I. General requirements

Based on the overall situation of energy resource endowment and economic and social development of Jinan City, fully consider the actual situation of urban and rural construction in Jinan City, handle the relationship between development and protection, adhere to the principle of first establishment and then failure, strengthen the top-level design, strengthen the result control and goal orientation, rationally formulate the task objectives and key tasks at each stage, and implement the carbon peaking action step by step.

We will focus on innovative thinking, methods, technologies, and mechanisms, strengthen research on core green and low-carbon technologies, improve the system of technical standards, establish a sound management system for carbon emission reduction in urban and rural development, strengthen the application of new technologies and new products, accelerate the transformation and upgrading of urban and rural development methods, and promote high-quality development of urban and rural development.

To lay a solid foundation for carbon peak by 2030.


By 2030, carbon emissions from urban and rural construction should reach their peak. Urban and rural development has become more integrated, systematic, and growth-oriented. The efficiency of building energy and resource utilization and the utilization of waste resources have been greatly improved, the structure and mode of energy use have been continuously optimized, and the application of renewable energy has been more fully. The scale of high-quality green buildings continues to increase, and green construction methods are widely implemented. Green lifestyles have taken shape, and green and low-carbon operations have been achieved.


By 2060, we will fully realize the green and low-carbon transformation of urban and rural development mode, fully realize the systematic reform, fully realize the modernization of carbon emission management in urban and rural development, comprehensively improve the living environment, and make people's lives happier.


Second, make coordinated efforts to build a green and low-carbon development pattern for urban and rural development


4. Improving the layout of China's territorial space Based on the physical geographical pattern of "Nanshan, Midtown and Beitan", the three functional Spaces of agriculture, ecology and cities will be scientifically and orderly distributed, so as to promote the balanced development of national land space and enhance the resilience and security of urban and rural areas. According to the carrying capacity of resources and environment, reasonably determine the size and spatial structure of cities and towns, build a spatial pattern of "mountains with rivers, springs with lakes, double cross axes, and multi-center network", optimize the allocation of public resources, strengthen the comprehensive services and special professional functions of cluster centers, and build an urban pattern of integration of industry and city, balance between work and housing, efficient and orderly, compact and livable, and convenient transportation. We will accelerate the formation of an intensive, compact and low-carbon development model. We will rationally distribute rural construction, and realize differentiated, low-carbon and green development in rural areas, guided by community development of suburban villages, characteristic development of suburban villages, and ecological development of mountain villages. Strictly restrict the construction of super high-rise buildings over 250 meters, and no new super high-rise residential buildings over 100 meters. We will improve the urban road network system, rationally distribute urban express trunk traffic, domestic distribution traffic and green slow traffic facilities, promote the construction of expressways and trunk road networks, strengthen secondary trunk routes and branch road networks, and ensure that the road network density in built-up areas in central urban areas is not less than 8 kilometers per square kilometer.


(5) Promoting green and low-carbon construction in central urban areas. We will actively promote the experience of Licheng District, Lixia District and Shizhong District in the construction of national ecological civilization demonstration zones, establish a green and low-carbon city construction model oriented to the dual carbon goals, establish a comprehensive management and evaluation mechanism from urban planning, architectural design, building construction and operation, and further promote the demonstration of green ecological urban areas and green ecological towns at the national and provincial levels. We will steadily carry out urban renewal actions, improve the working mechanism for the preservation, utilization and renovation of existing urban buildings, strictly manage the demolition of existing buildings, and promote the transformation from "demolition, modification and retention" to "retention, modification and demolition". With the exception of illegal buildings and buildings that have been identified by professional organizations as dangerous and have no value for maintenance and preservation, existing buildings will not be demolished on a large scale or in clusters.


