Implementation Opinions on the development of green buildings and ultra-low energy consumption buildings to promote green city construction

 According to the Energy Conservation Law of the People's Republic of China, the Regulations on Energy Conservation of Civil Buildings, the Opinions of The General Office of the State Council on Promoting the Green Development of Urban and Rural Construction, the Work Plan for Energy Conservation and Carbon Reduction of Civil Buildings in Beijing and the Green Development Plan for Civil Buildings in the Period of the 14th Five-Year Plan (Beijing Double Carbon Office No. 9 (2022)) and the relevant regulations of the State and Beijing Municipality, The implementation opinions are formulated according to the actual conditions of the economic development zone.


First, the general idea


 In line with the principle of adapting to local conditions and economic applicability, promote the innovation of construction methods, vigorously develop green buildings, promote the construction of ultra-low energy consumption buildings, save resources, protect the environment, reduce pollution, cultivate new economic growth points during the whole life of buildings, constantly improve the quality of buildings, and promote the high-quality and large-scale development of green building industry. We will provide people with healthy, suitable and efficient space for use, build high-quality buildings with harmonious coexistence between man and nature, and accelerate the construction of green new cities suitable for business and living.


2. Scope of implementation


This Opinion applies to the construction projects of new construction, reconstruction and expansion within 225 square kilometers of Yizhuang New Town. All responsible parties involved in the design, construction and operation of the project shall abide by the relevant provisions of this Opinion.


3. Working principles


1. Adhering to overall planning


Implement the three-year Action Plan for the Green Development of Buildings in Beijing (2023-2025), strictly implement the three-year action plan, and strive to achieve development goals.


2. Adhering to government initiatives


We will strengthen overall government coordination and policy guidance, and public buildings and residential buildings invested by or dominated by government investment will, in principle, be planned, constructed and operated in accordance with ultra-low energy consumption building standards.


3. Adhering to market guidance


Give full play to the decisive role of the market in the allocation of resources, and promote the development of ultra-low energy consumption buildings through market-oriented operation. High-star green buildings and buildings without municipal heat sources are encouraged to be constructed in accordance with the ultra-low energy consumption building standards. Encourage real estate development projects as a whole to be built in accordance with ultra-low energy building standards.


4. Work objectives


(1) Green buildings


Comprehensively develop green buildings. The grade of green buildings in the renovation and expansion projects shall reach the standard of one star or above. New industrial buildings fully implement the green industrial building 2-star and above standards. New civil buildings fully implement the green building 2-star standard and above.


We will promote the construction of green building demonstration cities, carry out pilot projects for the construction of three-star green building projects, adopt three-star green building standards in principle for public-welfare buildings invested by the government, and encourage large public buildings to serve as pilot projects for green building three-star projects.


Promote the renovation of the envelope structure of existing public buildings, including the energy-saving renovation of external walls, Windows and roofs; Heating ventilation and air conditioning system renovation, including cold and heat source, transmission and distribution system and air conditioning terminal renovation; Water supply and drainage and domestic hot water system renovation; Power supply and distribution, lighting and elevator system renovation; Operation and maintenance management system reform; Renewable energy system transformation; Special energy system transformation, carry out one or more energy saving transformation and meet the requirements of energy saving rate.


By 2025, the construction area of new green renovation projects in public buildings will strive to reach 900,000 square meters.


(2) Ultra-low energy consumption buildings


Promote ultra-low energy consumption buildings, government-invested or government-invested new public building projects (schools, hospitals, office buildings, nursing homes, etc.) and centralized construction of public rental housing, expert apartments, talent apartments and other residential buildings, carry out ultra-low energy building construction. When the government buys back commodity housing for talent security and meets the housing needs of all types of talents, it gives priority to choosing ultra-low energy consumption housing to further increase the attractiveness of all types of talents.


Encourage existing buildings, especially public welfare buildings such as schools, museums and libraries, civil buildings (independent office buildings in industrial plants, living facilities and other similar civil buildings) and existing public buildings with renovation value to carry out ultra-low energy consumption transformation.


By 2025, the construction area of new ultra-low energy consumption building projects will strive to reach 280,000 square meters.


The implementation of energy-saving green renovation of existing buildings is encouraged to be implemented in accordance with the standards of green buildings or ultra-low energy consumption buildings, and the addition of renewable energy utilization facilities is encouraged.


