In order to implement the spirit of the Notice issued by the General Office of the Communist Party of China Central Committee and The General Office of the State Council on Issuing Opinions on Promoting Green Development of Urban and Rural Construction (Central Office (2021) No. 37) and the Notice of the General Office of the People's Government of the Inner Mongolia Autonomous Region on Issuing the Implementation Plan for Promoting Green Development of Urban and Rural Construction in the Autonomous Region (Internal Affairs Office (2022) No. 79), Promote the city's urban and rural construction green development, combined with the actual situation of our city, formulate this plan.


1. Guiding ideology


 We will move forward with actions for urban renewal and rural development, accelerate the transformation of urban and rural development methods, fulfill the goals and tasks of achieving carbon peak and carbon neutrality, and write a new chapter in the development of green, low-carbon and high-quality urban and rural development.


Second, overall objectives


By 2025, the system, mechanism and policy system for green development in urban and rural construction should be basically established, the green transformation of construction methods should be achieved significantly, the integrity, systemization and growth of cities should be enhanced, the problem of "urban diseases" should be effectively solved, the overall quality of urban and rural ecological environment should be improved, the quality of urban and rural development and the carrying capacity of resources and the environment should be significantly improved, and the comprehensive management capacity should be significantly improved. The green way of life has been widely promoted, carbon emission reduction has made steady progress, and ecological progress has reached a new height.


By 2035, we will achieve green development in all areas of urban and rural development. The spatial pattern, industrial structure, mode of production and way of life for green development will be fully established. The governance system and capacity for urban and rural development will be basically modernized. The goal of building a modern regional central city that is livable, green, resilient, smart and humanistic has been basically achieved.