6. Promote the construction of green and low-carbon county seats. Improve the level of green and low-carbon construction of Shanghe County and Pingyin County, improve the comprehensive carrying capacity of the county, accelerate the construction of urbanization, and build an intensive and economical development pattern with a pleasant scale. The construction of the county should conform to the original topography and landforms, maintain the context of mountains and rivers and natural features, and achieve the integration and coordination of the county and the natural environment. We will coordinate the layout of infrastructure and public service facilities in major urban areas, county towns, central towns, and administrative villages, promote the construction method that combines large decentralization with small regional concentration, and build green and energy-saving infrastructure that integrates urban and rural areas. Strengthen the control of the density and intensity of county construction, and realize the density, scattered and reasonable layout. The population density of the built-up area of the county is controlled in principle at 0.6-10,000 people/square kilometer, and the ratio of the total construction area to the construction land area is controlled at 0.6-0.8. The building height should match the fire rescue ability, the new residential building is mainly in the middle and low rise, the construction area is not less than 70%, strictly control the disorderly development of high-rise residential buildings, the maximum is not more than 18 floors, and it is necessary to build more than 18 floors of residential buildings, should be strictly and fully demonstrated, and ensure that fire emergency, municipal supporting facilities and other construction in place. Promote the construction of "narrow roads, dense networks, small blocks" and greenways, build a continuous and unobstructed network of walking and cycling slow greenways, the width of the road red line in the county should not exceed 40 meters, and the area of the square should not exceed 2 hectares.


7. Advancing the urban and rural greening system. We should optimize the ecological space with rivers and green spring cities, build a global ecological spatial pattern of "one mountain, one river, multiple corridors and multiple points", improve the carbon sink capacity of the ecosystem, focus on promoting the construction of the ecological barrier in the southern mountain area constructed by the Taishan Mountain Range, strengthen the ecological conservation function and water conservation function, promote the green ecological corridor of the Yellow River, strengthen wetland ecological restoration and water pollution control. Give full play to the ecological service function of the Yellow River; The construction of migratory bird migration corridor, Xiaoqing River, Dawen River, Duyi River and other backbone river corridor, general river corridor and ecological corridor based on urban highways and expressways; Build important ecological space nodes composed of nature reserves, forest parks, wetland parks, important lakes, water sources and other ecological patches, improve the level of biodiversity, and leave enough space for urban ecological space and flood control and drainage. We will carry out actions to improve urban landscaping, improve the urban park system, systematically promote the construction of comprehensive parks, special parks, and community parks, and promote the planning and construction of "10-minute life circle of park green space" in accordance with the requirements of "green space at 300 meters and garden at 500 meters", and increase the number of small and micro green Spaces such as community parks and street parks. Construction of "regional level - city (county) level - community level" three levels of greenway. Optimize the carbon sink structure of urban green plants, create urban ecological space in a near-nature, community, low-maintenance and sustainable way, increase the application ratio of local plants and high-carbon sink plants, and improve the efficiency of urban green space for carbon sequestration and sequestration. By 2030, the green land rate of urban built-up areas should reach 37%, and the per capita green park area should reach 13.5 square meters. The urban greenway network system has been basically completed. We will comprehensively promote ecological greening in the starting areas for the transformation of old and new growth drivers, and by 2025, the forest coverage rate will reach 7.11 percent and the green coverage rate will reach 45 percent.


8. We will promote pilot demonstration actions for green and low-carbon development in the starting areas for replacing old growth drivers with new ones. In accordance with the concept of ecological priority, conservation and intensive, green and low-carbon construction, we will strictly control carbon emissions, optimize the energy structure, make full use of renewable energy, promote resource conservation and recycling, and promote green and low-carbon production and life styles and urban construction and operation modes. We will comprehensively promote the design, construction and operation of green buildings, vigorously develop high-star green buildings and ultra-low energy consumption buildings, promote high-quality buildings such as near-zero-energy buildings and zero-carbon buildings, establish a whole-area building energy consumption monitoring platform and control mechanism, establish a sound carbon emission management system, and strive to take the lead in building a pilot "carbon neutral" modern smart green urban area.

