Measures for the Administration of green development subsidies for urban and rural construction in Xiongan New Area


Chapter I General provisions


Article 1 In order to promote high-quality and sustainable development of urban and rural construction in Xiongan New Area, strengthen and standardize the management of green development subsidy funds in urban and rural construction, and improve the efficiency of the use of financial funds, These Measures are formulated in accordance with the Budget Law of the People's Republic of China, the Measures for the Administration of Special Funds for Air Pollution Prevention and Control (Building Energy Efficiency Subsidies) of Hebei Province, the Guiding Opinions on the high-quality Development of Green Buildings in Xiongan New Area and other relevant provisions.


Article 2 The subsidy funds for green development in the field of urban and rural construction mentioned in these Measures (hereinafter referred to as "subsidy funds") refer to the subsidy funds arranged by the financial budget of the New District at the same level and used to support the green development in the field of urban and rural construction in Xiongan New Area.


Article 3 The management and use of subsidy funds shall adhere to the principles of openness, fairness and justice, implement expert review, social publicity, scientific decision-making and performance management, and implement the principle of total amount control and annual budget arrangement.


Chapter II Responsibilities and division of labor


Article 4 Responsibilities of the construction department of the New District:


(a) to prepare and issue subsidy funds project declaration guidelines, accept project declaration, formal review of the declaration materials, organize project screening, expert review, project verification and publicity, and be responsible for the management of the project library;


(2) Propose the annual budget of subsidy funds to the financial department of the new District;


(3) Responsible for implementing the annual budget of subsidy funds, reviewing the allocation of specific project funds together with the financial department, tracking and inspecting the implementation of projects;


(4) Organize and carry out project performance evaluation;


(5) Publicize the information of subsidy funds according to regulations;


(6) Establish subsidy funds using units and project files;


(7) Take the lead in formulating the relevant supporting documents of these Measures;


(8) Other work matters within the scope of responsibilities.


Article 5 Responsibilities of the financial department of the New District:


(1) Responsible for reviewing and approving the budget and performance targets submitted by the construction department;


(2) Responsible for supervising the implementation of the budget and the realization of performance targets together with the construction department;


(3) Cooperate with the construction department to formulate the relevant supporting documents of these Measures;


(4) Other work matters within the scope of responsibilities.


Article 6 Auditing and other relevant departments shall audit, supervise and inspect the management and use of subsidy funds according to their duties and regulations.


Article 7 Responsibilities of the unit using subsidy funds:


(1) Truthfully provide relevant declaration materials;


(2) Promote project implementation and complete project tasks on schedule;


(3) Use the subsidy funds according to the specified purposes, strictly implement the relevant accounting standards and accounting systems of the State, and conduct financial management and accounting for the subsidy funds;


(4) accept supervision and inspection, performance evaluation and audit by relevant departments;


(5) Provide reports on project implementation and relevant materials as required.


Article 8 According to the relevant departments of the new District entrusted, third-party professional institutions can carry out project review and verification, acceptance review, performance evaluation, audit and other transactional work. The entrusted third-party professional institution shall fulfill its responsibilities according to the contract and do a good job in the security management and confidentiality of relevant information according to the provisions.


Chapter III Scope, methods and standards of financial support


Article 9 Support scope of subsidy funds:


(1) Building energy efficiency and green building. Including green buildings (especially projects that receive green credit advance), energy conservation and green transformation of existing buildings, energy conservation transformation of public institutions using the contract energy management model, ultra-low energy buildings, near-zero energy buildings, zero carbon buildings, healthy buildings, renewable energy building applications, green building materials applications and other demonstration projects, green building innovation awards.


(2) Intelligent construction and prefabricated buildings. Including prefabricated building, green construction, intelligent construction, building industrialization and other demonstration projects.


(3) Construction waste emission reduction and comprehensive utilization. Including construction waste emission reduction and comprehensive utilization demonstration project, construction waste comprehensive utilization product application.


(4) Green city. Including green ecological urban areas, green communities, green neighborhoods, smart communities and other demonstration projects, human settlements example awards.


(5) Standardization of engineering construction. Including urban and rural construction green development excellent project construction standards preparation, engineering construction advanced standards benchmarking demonstration projects.


6. Develop science and technology. It includes scientific and technological plans for green development in urban and rural construction, demonstration projects for the application of new technologies, and awards for scientific and technological achievements in important international and domestic construction.


(7) Green development technologies and services in urban and rural construction. It includes the subject research, label evaluation, product and technology certification and other matters carried out by social third-party organizations within the scope listed in items 1 to 7 of this article.


