In order to further accelerate the high-quality development of the green building materials industry, the Ministry of Industry and Information Technology drafted the Implementation Plan for the high-quality Development of the Green Building Materials Industry (Draft for comments) (hereinafter referred to as the "Implementation Plan"), which was formally solicited from the public on November 2.

The development of green building materials is the main direction of the transformation and upgrading of building materials industry and the inevitable choice of supply-side structural reform, in recent years, China's green building materials production scale continues to expand, the promotion and application continue to strengthen, but the whole life cycle of green low-carbon and intelligent manufacturing level still need to be improved, social influence and mass recognition is relatively low, project selection and market application power is insufficient, in view of this, The Ministry of Industry and Information Technology has formulated this implementation plan.

The "implementation plan" mentioned that by 2025, the annual operating income of green building materials will exceed 260 billion yuan, with an average annual growth of more than 15% from 2023 to 2025. More than 4 carbon emission reduction technical guidelines for the building materials industry have been issued, more than 30 characteristic clusters have been cultivated, more than 50 demonstration projects for the application of green building materials have been built, no less than 100 pilot cities have been purchased by the government, 6,000 green building materials have been certified, and the ability of green building materials to lead the high-quality development of building materials and ensure the improvement of building quality has been further enhanced. By 2027, the level of "energy saving, emission reduction, low-carbon safety, convenience and recyclability" in the whole life cycle of green building materials will be further improved, and a number of internationally renowned green building materials manufacturers and product brands will be formed, and star-rated green buildings will strive to fully promote green building materials.

The Implementation Plan puts forward four key tasks: "Promoting production transformation, implementing the 'three products' action, accelerating application expansion, and consolidating the industry foundation". Including the promotion of carbon emission reduction technology, the release of carbon emission reduction technical guidelines for the industry, the selection and release of a number of typical cases of digital intelligent transformation of the building materials industry, the cultivation of green building materials industrial clusters, in the field of wall materials, waterproof insulation materials and other fields to support the construction of a single champion enterprises in the manufacturing industry, wall materials, insulation materials and other building materials, composite and lightweight development. The relevant green building materials products should be fully harvested and applied, and green building materials product certification should be continuously carried out.

In addition, specific safeguard measures have been formulated for the implementation of the program.