5. Organizational mechanism


Establish a joint conference system for the green development of buildings in economic development zones, take charge of coordinating and promoting the development of green buildings and ultra-low energy consumption buildings, strengthen the coordination and linkage of departments, and ensure that the work of green buildings and ultra-low energy consumption buildings is effectively carried out. Convenor by the Deputy Director in charge of Building Green Development of the Management Committee, The member units include the Party and Government Office, the Peace Construction Office, the Ministry of Publicity and Culture, the Regional Cooperative Affairs Bureau, the Economic Development Bureau, the Business Cooperation Bureau, the Science and Technology Innovation Bureau, the Financial Audit Bureau, the Development and Construction Bureau, the Urban Operation Bureau, the Social undertakings Bureau, the Commerce and Finance Bureau, the Administrative examination and approval Bureau, the Comprehensive Law Enforcement Bureau, the Regulation Sub-bureau, the Land Reserve and construction Service Center, and the public resources Management Service Heart, Beijing Yizhuang Investment Holding Co., Ltd. and the regional functional bureau. All member units shall do a good job in the development of green buildings and ultra-low energy buildings within their respective responsibilities to ensure that the relevant requirements are fully implemented.


The office of the Joint Conference on Building Green Development in the Economic Development Zone is located in the Development and Construction Bureau, responsible for daily coordination work, and the director of the office is the director of the development and Construction Bureau.


6. Department responsibilities


(1) Party and Government office: responsible for coordinating the energy conservation and green transformation of the centralized office area of the Economic Development Zone Management Committee.


(2) The Ministry of Publicity and Culture: responsible for coordinating and carrying out the energy-saving green transformation of public buildings in the fields of culture and tourism and their respective industries, encouraging large-scale public buildings of culture and tourism to be piloted as three-star green building projects, and encouraging the pilot construction of ultra-low energy consumption buildings of large-scale public buildings of culture and tourism. To be responsible for the publicity work of building energy conservation and carbon reduction and the release of important external information.


(3) Economic Development Bureau: responsible for government-invested energy-saving renovation projects of existing public buildings, ultra-low energy consumption buildings, green building projects, the project will be included in the government investment project plan. Responsible for promoting the large-scale application of multi-energy coupled heating such as electricity and renewable energy for heating of new buildings, the continuous growth of new renewable energy heating area, the implementation of photovoltaic installations in urban buildings, and new heat pump heating. Coordinated implementation of intelligent heating control, heating resources integration, heat network system restructuring.


(4) Business Cooperation Bureau: responsible for promoting the policies related to high-star green buildings, prefabricated buildings and ultra-low energy consumption buildings to enterprises before signing the agreement with enterprises to enter the area, and encourage enterprise office buildings and dormitories to use ultra-low energy consumption buildings. Responsible for coordinating and carrying out energy-saving and green transformation of public buildings in industrial projects.


(5) Science and Technology Innovation Bureau: responsible for coordinating and carrying out energy-saving green transformation of public buildings in parks, scientific research institutions and affiliated industries. Responsible for promoting the construction of low-carbon and zero-carbon parks.


(6) Financial Audit Bureau: According to the Implementation Rules for the Management of Beijing Green Building Development Incentive Fund Demonstration Project (Trial) (Beijing C&D (2023) No. 191), the Interim Measures for the Management of Financial Incentive Funds for prefabricated Building Projects of Beijing Economic and Technological Development Zone (Beijing Technology Management (2022) No. 48) and the green Development Fund support policy of Economic and Technological Development Zones, Responsible for the budget preparation and allocation of incentive funds for projects that meet the conditions of municipal and district building green development incentive funds.


(7) Development and Construction Bureau: responsible for formulating the implementation opinions on the green development of buildings in the economic development zone, breaking down the indicators of the green development tasks that should be completed in the economic development zone during the "14th Five-Year Plan" period, and incorporating the implementation into the supervision. Responsible for coordinating the energy-saving and green transformation of public buildings in the construction industry and real estate industry, and encouraging the use of ultra-low energy consumption buildings in urban renewal projects. Work with relevant industry authorities to strengthen the organization, coordination and overall scheduling of the green transformation of new high-star green buildings, prefabricated buildings, ultra-low-energy buildings and existing public buildings. Responsible for organizing green buildings, prefabricated buildings, ultra-low energy buildings and existing buildings green transformation publicity, policy advocacy and other work. Responsible for the collection of awards for green renovation of high-star green buildings, prefabricated buildings, ultra-low-energy buildings and existing public buildings. Responsible for the daily work of the building green Development Joint Conference office in the Economic Development Zone, and organized work meetings according to the work needs and requirements of each member unit.