Focusing on serving the national "double carbon" goal, adhere to the concept of green and low-carbon construction, formulate special plans for high-quality development of green buildings and special action plans for carbon peaking in the construction field, and build the application scenarios of green and smart construction in the whole domain. 3. Comprehensively build high-quality green and low-carbon buildings. Establish a green building star rating and building energy consumption level control index system, and fully implement the three-star green building standard or near-zero energy building standard for new government investment and large public buildings. 4. Promote green and low-carbon transformation of the energy system. Accelerate the adjustment of the energy structure, increase the utilization ratio of new energy and renewable energy, carry out the pilot of "carbon neutral comprehensive test community", increase the application of renewable energy in buildings, vigorously develop distributed rooftop photovoltaic, and promote the integration of renewable energy and building technology. 5. Create a beautiful, safe, comfortable and shared urban space, and build a quality livable city. Accelerate the construction of green parks, build a life community of mountains, forests, fields, lakes, grass and sand in the starting area with an ecological vision, lay out a high-quality green space system, and upgrade the "park in the city" to "city in the park". High-standard planning and construction of all kinds of parks at all levels, to build a systematic, complete and continuous large ecological green system6. We will improve the quality of green and low-carbon development in urban and rural development. Promote the low-carbon transformation of urban and rural construction and management mode, explore the establishment of low-carbon development performance evaluation mechanism in the construction field, strengthen the energy-saving management of public buildings, build a monitoring platform for building energy consumption in the starting area, and strengthen the supporting role of monitoring data for building energy efficiency improvement.


Third, systematically promote the construction of green and low-carbon cities


9. Continue to develop green and low-carbon communities. Promote the construction of mixed blocks with composite functions, and advocate the mixed layout of residential, commercial and pollution-free industries. The new and renovated residential communities shall strictly implement the "Complete residential Community Construction Standards (Trial)" and "Jinan Green Community Creation Action Implementation Plan", and by 2030, the city's green and low-carbon complete residential community coverage rate shall reach more than 60%. Explore and promote the construction of zero-carbon communities, guide renewable energy into community consumption terminals, and strive to create five zero-carbon community pilots by 2030. Build a network of slow greenways to connect several residential communities, make up for the shortcomings of the community in life services, elderly care services, health and other aspects, and create a 5-minute, 10-minute, 15-minute community life service circle. Establish and improve the community green life publicity and education system, encourage "part space, part time", electricity demand side response and other green low-carbon energy use, advocate the use of smart sockets, encourage residents to travel green, guide green consumption. Encourage the use of new-energy vehicles, and promote the construction of community charging and replacing facilities.


10. Comprehensively improving the energy efficiency and low-carbon level of new buildings. Continuously improve the level of building energy efficiency, new civil buildings in cities and towns fully implement the "General Code for Building Energy Efficiency and Renewable Energy Utilization" (GB55015), "Green Building Evaluation Standards" (GB/T 50378), and Shandong Province civil building energy efficiency design standards, "Green Building Evaluation Standards" (DB37/T 5097). Conscientiously implement the relevant policy requirements of the state and Shandong Province on the development of green buildings, fully implement green building standards in the design of new civil buildings in cities and towns, and vigorously develop high-star green buildings. Public buildings invested by the government or mainly by the government and other large public buildings shall be constructed in accordance with the green building standards of two stars or above, and other public buildings of investment category shall be constructed in accordance with the green building standards of one star or above; Super high-rise buildings are constructed according to the three-star green building standard; Residential areas with a floor area of more than 200,000 square meters shall be constructed in accordance with the two-star and above green building standards. Take the area within the second ring road south of Jinan North Yuan Street and the Daqiao Street Group (Headquarters Economic zone, urban balcony area, science and technology research and development area, Central Park Demonstration area) as the key areas to comprehensively promote high-star green buildings and prefabricated buildings. During the "14th Five-Year Plan" period, the green building area will be increased by 50 million square meters, and by 2030, the star-rated green building area will account for more than 50%. We will accelerate the construction of near-zero energy and zero-carbon buildings and low-carbon buildings, actively develop buildings with production capacity, and guide the construction of ultra-low energy (near zero energy) buildings and low-carbon (zero carbon) buildings in the starting areas for the conversion of old and new energy sources and other urban new areas where conditions permit. During the "14th Five-Year Plan" period, more than 1 million square meters of green low-carbon buildings such as ultra-low energy consumption buildings, near-zero energy consumption buildings, low-carbon buildings and zero-carbon buildings will be built, and the cumulative construction area will reach 4 million square meters by 2030.