3. Key tasks


1. Promoting coordinated green development among regions


1. Optimize regional layout for green and low-carbon development. We will implement the national strategy for coordinated regional development, accelerate the integration into key regions such as the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the three northeastern provinces, and promote the coordinated development of Tongliao Chifeng. As soon as possible, Tongliao and its surrounding regions will realize ecological co-governance and co-insurance, facility co-construction and sharing, and industrial interconnection and interaction, and build Horqin into a famous ecological and cultural grassland city. We will fully align the spatial layout of urbanization in the autonomous region, and build an urban spatial pattern featuring coordinated development of central cities, sub-central cities, and small towns. We will strictly implement the system for protecting arable land, strengthen red lines for ecological protection, rigid constraints on water resources, and control of urban development boundaries. We will coordinate the ecological protection and restoration of territorial space, connect the "three lines and one single line", and jointly build a regional ecological network. We will strengthen the planning and management of national land space, rationally determine the scale of urban construction land and the intensity of national land development, and actively explore the layout of urban spatial structures with mixed land use and integration of industry and city. Implement strategic blank space and reasonably reserve space to effectively support sustainable development. We will carry out an urban renewal campaign, coordinate efforts to renovate old urban communities and rundown areas, and explore pilot projects for small-scale, gradual organic renewal and micro-renovation. By 2025, we will have basically completed the renovation of old urban communities completed before the end of 2005. To promote the construction of sponge city, adopt the technical measures of seepage, retention, storage, net, use and discharge according to local conditions to effectively control surface runoff, and by 2025, the permeable area of the built-up area in the downtown area will reach 40%. We will strengthen urban public cultural, education, sports, medical and health services, elderly care services, welfare and other public service facilities and barrier-free facilities. Relying on the West Liaohe river system, parks, wetlands, mountains and other natural landscape resources, promote the construction of urban greenways. We will restore the ecology of mountains, rivers, lakes, and wetlands in cities, protect existing urban green Spaces and trees, rationally distribute community parks and pocket parks, and increase the proportion of native tree species used. Promote the strength of the county urbanization to make up for the weaknesses, strictly limit the height of civil buildings in the county, and the new residential buildings in the county are mainly 6 stories, and the maximum is not more than 18 stories. Strengthen the county's green and energy-saving infrastructure construction, and implement the distributed infrastructure layout combining large decentralization and small regional concentration according to local conditions. We will accelerate the creation of pilot green communities, focus on new communities and existing communities with good basic conditions, carry out green community demonstrations, improve the construction of new energy vehicle charging infrastructure, promote the greening of community infrastructure, and raise the level of information technology and intelligence in communities. Explore zero-carbon community construction. We will carry out actions to strengthen the weak spots in the construction of urban residential communities, coordinate the construction of public services, commercial services, cultural and sports facilities, build a 15-minute community life circle, actively promote the pilot construction of complete communities in downtown areas, accelerate the formulation of specific implementation plans, and create a complete community model with safe and healthy facilities and orderly management. We will basically make up for the shortcomings of all kinds of public service resources in existing communities, and new residential communities will be equipped with all kinds of facilities at the same time, and the coverage of complete residential communities will be significantly improved. We will strengthen the construction of water supply facilities in rural and pastoral areas, carry out standardized construction of small centralized water supply projects, and upgrade old pipe networks to improve the ability of dispersed households to ensure water supply. With the focus on the treatment of domestic sewage, garbage, black and odorous water bodies and the protection of drinking water sources, we will promote the improvement of the living environment in rural and pastoral areas, and by 2025, the treatment rate of domestic sewage in rural and pastoral areas of the city will reach 25%. To promote the toilet revolution in rural and pastoral areas, by 2025, the penetration rate of sanitary toilets in rural and pastoral areas in the city will reach the average level of the whole region. We will promote the construction of green rural housing, focus on the transformation of traditional rural housing, explore technical routes such as prefabricated power generation roofs that are suitable for the energy-saving transformation of green rural housing, and build a number of pilot demonstrations of green rural housing. We will fully implement the project to build clean energy in rural areas, and promote clean heating in rural and pastoral areas. Promote the deep integration of agriculture and animal husbandry with tourism, culture and other industries, and drive the development of new forms of leisure agriculture and animal husbandry in Tongliao. Vigorously promote village renovation, formulate guidelines for the improvement of village appearance, and promote the overall improvement of village appearance. Relying on bus stations, parking lots, highway service areas and other places to accelerate the construction of new energy vehicle charging infrastructure, by 2025, the city has basically built a reasonable layout, standardized management, intelligent and efficient charging infrastructure system. The supply of parking Spaces should be strengthened through the renovation of old residential areas, the comprehensive utilization of civil air defense projects, the utilization of idle plots, and the replacement of parking Spaces inside window units. We will fully implement the strategy of giving priority to the development of public transportation, accelerate the construction of large-capacity public transportation infrastructure such as bus lanes and rapid transit systems, and focus on improving the connection between residential areas, office areas, hotels, and business centers and bus stations. Encourage the development of new forms of transportation such as shared bicycles (non-assisted bicycles). Take bus stations as the core to organize walking channels, ensure the supply of slow traffic facilities, improve the layout of urban road crossing facilities, and improve the continuity and accessibility of slow traffic. Combined with the riverfront, historical and cultural attractions, forest parks and other characteristic landscape resources, to create a smooth connection with the urban slow road system. Continue to promote the construction of "four good rural roads" in rural pastoral areas, and build a modern rural transportation network extending in all directions. 