(8) Other areas supported by subsidy funds approved by the New District Management Committee.


Article 10 The subsidy funds shall, in accordance with the requirements for the organization and implementation of the project and the characteristics of the project, meet the support conditions and implement the following support methods:


(1) Subsidy methods. For the demonstration projects, construction science and technology plan projects, and engineering construction standard revision (system) plans that have been included in the national, provincial and new district urban and rural construction fields, the construction department of the new District shall organize expert review of the declared projects, and give financial subsidies according to the corresponding standard ratio or level after the examination and approval.




(2) Reward methods. For the declared project to achieve the international and domestic leading technical level or to obtain the national and provincial important honorary title, after examination and approval, to give a fixed financial fund reward.




(3) Other methods approved by the New District Management Committee.




Article 11 The first green building innovation award, the application of green building materials, the second green construction, intelligent construction, the fourth and sixth international and domestic important construction scientific and technological achievements of the ninth shall be rewarded, the eighth item of the ninth shall be implemented in accordance with the support approved by the New District Management Committee, and the other items shall be subsidized.




Article 12 Funds give priority to market investment projects.




For subsidy projects, multiple demonstrations of the same project can be subsidized separately, and the total subsidy does not exceed 6 million yuan.




For award items, the same item can be awarded separately in principle.




Article 13 The construction department of the New District shall take the lead in formulating funding support standards and other contents according to the areas and key work of subsidy fund support.




(a) Green building operation mark project subsidy standards, new buildings to obtain three-star operation mark in accordance with the construction area of 20 yuan per square meter to give awards, a single project does not exceed 1 million yuan. Awards and subsidies will be given to the building projects that get the green transformation evaluation mark of the existing buildings according to the construction area: a star 5 yuan/square meter; Two stars 10 yuan/square meter; Three-star 20 yuan/square meter, a single project does not exceed 1 million yuan. Prefabricated building projects, near-zero energy buildings, zero carbon buildings and other pilot projects that have enjoyed subsidy funds and have obtained the three-star green building operation mark will be subsidized 10 yuan per square meter of construction area, and the maximum incentive fund for a single project will not exceed 1 million yuan.




(2) Near zero energy buildings (ultra-low energy buildings, near zero energy buildings and zero energy buildings commonly referred to as "near zero energy buildings") and zero carbon buildings (including low carbon buildings, near zero carbon buildings, zero carbon buildings, the whole process of zero carbon buildings) demonstration projects, subsidy standards, per square meter (near zero energy building area) subsidy 100 yuan, A single project (subject to the construction registration letter or construction permit approval document) shall not exceed RMB 3 million.




(3) prefabricated building demonstration project, subsidy standard, subsidy of 100 yuan per square meter, a single project (subject to the construction registration letter or construction permit approval document) does not exceed 3 million yuan. The projects applying for subsidy funds shall be subsidized according to the above-ground construction area, and the above-ground construction area shall not be less than 5,000 square meters, and shall reach AA level.




(4) Green building materials pilot project, reward standards, government procurement to support green building materials to promote building quality improvement pilot project acceptance, according to the construction area of 50 yuan/square meter reward, a single project (to the construction registration letter or construction permit approval documents prevail) maximum of 1 million yuan. The incentive funds shall be distributed according to 50% of the construction unit, 20% of the design unit, 20% of the construction unit and 10% of the supervision unit. Those who meet the requirements of the Xiongan New Area green building carbon emission assessment index for the whole life cycle will be given an additional 200,000 yuan reward for each project of the construction unit.




(5) Smart construction pilot (demonstration) projects, reward standards, for those included in the key pilot projects of smart construction in Xiongan New Area, each project rewards the construction unit 200,000 yuan; For the whole process of using BIM forward design, good application effect demonstration project (to achieve a model to the end, the drawing model is consistent, the real model is consistent) to give the design unit 3 yuan /m² reward, the maximum reward for a single project is not more than 200,000 yuan; For those who play a leading role in the whole process of BIM application, component standardization, cost reduction, etc., a one-time reward of 100,000 yuan will be awarded to the construction unit.




(6) Green construction demonstration projects, reward criteria, after passing the acceptance of Xiongan New Area green construction demonstration projects, each project will be rewarded with 100,000 yuan; After passing the acceptance of the green construction demonstration project in Hebei Province, each project will be rewarded with 200,000 yuan; After passing the acceptance of the green construction demonstration project of the Ministry of Housing and Urban-Rural Development, each project will be rewarded with 300,000 yuan.