1. Give priority to passive building design, make full use of natural ventilation, natural lighting, heat collection and storage walls, efficient thermal insulation peripheral protection materials and components, etc., to minimize the building's active heating, air conditioning and lighting energy consumption. 2. Integrated application of renewable energy and buildings. Combined with the site resource conditions, fully explore the integrated construction of solar photovoltaic, solar thermal, wind power facilities and buildings, and make full use of geothermal energy, air energy, waste heat, biomass energy and other new and renewable energy for heating and cooling buildings. 3. Intelligent power distribution and intelligent energy management system are adopted to achieve accurate measurement and control of each electrical load according to different scenarios by analyzing the environment, process and personnel information feedback from various sensors installed on site, and fine control of building water, electricity, gas, heat and cold energy systems to minimize building energy consumption and carbon emissions.


11. Promoting energy-saving and low-carbon upgrading of existing buildings. We will improve the energy efficiency of existing buildings, carry out energy-saving renovation of existing residential buildings in conjunction with the renovation of old urban communities, focus on improving the thermal insulation performance of building enclosures, and simultaneously raise the energy efficiency levels of major energy-using equipment. In the process of seismic reinforcement and upgrading of fire-fighting facilities, we will promote the energy-saving upgrading of existing residential buildings in a coordinated manner, and we will encourage the implementation of ultra-low energy consumption or green upgrading of residential buildings that have the value and conditions for renovation. During the "14th Five-Year Plan" period, energy-saving and green renovation of existing residential buildings will be implemented for more than 5 million square meters. Vigorously promote the work of improving the energy efficiency of public buildings, and gradually establish an organic feedback and linkage mechanism for the collection and analysis of energy consumption data of public buildings and the improvement and renovation of energy efficiency, as well as a system for assessing and publicizing the energy efficiency of public buildings. With a focus on government office buildings and large public buildings, we will actively improve the energy efficiency of public buildings. Implement the Measures of Shandong Province on the Management of Contracted Energy for Public Institutions, standardize and orderly guide social capital to participate in the energy-saving renovation of public buildings, and promote the healthy development of market mechanisms such as contracted energy management and energy trusteeship. During the "14th Five-Year Plan" period, public institutions with the circumstances specified in the "Measures for the Management of Energy Contracts for Public Institutions of Shandong Province" shall be promoted to prioritize the implementation of energy-saving transformation by means of contract energy management. By 2030, we will improve the energy efficiency of public buildings by more than 5 million square meters, and improve the overall energy efficiency by more than 20% after the renovation.


(12) Optimizing the energy use structure of urban buildings. Promote the depth and composite application of renewable energy in buildings according to local conditions, clarify the construction requirements and application scale of renewable energy application in buildings at the planning stage, new buildings should use at least one renewable energy, and encourage existing buildings with conditions to use renewable energy. New urban residential buildings, rural communities and public buildings with centralized hot water supply shall install solar water heating systems in accordance with regulations. Actively develop urban distributed photovoltaic systems, focus on promoting the construction of rooftop photovoltaic systems such as industrial plants, commercial buildings, and public buildings, promote the installation of solar photovoltaic systems on the roofs of existing buildings, and actively promote the application of BIPV technology, and strive to reach 50% photovoltaic coverage on the roofs of new public institution buildings and new factories by 2025. Promote the application of smart microgrids, "light storage direct and soft", cold and heat storage, flexible load regulation, virtual power plants and other technologies, prioritize the consumption of renewable energy power, and actively participate in power demand side response. The renewable energy replacement rate in urban buildings will reach 8% by 2025 and 10% by 2030. Promote heat pump heating and cooling technology of sewage source, soil source and air source according to local conditions. We will actively promote clean energy heating, fully tap the potential of waste heat in power generation, steel, chemical industry, sewage treatment and other industries, develop nuclear small reactors for heating in a safe and orderly manner, promote the construction of biomass cogeneration projects in an orderly manner, and encourage existing biomass direct combustion power plants to carry out heating and cooling upgrades. We will give full play to the advantages of geothermal resources in Jiyang District, Shanghe County, Jinan and other starting areas for the conversion of old and new energy sources, and promote geothermal energy heating in a standardized and orderly manner, so that the proportion of clean heating in urban areas will reach more than 85% by 2030. Gradually establish a building energy consumption system based on electricity, and promote the design of new public buildings with full electrification. By 2025, building electricity will account for more than 55% of building energy consumption; By 2030, 30% of public buildings will be electrified, and building electricity will account for more than 65% of building energy consumption.