6. Accelerate the construction of urban and rural energy infrastructure. We will promote the upgrading of urban power distribution networks, promote the use of intelligent power distribution equipment and digital applications, and support the construction of local power grids and incremental power distribution networks in qualified industrial parks. Based on the principles of applicability, standardization and differentiation, the problems of low power supply reliability and poor voltage stability of rural power grids are solved through precise transformation and upgrading, and the informatization, automation and intelligence level of rural power grids are improved. Increase the construction and transformation of urban heating pipe networks and gas pipe networks, and by 2025, complete the transformation tasks of pipe networks with operating life of more than 20 years and identified problems such as leakage and heat loss, and the urban gas penetration rate will reach 98%. We will actively promote the project of sending gas to rural areas, and support the construction of safe and reliable rural gas storage tank stations and micro-pipe network gas supply systems. Actively explore clean energy heating, accelerate the promotion of ultra-low emission transformation of cogeneration, and by 2025, the city's urban clean energy heating rate will reach more than 93%. 7. Accelerate the construction of water resources conservation and recycling facilities. Promote the construction of water-saving cities, carry out the survey and renovation of urban water supply network, promote the zoning measurement of water supply network, and improve the intelligent management level of water supply network. By 2025, the urban water supply penetration rate will exceed 99%, and the leakage rate of public water supply network in urban areas will strive to be controlled within 9%. We will strengthen the construction and upgrading of urban sewage collection and treatment facilities, carry out pilot and demonstration programs for the comprehensive utilization of recycled water, improve the capacity of recycled water reuse, and promote the recycling of sewage and the stabilization and harmless treatment and disposal of sludge. By 2025, the recycling rate of recycled water in urban centers should be no less than 35%, and the urban sewage treatment rate should be above 95%. The harmless disposal rate of urban sludge has reached more than 90%. Comprehensively promote domestic sewage collection and treatment projects in organized towns, and by 2025, the proportion of domestic sewage treatment facilities built in organized towns in the city will increase by more than 10% year by year. 8. Promote the construction of waste resources and harmless treatment facilities. Improve the classification, collection, transportation and disposal system of urban solid waste, and by 2025, the harmless treatment rate of urban solid waste will reach 100%. Accelerate the construction of kitchen waste disposal facilities, and achieve full coverage of kitchen waste treatment facilities in the city. Vigorously promote the construction of incineration treatment facilities, the daily volume of domestic waste more than 300 tons of areas, to speed up the development of incineration based waste treatment methods, less than 300 tons of areas to explore Chengguan town, Sumu township location as the focus, to carry out small domestic waste incineration facilities pilot. We will increase the utilization of construction waste and construction waste as resources. Carry out garbage classification and resource utilization in rural and pastoral areas, improve the garbage collection, transportation and disposal system, optimize the layout of garbage collection, transportation and disposal facilities, and promote the "village collection, town cleaning and transportation, sanitary landfill treatment" of domestic garbage in towns and villages. By 2025, the collection, transportation and disposal system of domestic garbage in rural and pastoral areas will strive to cover more than 60% of administrative villages. In qualified villages, household waste classification and source reduction have been achieved, and the level of harmless treatment of household waste in rural and pastoral areas has been further improved. Urban disaster prevention space will be optimized, and parks, green Spaces and squares will be used to reserve disaster prevention refuge space and resettlement and reconstruction space. We will strengthen the construction of disaster prevention and mitigation infrastructure such as public fire fighting facilities, civil air defense facilities, and disaster prevention shelters. Optimize the layout of urban traffic engineering facilities and build urban rapid emergency passageways. We will promote the construction of urban lifeline systems such as water supply and drainage, power supply, gas supply, heat supply, transportation, information and communication. Overall planning for the construction of urban flood control and drainage facilities, combined with the "sponge city" construction mode, optimize the layout of urban green space, improve drainage facilities, build a "source emission reduction, pipe network discharge, storage and drainage simultaneously, exceed the emergency" urban drainage and waterlogging control engineering system, by 2025, the elimination of waterlogging points in the city center will reach 100%. We will establish a unified flood control command system, strengthen digital early warning and intelligent management, and improve flood forecasting and warning systems and emergency plans. 10. Vigorously develop energy-saving and low-carbon buildings. The city's new, expansion and reconstruction of buildings and existing building energy conservation renovation projects strictly implement the "General Code for Building Energy Conservation and Renewable Energy Utilization" (GB 55015-2021), and continue to increase the implementation of mandatory standards for building energy conservation supervision. Strengthen the energy-saving supervision of new buildings in the design, drawing review, construction, completion acceptance and other links, and implement the main responsibility for energy conservation quality of all parties. Carry out the pilot demonstration of ultra-low energy consumption buildings, near-zero energy consumption buildings, zero-carbon buildings, promote the large-scale development of ultra-low energy buildings, encourage the construction of near-zero energy buildings and zero-carbon buildings, by 2025, the city to carry out ultra-low energy building pilot demonstration and strive to reach 50,000 square meters. In combination with urban double repair, clean heating, and renovation of old urban communities, we will continue to promote the energy-saving renovation of existing residential buildings and municipal infrastructure in cities and towns, and by 2025, the city will complete the energy-saving renovation of existing residential buildings of 600,000 square meters. To promote the energy-saving renovation of existing public buildings, government office buildings, government-invested public buildings and public welfare buildings should take the lead in energy-saving renovation, implement energy-saving operation management, and improve the energy efficiency of public buildings. Improve the energy efficiency evaluation management system, strengthen the capacity building of energy efficiency evaluation institutions, and promote the disclosure of labeling information. Strengthen the energy efficiency management of public buildings, promote the installation of energy conservation monitoring systems in office buildings and large public buildings, and realize the classification and itemized measurement of building energy use. Promote energy consumption statistics, online monitoring of energy consumption and other work, and strengthen energy efficiency management during building operation. Government-invested public buildings in rural and pastoral areas, all types of rural and pastoral housing construction demonstration projects should use energy-saving technologies, and promote the design and construction of residential buildings in rural and pastoral areas in accordance with the "Energy Saving Design Standards for Residential Buildings in Rural and Pastoral Areas" (DBJ 03-78-2017). 