(7) Green ecological demonstration zone, reward standards. The total amount of incentive funds for the green ecological demonstration zone is 3 million yuan. The green ecological demonstration zone that meets the Planning and Design Standards of Xiongan New Area Green Urban Area will be awarded 2 million yuan after it passes the evaluation; After the project construction scale reaches 50%, and through the planning and construction performance evaluation, the incentive fund will be given 1 million yuan.




(8) Other types of green low-carbon new technology application demonstration projects, according to the specific demonstration technology, actual construction completed content, application effect and economic and social benefits to give subsidies, in principle the subsidy is not higher than 10% of its incremental cost, a single project (to the construction registration letter or construction permit approval documents shall prevail) not more than 3 million yuan.




(9) The construction standard system (repair) planning projects and construction science and technology planning projects included in the green development of urban and rural construction in the new district shall be differentiated according to the importance, advanced nature and difficulty of the formulated standards, and the maximum subsidy for each item is generally not more than 200,000 yuan. The subsidy amount of key projects is 100,000 to 200,000 yuan, the subsidy amount of important projects is 50,000 to 100,000 yuan, and the general project is not subsidized.




The subsidy standard for demonstration projects can be adjusted according to the annual budget arrangement, taking into account the project construction content, scale, incremental cost and other factors according to the financial situation of the new district.




Chapter IV Project declaration and review




Article 14 The construction department of the new District shall issue the declaration guide in accordance with these measures to clarify the specific requirements for project declaration.




Article 15 The reporting unit shall meet the following basic conditions:




(1) The applicant is an enterprise, public institution or other social organization registered in China with the status of an independent legal person;




(2) The reporting unit has a sound financial accounting and management system, and must operate normally for more than one year.




Article 16 The reporting unit shall declare subsidy funds in accordance with the following basic requirements:




(1) The application unit shall apply in accordance with the application guidelines issued by the construction department of the new District;




(2) Unless otherwise stipulated, the reporting unit shall not, in principle, repeat the same matter or declare multiple financial subsidies for the New District;




(3) The reporting unit shall be responsible for the authenticity, integrity, legality and effectiveness of the reporting materials, and shall not resort to fraud, embezzlement or fraud of subsidy funds;




(4) The applicant shall apply for subsidy funds within 3 years from the date of the project commencement of construction, completion acceptance, achievement recognition, approval, award, etc.




Article 17 The project to be declared must conform to the national industrial policy and the development direction of the engineering construction industry, should be implemented in Xiongan New Area, the project results can promote the green development of urban and rural construction, with good social, environmental and economic benefits. To declare the seventh green development technology and services in the field of urban and rural construction, the registration of the reporting unit must be in Xiongan New Area.




Article 18 The construction department of the new District shall organize the formal review, expert review and project verification of the declared projects, propose the list of projects to be supported, and solicit opinions from the relevant administrative functional departments.




Article 19 The list of projects to be supported after soliciting the opinions of relevant administrative functional departments without objection, to the public, the publicity time is not less than 5 working days, the publicity content including but not limited to the project unit, project name, subsidy (reward) amount. The projects that are not established after publicity and verification of objections shall be included in the project library to be supported by the New District construction department.




20th subsidy projects in principle to implement contract management, by the application unit and the new district construction department signed a subsidy agreement.




Chapter V Budget preparation and fund allocation




Article 21 The construction department of the New District shall classify, select and prioritize the projects in the project library to be supported, coordinate and balance the scale of subsidy funds together with the financial department, and prepare the annual fund budget in accordance with the budget management requirements.




Article 22 The financial department of the New District shall review the annual fund budget, incorporate it into the budget of the construction department of the new District and submit it for approval according to the procedure.




Article 23 The financial department of the New District shall issue the target of subsidy funds according to the approved annual budget of subsidy funds.


Article 24 The construction department of the New District shall, according to the operation and implementation progress of the supported projects, handle the appropriation procedures by one-time or installment payment, in accordance with the relevant supporting documents.




Article 25 The construction department of the New District shall strictly implement the budget of subsidy funds issued by the financial department of the new District, and shall not adjust or change it without authorization. If it is really necessary to adjust or change, it shall be handled according to the provisions of budget management.




Chapter VI Performance management




Article 26 Units using funds shall carry out performance self-evaluation in accordance with the relevant provisions of performance management.




Article 27 The construction department of the new District shall carry out performance evaluation on the implementation of the project and the use of funds, and the evaluation results shall be used as a reference basis for the preparation of the annual budget of subsidy funds and the review of the subsidized units to apply for subsidy funds again.




