manufacturing, and promote the construction of a number of innovation platforms that integrate digital technologies with the green economy. We will build near-zero carbon emission demonstration areas in cultural tourism areas, canal business areas and other functional areas.

In addition, the sub-center will also carry out the pilot transformation of energy consumption dual control to carbon emission dual control, explore the pilot of paid use and trading of energy use rights, vigorously develop renewable energy and waste heat utilization, no longer add independent gas heating facilities, and orderly promote the integration of regional scattered small heat sources and heat pump replacement. Strive to reach the end of the "14th Five-Year Plan", to achieve 80% of the available area of new buildings to install photovoltaic photovoltaic equipment, geothermal energy heating area of 12.8 million square meters.
