The construction industry is one of the pillar industries of our city, enriching the people. The "Implementation Opinions" focus on solving the main problems and shortcomings existing in the development process of construction enterprises, and put forward 17 measures, the key contents are as follows:


(1) Solving the problem of difficult undertaking of enterprise projects. All localities have established emergency turnover mechanisms to provide loan turnover support to enterprises with good credit. The third is to reduce the burden on construction enterprises, fully implement the reform of the deposit system, and encourage tenderers to waive bid guarantees for small, medium-sized and micro enterprise bidders. The proportion of payment for the progress of government-invested projects has been raised from 80% to 85%, and it is clear that the construction unit shall not be funded by the construction unit, and the construction unit shall pay the project payment in full and in time according to the agreed payment node.