Article 28 The financial department of the New District is responsible for the performance evaluation or re-evaluation of the key projects of the subsidy funds. The results of the relevant performance evaluation shall be an important basis for arranging the next year's budget.




29th New district construction department found deviation from the original performance target and other situations, should promptly take corrective measures to urge, stop the subsequent fund allocation, recover subsidy funds and other measures to improve the efficiency of the use of subsidy funds, to ensure the safety of the use of subsidy funds.




Chapter VII Supervision and administration




Article 30 In the process of declaration, evaluation and use of subsidy funds, the use of false materials or the use of other improper means to defraud, obtain subsidy funds, by the new district construction department to recover subsidy funds and generate interest and account with the Treasury system, in accordance with the relevant provisions of joint punishment for dishonesty. Those suspected of committing crimes shall be transferred to judicial organs for handling according to law.




Article 31 As of the date of declaration, any of the following circumstances in the reporting unit shall not be included in the project library to be supported:




(1) In accordance with the provisions of the joint disciplinary policy and system, is included in the list of joint disciplinary for dishonesty according to law;




(2) Being ordered by the regulatory department to dismantle the illegal building within a time limit but refusing to dismantle it or failing to dismantle it within a time limit;




(3) the occurrence of major or above production safety accidents less than three years; The occurrence of a general production safety accident within one year;




(4) Other circumstances in which the laws, regulations and rules clearly stipulate that the subsidy is not granted.




32nd entrusted third-party professional institutions in the process of project review, budget evaluation, acceptance, performance evaluation, audit, there is fraud, collusion cheating, accepting bribes, concealing the truth and other acts, by the new district construction department to terminate the entrusted relationship, and in accordance with the relevant provisions of joint punishment for dishonesty; If it causes loss of subsidy funds, it shall be liable for compensation according to law; Those suspected of committing crimes shall be transferred to judicial organs for handling according to law.




Article 33 If the entrusted review experts abuse their power, engage in malpractices for personal gains or disclose the review projects and other confidential information to others in violation of regulations, the New District construction department shall cancel their expert qualifications, notify the unit to which they belong, and deal with them in accordance with the relevant provisions of joint punishment for dishonesty; If it causes loss of subsidy funds, it shall be liable for compensation according to law; Those suspected of committing crimes shall be transferred to judicial organs for handling according to law.




Article 34 If the construction department of the New District, the finance department of the New District and the relevant departments and their staff violate these Measures, abuse their power, neglect their duties or engage in malpractices for personal gains in the management and supervision work, the responsible persons shall be punished and punished according to law; Those suspected of committing crimes shall be transferred to judicial organs for handling according to law.




Chapter VIII Supplementary Provisions




Article 35 These measures shall be interpreted by the New District construction department and the New District finance department.




Article 36 These Measures shall come into force as of the date of issuance.

(8) Other types of green low-carbon new technology application demonstration projects, according to the specific demonstration technology, actual construction completed content, application effect and economic and social benefits to give subsidies, in principle the subsidy is not higher than 10% of its incremental cost, a single project (to the construction registration letter or construction permit approval documents shall prevail) not more than 3 million yuan.


(9) The construction standard system (repair) planning projects and construction science and technology planning projects included in the green development of urban and rural construction in the new district shall be differentiated according to the importance, advanced nature and difficulty of the formulated standards, and the maximum subsidy for each item is generally not more than 200,000 yuan. The subsidy amount of key projects is 100,000 to 200,000 yuan, the subsidy amount of important projects is 50,000 to 100,000 yuan, and the general project is not subsidized.


The subsidy standard for demonstration projects can be adjusted according to the annual budget arrangement, taking into account the project construction content, scale, incremental cost and other factors according to the financial situation of the new district.


Chapter IV Project declaration and review


Article 14 The construction department of the new District shall issue the declaration guide in accordance with these measures to clarify the specific requirements for project declaration.


Article 15 The reporting unit shall meet the following basic conditions:


(1) The applicant is an enterprise, public institution or other social organization registered in China with the status of an independent legal person;


(2) The reporting unit has a sound financial accounting and management system, and must operate normally for more than one year.