11. Accelerate the optimization of building energy structure. We will accelerate the large-scale application of cogeneration waste heat and industrial waste heat heating. Promote the application of renewable energy such as solar energy, shallow geothermal energy, and air energy in buildings according to local conditions, and steadily increase the renewable energy substitution rate in urban buildings. We will promote the integration of solar and photovoltaic energy in new buildings. In urban hotels, schools and hospitals and other public buildings with stable hot water demand, actively promote solar thermal technology. By 2025, the proportion of renewable energy used in civil buildings in the city will reach 30%. Promote the application of distributed smart microgrids, virtual power plants and other technologies, prioritize the consumption of renewable energy power, and make full use of off-peak power. Continue to carry out actions to create green buildings, promote the large-scale development of green buildings, and fully implement green building standards for new buildings in the overall urban planning area of the city. Government office buildings, affordable housing, government-invested public welfare buildings, large public buildings with a single building area of 20,000 square meters and above, residential areas of 40,000 square meters and above in the downtown area, residential areas with a building area of 20,000 square meters and above in each flag county (city and district), new urban areas, and civil buildings in green ecological urban areas shall implement the green building standard of one star and above (Among them, the economic and technological Development Zone "north to Wuliji Muren Street, south to West Liaohe, west to Chuangye Avenue, east to Fuxing Road" within the scope of the comprehensive implementation of one-star and above green building standards), super high-rise buildings to implement three-star green building standards. Encourage real estate development projects to build high-star green buildings, and concentrate on the construction of a number of star-star green buildings and green ecological communities. The implementation quality of green building standards will be further improved, the construction of green ecological urban areas and green ecological communities will continue to advance, and by 2025, the proportion of star-rated green buildings in urban areas in the city will exceed 30% of new buildings. We will strengthen supervision over the whole process of green building planning, design, construction, completion and acceptance. We will promote the greening of existing buildings and encourage them to be carried out in parallel with the renovation of old urban communities and dilapidated rural houses. 13. Promote green construction in the whole construction process. We will launch demonstration projects for green construction, and fully implement green construction models for newly started buildings and municipal projects. Vigorously develop prefabricated buildings, promote the application of prefabricated steel structures in various civil buildings such as low-income housing, office buildings, hospitals, schools, science and technology museums, gymnasiums, etc., encourage the construction of new star-rated green buildings using prefabricated technology, and actively promote the construction of steel structure residential and agricultural housing. Since 2024, government-invested projects have adopted prefabricated buildings in principle. And increase the assembly rate year by year; By 2025, the city's urban prefabricated buildings accounted for more than 30% of the new construction area that year. Prefabricated buildings and star-rated green building projects should fully implement prefabricated decoration, actively develop finished houses, advocate menu-type full decoration, and meet the individual needs of consumers. Accelerate the coordinated development of new generation information technology and building industrialization technology, and promote the deep integration of digital design and intelligent construction. Since 2023, the proportion of green building materials used in government-invested new construction projects has reached more than 50%, the proportion of green building materials used in other "four categories" civil construction projects has reached 30%, and by 2025, the city's urban green building materials promotion area has reached 1 million square meters. Promote the integration of thermal insulation structure, encourage affordable housing, green buildings, government-invested large public buildings and public welfare buildings to adopt integrated technology, by 2025, the city's urban building thermal insulation structure integration project proportion strive to reach more than 30%. Improve the urban digital operation management platform and perception system, gradually implement the "one-map" digital management of urban buildings, public Spaces, underground pipe networks and other urban operations "one-network management", create "urban data lake" and "urban brain", and build a "platform, data, application" Tongliao smart city system. Encourage the use of environmentally friendly recycled products and green design products, reduce the consumption of disposable consumer goods and packaging materials, strengthen the control of the whole chain of plastic pollution, regulate excessive packaging, and form a batch of replicable and scalable plastic reduction and green logistics models in the areas where plastic pollution problems are prominent and emerging areas such as e-commerce, express delivery, and takeout. Promote energy-saving, low-carbon and water-saving supplies, and advocate green decoration. Encourage partial space, partial time and other green and low-carbon energy use, promote behavioral energy conservation. Carry out the survey of the city's historical and cultural resources, and do a good job in mapping, filing and listing. We should do a good job in the creation of historical and cultural cities, towns and villages in the country, autonomous regions and this municipality, strengthen protection and inheritance, and steadily advance the protection of historical and cultural towns and villages such as Kulun Town, Kezuohou Town, and Jiergarang Town. Strengthen the protection, renovation and use supervision of historical buildings, and actively promote the repair and protection of historical buildings such as the Security auditorium in Dalin Town.
