In recent years, Qingdao has actively implemented the national carbon peak and carbon neutral major decisions and deployments, deeply practiced the concept of green development, and insisted on promoting the green and low-carbon transformation of urban and rural construction development mode. By establishing and improving the policy service management system, introducing fiscal + financial incentive and support policies, creating green ecological urban areas (towns), cultivating green building industrial parks and other measures, we will continue to increase the promotion of green buildings. 100% of the city's new civil buildings promote green buildings, built a total of more than 130 million square meters of green buildings, the implementation of star-labeled green buildings 22.64 million square meters.

The green building pre-recognition and green finance linkage development mechanism has been launched, and the projects identified as star-rated green buildings can apply for green project loan support from relevant banks, and win more than 5 billion yuan of green building project loan approval for enterprises to help enterprises achieve green low-carbon transformation development. Encourage the practice of green insurance, and issue the first green loan in Shandong with "green building performance liability insurance".

Implement process control and promote project landing. Improve the whole process of green building management mechanism, through the organic combination of daily supervision, special verification, "double random · one open", identification and other measures, strengthen the implementation of green buildings in the event and afterwards supervision. The requirements for the implementation of green buildings will be included in the "Construction Conditions of Opinion" as a prerequisite for land auction and sale; Add a green building section to the construction drawing design document and include it in the construction drawing review; The implementation of green buildings will be included in the special acceptance of building energy efficiency and the "double random · one open" supervision system. Explore the special verification management mechanism for green buildings, strengthen the closed-loop control of the whole process, and promote the implementation of green performance.

We will strengthen industrial cultivation and improve the chain guarantee. Guide and cultivate the development of the whole industrial chain of green buildings, vigorously develop the headquarters economy, take the initiative to connect the industry's leading enterprises to set up regional headquarters, and expand the scale and strength of the industry. Guide the development of relevant industries in key areas, establish an industrial alliance with passive house technology as the core in the Sino-German Ecological Park, and the annual output value can account for 20% of the national market for similar products of passive house. Cultivate green building industrial park in Xiagezhuang Town of Lacxi, 29 projects of more than 100 million yuan have been put into operation, and the output value of green industry will be 2.8 billion yuan by 2023, and the comprehensive strength of the demonstration base will continue to increase.

Create a high-star green building benchmark project. The t1 terminal of Qingdao Jiaodong International Airport and t2 tower of Qingdao Haitian Center have been awarded the three-star Green Building mark by the Ministry of Housing and Urban-Rural Development in 2023, becoming the only three-star green building mark project in Shandong Province since the implementation of the new version of the Green Building Evaluation Standard (gb/t50378-2019). Four projects, including Qingdao Laxi Wanda Plaza, won the two-star Green building mark of Shandong Province in 2023. In the selection of green building and building energy efficiency pilot demonstration projects in Shandong Province in 2023, a total of 8 projects in the province were selected, and Qingdao occupied 7 seats.