(13) Improving the level of green and low-carbon operation and maintenance of buildings. Overall plan to improve the energy consumption monitoring capacity of public buildings, the city's new, rebuilt, expanded office buildings and large public buildings should be installed building energy efficiency monitoring system. Give full play to the supporting role of energy consumption data in building operation rules and income calculation of building energy efficiency improvement and renovation, and establish an organic feedback and linkage mechanism for energy consumption monitoring, operation big data mining and building energy efficiency improvement and renovation. Actively promote the reform of heating metering, and increase the proportion of heating metering charges. We will accelerate the transformation of old heating networks and reduce the transmission losses of heat networks. By 2025, the comprehensive heating energy consumption per unit area of urban civil buildings will be reduced by more than 20% compared with 2020, and by more than 30% by 2030. To promote the construction of comprehensive smart energy, with the support of modern information and communication, big data, artificial intelligence, energy storage and other new technologies, promote the construction of a number of multi-energy complementary comprehensive smart energy demonstration projects in Huaiyin District, Licheng District, Laiwu District, Jinan High-tech Zone, etc., build a comprehensive smart energy supply system, and promote the intelligent control of energy systems. Realize the efficient supply of "electric heating and cooling water" and the cascade utilization of energy.


Promoting green and low-carbon construction methods. Accelerate the construction of a new type of building industrialization industry supported by digital intelligence with prefabricated buildings as the carrier, and realize the high-quality development of "green, industrialized, digital and intelligent" in the city's construction industry. The implementation of systematic integrated design, lean production and construction, integrated decoration of green construction. We will vigorously develop prefabricated buildings such as concrete structures and steel structures, and promote prefabricated decoration. The construction land supply scheme, building planning and construction conditions shall specify the relevant requirements such as the application proportion of prefabricated buildings, and implement them into the land use contract. Strictly implement the requirements of superior documents on the industrialization of new buildings. By 2030, prefabricated buildings will account for 60% of new urban buildings. Continue to promote the implementation of the "Implementation Opinions on Promoting Intelligent construction", carry out smart site creation activities, and enhance the application of BIM, big data, artificial intelligence, Internet of Things, 5G, blockchain and other information technologies in the construction process. By 2025, the construction industry Internet platform will be initially established, and more than 80% of the city's engineering projects will adopt the digital construction mode. More than 80% of construction enterprises have achieved digital transformation. Promote the construction of the whole industrial chain of intelligent prefabricated buildings, and realize information sharing and professional collaboration in the whole life cycle of design, production, transportation, construction and operation and maintenance. New construction and municipal projects fully implement the green construction mode, reduce energy and resource consumption and building material loss, by 2025, the construction waste emissions of new construction sites are not more than 300 tons / 10,000 square meters, and the construction waste emissions of prefabricated construction sites are not more than 200 tons / 10,000 square meters, by 2030, The loss rate of building materials at the construction site is 20% lower than that in 2020.