Article 16 The reporting unit shall declare subsidy funds in accordance with the following basic requirements:


(1) The application unit shall apply in accordance with the application guidelines issued by the construction department of the new District;


(2) Unless otherwise stipulated, the reporting unit shall not, in principle, repeat the same matter or declare multiple financial subsidies for the New District;


(3) The reporting unit shall be responsible for the authenticity, integrity, legality and effectiveness of the reporting materials, and shall not resort to fraud, embezzlement or fraud of subsidy funds;


(4) The applicant shall apply for subsidy funds within 3 years from the date of the project commencement of construction, completion acceptance, achievement recognition, approval, award, etc.


Article 17 The project to be declared must conform to the national industrial policy and the development direction of the engineering construction industry, should be implemented in Xiongan New Area, the project results can promote the green development of urban and rural construction, with good social, environmental and economic benefits. To declare the seventh green development technology and services in the field of urban and rural construction, the registration of the reporting unit must be in Xiongan New Area.


Article 18 The construction department of the new District shall organize the formal review, expert review and project verification of the declared projects, propose the list of projects to be supported, and solicit opinions from the relevant administrative functional departments.


Article 19 The list of projects to be supported after soliciting the opinions of relevant administrative functional departments without objection, to the public, the publicity time is not less than 5 working days, the publicity content including but not limited to the project unit, project name, subsidy (reward) amount. The projects that are not established after publicity and verification of objections shall be included in the project library to be supported by the New District construction department.

Chapter V Budget preparation and fund allocation


Article 21 The construction department of the New District shall classify, select and prioritize the projects in the project library to be supported, coordinate and balance the scale of subsidy funds together with the financial department, and prepare the annual fund budget in accordance with the budget management requirements.


Article 22 The financial department of the New District shall review the annual fund budget, incorporate it into the budget of the construction department of the new District and submit it for approval according to the procedure.


Article 23 The financial department of the New District shall issue the target of subsidy funds according to the approved annual budget of subsidy funds.


Article 24 The construction department of the New District shall, according to the operation and implementation progress of the supported projects, handle the appropriation procedures by one-time or installment payment, in accordance with the relevant supporting documents.


Article 25 The construction department of the New District shall strictly implement the budget of subsidy funds issued by the financial department of the new District, and shall not adjust or change it without authorization. If it is really necessary to adjust or change, it shall be handled according to the provisions of budget management.


Chapter VI Performance management


Article 26 Units using funds shall carry out performance self-evaluation in accordance with the relevant provisions of performance management.


Article 27 The construction department of the new District shall carry out performance evaluation on the implementation of the project and the use of funds, and the evaluation results shall be used as a reference basis for the preparation of the annual budget of subsidy funds and the review of the subsidized units to apply for subsidy funds again.


Article 28 The financial department of the New District is responsible for the performance evaluation or re-evaluation of the key projects of the subsidy funds. The results of the relevant performance evaluation shall be an important basis for arranging the next year's budget.

Chapter VII Supervision and administration


Article 30 In the process of declaration, evaluation and use of subsidy funds, the use of false materials or the use of other improper means to defraud, obtain subsidy funds, by the new district construction department to recover subsidy funds and generate interest and account with the Treasury system, in accordance with the relevant provisions of joint punishment for dishonesty. Those suspected of committing crimes shall be transferred to judicial organs for handling according to law.


Article 31 As of the date of declaration, any of the following circumstances in the reporting unit shall not be included in the project library to be supported:


(1) In accordance with the provisions of the joint disciplinary policy and system, is included in the list of joint disciplinary for dishonesty according to law;


(2) Being ordered by the regulatory department to dismantle the illegal building within a time limit but refusing to dismantle it or failing to dismantle it within a time limit;


(3) the occurrence of major or above production safety accidents less than three years; The occurrence of a general production safety accident within one year;、


(4) Other circumstances in which the laws, regulations and rules clearly stipulate that the subsidy is not granted.

Article 33 If the entrusted review experts abuse their power, engage in malpractices for personal gains or disclose the review projects and other confidential information to others in violation of regulations, the New District construction department shall cancel their expert qualifications, notify the unit to which they belong, and deal with them in accordance with the relevant provisions of joint punishment for dishonesty; If it causes loss of subsidy funds, it shall be liable for compensation according to law; Those suspected of committing crimes shall be transferred to judicial organs for handling according to law.


Article 34 If the construction department of the New District, the finance department of the New District and the relevant departments and their staff violate these Measures, abuse their power, neglect their duties or engage in malpractices for personal gains in the management and supervision work, the responsible persons shall be punished and punished according to law; Those suspected of committing crimes shall be transferred to judicial organs for handling according to law.


Chapter VIII Supplementary Provisions


Article 35 These measures shall be interpreted by the New District construction department and the New District finance department.
