A few days ago, the Shanghai Municipal Commission of Housing and Urban and Rural Construction Administration formulated and issued the Shanghai Action Plan to Promote the development of Ultra-low Energy Consumption Buildings (2023-2025).

The action plan points out that the development goal is to establish a more complete development system and technical route for promoting ultra-low energy consumption buildings in Shanghai through three years of efforts, implement 6 million square meters of ultra-low energy consumption buildings, and achieve a significant reduction in annual energy consumption and carbon emissions per unit building area of new ultra-low energy consumption buildings.

In addition, the development space pattern of ultra-low energy consumption buildings with "center leadership, new city strength and focus" has basically taken shape, technological research and integrated innovation have made breakthroughs, the industrial chain system of the development of ultra-low energy buildings has made breakthroughs, the construction standards have reached the leading level of similar domestic buildings, and strive to form high-quality buildings and demonstrations of high-quality development of buildings. Establish experience practices that can be extended and replicated.

Shanghai is continuously promoting the development of ultra-low energy consumption buildings, and continues to explore the development and application of new low-carbon and energy-saving technologies in the field of green buildings. In the first half of 2023, the Municipal Housing and Construction Commission issued the Shanghai Green Building Development Report 2022. It is pointed out that by the end of 2022, Shanghai has implemented a total of 127 ultra-low energy building projects, with a floor area of 10.3 million square meters, ranking first in the country. Among them, the Lingang World's Top Scientists Forum Conference Center project has become the country's largest ultra-low energy consumption public building. In terms of green and low-carbon new technologies such as near-zero-energy buildings and zero-carbon buildings, Shanghai has implemented 21 pilot projects with a construction area of 850,000 square meters.

After the release of the action plan, there will be clearer guidelines for the development of ultra-low energy buildings. The action plan has made clear five major tasks for the next three years, namely: making overall planning and interaction to build a spatial pattern of coordinated development; Design guidance, development project planning and technical consulting services; Improve quality and reduce carbon, and promote high-quality and low-carbon construction and operation; Advance science and technology to promote innovation and development of key technologies; Cooperate in co-management to improve the whole process management ability of ultra-low energy consumption buildings.

In terms of safeguard measures, the action plan says that it will establish a coordination mechanism, further improve policy support, and strengthen publicity and exchanges.