(8) Urban Operation Bureau: responsible for organizing the implementation of energy saving and carbon reduction work in the heating field and the promotion and application of energy-saving and low-carbon technologies. Responsible for coordinating water, heat, electricity, gas and other resident energy companies to submit energy consumption settlement data corresponding to the building. Promote the "zero-carbon" transformation of existing gas-fired heating systems and the transformation of intelligent building heating, and encourage enterprises to carry out ultra-low nitrogen transformation or change the original boiler heating to new energy coupled heating systems and other building energy-saving green transformation work. We will formulate overall policies for financing green development in economic and development zones, and encourage enterprises to lead green development.


(9) Social Undertakings Bureau: responsible for coordinating and carrying out energy-saving and green transformation of public buildings in hospitals, schools, kindergartens, elderly care and education and training institutions and their respective industries. Cooperate with the promotion of government-invested hospitals, schools, kindergartens, nursing homes and other public welfare buildings of green building three-star projects or ultra-low energy consumption building pilot construction.


(10) Commercial Finance Bureau: responsible for coordinating and carrying out energy-saving and green transformation of public buildings in commercial supermarkets, catering, large commercial complexes and their respective industries, encouraging large public buildings such as commercial supermarkets, catering, large commercial complexes to be piloted as three-star green building projects, and encouraging the pilot construction of ultra-low energy consumption buildings in large public buildings such as commercial supermarkets, catering, and large commercial complexes.


(11) Administrative Examination and Approval Bureau: responsible for cooperating with the approval work related to the green development of buildings in the development zone. At the project approval stage, the project application report (or feasibility study report) of the project unit shall be audited for the implementation of green building stars, prefabricated buildings, ultra-low energy buildings and multi-energy coupled heating.


(12) Planning Sub-bureau: In the review opinions of the multi-planning integrated collaborative platform for land supply projects, it is clear that the green development requirements of green building stars, prefabricated buildings, ultra-low energy consumption buildings and renewable energy applications must be met by the project. Responsible for assisting with the energy-saving green transformation of public buildings, the planning and approval of ultra-low energy consumption building projects, the implementation of planning indicators, and the acceptance of project completion.


(13) Land reserve and construction service center: responsible for coordinating the construction of government-invested public welfare buildings in principle using green building three-star standard construction, government investment projects in principle using ultra-low energy consumption building construction.


(14) Public Resource Management Service Center: responsible for coordinating and promoting the green transformation of the second office area and other scattered office areas outside the building.


(15) Beijing Yizhuang Investment Holding Co., LTD. : Responsible for coordinating and carrying out the energy-saving and green transformation work of its affiliated buildings.


(16) Regional functional Bureau (Customs, Tax Bureau, traffic brigade, fire brigade) : responsible for coordinating and carrying out energy-saving and green transformation work of public buildings belonging to the unit.


7. Process management


(A) investment, land supply stage


The Economic Development Bureau, the Business Cooperation Bureau, the Science and Technology Innovation Bureau, the Commercial Finance Bureau and other departments shall, in the formulation of the Economic Development Cooperation Agreement and other forms of agreements at the investment investment stage, agree with the units entering the area on the green building star rating and ultra-low energy consumption building standards to be met by their investment and construction projects according to the actual situation of the projects, and guide them to plan in advance and carry out planning, construction and operation in an orderly manner.


The sub-bureau shall specify the green building star rating and ultra-low energy consumption building standard requirements that the project must meet in the review opinions of the multi-planning and collaborative platform for land supply projects.


The development and Construction Bureau shall publicize the green building stars and ultra-low energy consumption building standards determined in the planning and design conditions in the listing documents of the state-owned construction land use right transfer, and incorporate them into the state-owned construction land use right transfer contract or transfer decision.


(2) Project initiation stage


The enterprise shall, in the feasibility report submitted for project approval (approval or filing), clarify the green building star rating and ultra-low energy building standards to be achieved by the project and the key technologies to be adopted for green building and ultra-low energy building. The Economic Development Bureau and the Administrative examination and Approval Bureau shall, in accordance with the authority of project approval, review the green building star rating and ultra-low energy building standards and the key technologies of green building and ultra-low energy building to be adopted by the project.


(3) Planning and design stage


Relevant participants in the planning and design stage of construction projects shall implement the requirements of green building development in accordance with relevant regulations. The construction unit shall entrust the design in accordance with the green building star rating and ultra-low energy consumption building standards; Design units should reflect green building stars, prefabricated building requirements, ultra-low energy building performance, renewable energy and green building materials application and other green development goals, energy saving and emission reduction benefits, technical paths and other related content in the design document, and be responsible for the design quality.