15. Strengthening the application of green and low-carbon building materials. Increase the engineering application of green and low-carbon building materials, focus on the promotion of high-performance concrete, high-strength steel bars, high-efficiency insulation materials, energy-saving hollow doors and Windows, structural insulation integrated wall panels and other technical products, and encourage the development of recyclable and reusable building materials and building materials with waste as raw materials. Actively promote the national government procurement to support the pilot construction of green building materials to promote the improvement of building quality, and promote the construction of green building materials application demonstration projects. Government-invested projects and star-rated green buildings, prefabricated buildings, etc., take the lead in adopting green building materials, among which, government-invested or government-invested new civil buildings in cities and towns are fully promoted to adopt green building materials, and the application proportion of green building materials in star-rated green building projects is not less than 30%. Encourage the use of green building materials in social investment projects, and guide the use of green building materials in new and rebuilt rural housing. By 2030, star-rated green buildings will fully promote green building materials, and the application ratio of green building materials in new buildings will reach 70%. Vigorously develop prefabricated components and parts with excellent performance, increase the production and application of general-size prefabricated components and parts, and improve the level of intelligence and standardization. Promote the centralized treatment, classified collection and resource utilization of construction waste, and promote the recycling of construction waste products.


16. Improving the efficiency of urban infrastructure operations. Strengthen the intelligent construction and management of municipal infrastructure such as heat supply, gas supply and water supply, promote the construction of underground integrated pipe corridors and the construction and renovation of clean heat sources and heating pipe networks, and further reduce the heat loss of urban heating pipe networks. We will promote the construction of water-saving cities, step up efforts to upgrade old urban water supply networks, and bring the leakage rate of urban public water supply networks under 7.9% by 2025. Promote the integration of urban domestic sewage collection and treatment facilities "plant network", by 2024, all districts and counties of the city's combined rain and pollution pipe network will be completely eliminated, by 2025, urban built-up areas will basically eliminate domestic sewage outfall, 60% of urban sewage treatment plant effluent will reach the surface level of Class IV standard. Accelerate the digital construction of lighting systems, promote telemetry, remote control, remote communication and other street lamp intelligent control systems, by 2030, LED and other energy-efficient lamps accounted for more than 80% of the use, built a complete lighting digital system.

17. Building a green and livable countryside. Promote government-invested rural public buildings and rural housing construction projects in various demonstration villages and towns to take the lead in implementing building energy efficiency and green building standards, encourage the simultaneous implementation of energy-saving (green) transformation of existing rural housing in combination with clean heating renovation, and support the development of star-level green rural housing and low energy (zero energy) and low carbon (zero carbon) rural housing. In accordance with the unified deployment of the state and Shandong Province, we will support the pilot trading of energy use rights in urban and rural construction, and promote a "one-stop" comprehensive service model such as energy conservation consultation, diagnosis, design, financing, transformation, and hosting. 22. Leading through innovation. Accelerate the digital transformation of urban and rural construction, and use building information modeling (BIM) technology and city information modeling (CIM) platform to promote the construction of digital buildings and digital twin cities. By taking advantage of the cluster of high-quality universities and institutes around Jinan, we will strengthen the scientific and technological innovation of green and low-carbon development in urban and rural construction, strengthen the research on actual building energy consumption and carbon emission data monitoring technology, focus on a number of key green and low-carbon building technologies and accelerate the transformation of results, and strive to make breakthroughs in the fields of zero-carbon buildings, building "light storage", and carbon emission big data. Integrate and optimize the scientific and technological resources of industries, universities and research institutes, promote the construction of high-level innovation teams and innovation platforms, and support universities, research institutes, social organizations, enterprises and financial institutions to strengthen talent cultivation, establish technological innovation centers and key laboratories, and form innovation consortions, so as to lead the green, low-carbon and high-quality development of urban and rural construction through institutional and technological innovation.

Make full use of various media platforms and various publicity activities, vigorously advocate the concept and lifestyle of green and low-carbon life, carry out multi-channel and multi-form carbon peak publicity activities in urban and rural construction, exchange and display the latest scientific and technological achievements in green and low-carbon development in urban and rural construction, popularize the policy requirements and relevant knowledge of carbon peak carbon neutrality, and promote advanced experience and typical practices. Actively carry out activities such as policy propaganda, standard publicity, technical exchanges, business training, knowledge lectures, etc., improve the level of carbon peak business of relevant personnel of government departments, enterprises and institutions, create a good social atmosphere for promoting the green, low-carbon and high-quality development of urban and rural construction in the city, and effectively support the carbon emission peak in urban and rural construction as soon as possible.