The sub-bureau shall strengthen the review and approval of planning and design, and review whether the green building star rating and ultra-low energy consumption building standard requirements agreed in the planning and design conditions of the project are implemented in the planning and design scheme.


(4) Construction phase


During the construction process, the construction unit and the supervision unit strictly implement the relevant standards and requirements of the construction drawing design review document and the "Green Construction Technical Regulations". The construction unit shall, according to relevant standards, specifications and design drawings, formulate targeted construction organization design to ensure the implementation of green building design content, and submit to the supervision unit for approval and implementation; The supervision unit shall formulate the supervision plan according to the green building design instructions, and approve the construction organization design.


In government investment projects, key projects, high-standard commercial housing projects, etc., on the basis of meeting the corresponding standards and government investment cost control requirements, priority is given to the use of green building materials

The development and Construction Bureau shall strengthen the supervision of the construction process, and when the design change involves the energy-saving effect of the building, the construction without the review of the original construction drawing design review body shall be punished in accordance with relevant laws and regulations.


(5) Operation management stage


The project construction unit and operation unit should strengthen the operation and management of the project after its completion and put into use, and can adopt the means of signing the entrusted service contract with the property service enterprise or the housing management unit to establish a complete operation and maintenance management system, and specify a special person to be responsible for it. Establish a data monitoring platform to monitor all energy consumption data in real time, ensure the normal operation of heating, ventilation, air conditioning, lighting, water and other equipment and facilities, as well as their automatic monitoring and energy consumption metering system, and achieve the performance indicators specified in the design document.


8. Safeguards


(1) Strengthen organizational leadership and form synergy in supervision


All member units shall, within the scope of their respective responsibilities, strengthen the service guidance for green building and ultra-low energy building projects, strictly check the links of review and approval, supervise the whole process of project initiation, land transfer, design, construction drawing review, construction, completion acceptance, operation and maintenance, and form a joint supervision force through regular scheduling and joint inspection. We will promote the high-quality development of green buildings and ultra-low-energy buildings in economic development zones.


2. Implementing incentive policies and strengthening market guidance


We will implement incentive policies for green buildings and ultra-low energy consumption buildings to ensure their pertinency and effectiveness. Innovative green building and building energy efficiency market operation mechanism, construction costs can be included in the total project investment according to the procedure, or through contract energy management to introduce social capital to bear, promote green building and ultra-low energy building project construction from "government incentive guidance" to "market driven" transformation.


The projects that get the green building two-star mark and three-star mark will be given corresponding awards in accordance with the relevant regulations of Beijing. While enjoying the municipal award, our district will give district-level matching awards.


The existing buildings shall be transformed into energy-saving green buildings, meet the national "Evaluation Standard for Green Transformation of Existing Buildings" (GB/T51141) and Beijing "Evaluation Standard for Green Transformation of existing Industrial Buildings for civil Use" (DB11/T1844), and obtain the green building mark project of more than two stars, and enjoy the relevant incentive policies.


Encourage and guide projects that have obtained land, planning and other procedures and have not yet started construction to construct ultra-low energy consumption buildings, and enjoy relevant incentive policies.


3. Promote exchanges and cooperation and strengthen pilot programs and demonstrations


Give full play to the role of existing high-star green buildings and ultra-low energy consumption building benchmarks, lead the development of green buildings and ultra-low energy consumption buildings in demonstration economic development zones with points and areas, strengthen the docking with the relevant authorities of the state and Beijing, actively undertake all kinds of pilot demonstration tasks, promote the application of various high-tech, and summarize and accumulate replicable experience.


(4) Actively publicize and guide, and advocate green life


Actively hold policies and norms publicity training, expert forum and other activities, and make full use of new media platforms to push green buildings and ultra-low energy buildings typical cases, advanced experience and other information, expand the audience, enhance the timeliness of information dissemination, improve the public's awareness of green buildings and ultra-low energy buildings, and create a social atmosphere conducive to the development of green buildings and ultra-low energy buildings.


Ix. Supplementary Provisions


1. Matters not covered in these Implementation Opinions shall be implemented in accordance with relevant documents of the State and Beijing Municipality.


2. The Management Committee of Beijing Economic and Technological Development Zone shall be responsible for the interpretation of these implementation Opinions.


3. These Implementation Opinions shall come into force on December 31, 2025, and shall be valid until December 31, 2025. All construction projects that obtain the approval procedures after 2023 X shall be implemented in accordance with these implementation Opinions.
