Bengbu City to promote ultra-low energy building pilot city construction implementation plan

In order to implement the "Regulations on the Development of Green Buildings in Anhui Province" and the "Notice of Anhui Provincial Department of Finance on Issuing 2023 Green Buildings and Construction Industry Modernization with Awards in lieu of Funds" (Wan Caijian (2023) No. 86) work requirements, accelerate the development of ultra-low energy consumption buildings, promote the improvement of building quality, combined with the actual situation of our city, Formulate the implementation plan.

1. Guiding ideology

Based on the new development stage, implement the new development concept, fully implement the provincial and municipal decision-making and deployment, in accordance with the overall requirements of "carbon peak, carbon neutrality", adhere to overall planning, attach importance to scientific and technological innovation, and gradually promote the high-quality development of ultra-low energy consumption and near-zero energy consumption buildings, and create a new situation of green development in the construction field.

Second, overall objectives

With civil buildings mainly in Bengbu city, pilot application and promotion of ultra-low energy consumption buildings will be carried out on a small scale and gradually. By the end of 2024, a number of ultra-low energy consumption pilot projects will be gradually formed, the implementation path of ultra-low energy consumption buildings will be summarized and optimized, and the provincial ultra-low energy building pilot city construction task will be completed.

3. Key work

1. Strengthening government demonstration and guidance. With government investment and state-owned capital investment projects, guide and encourage social investment projects to carry out ultra-low energy buildings and near-zero energy buildings pilot. For public buildings such as office buildings, schools, and hospitals invested in by the government or state-owned funds, individual buildings (kindergartens, libraries, scientific research buildings, medical technology buildings, etc.) with appropriate building volumes can be selected to carry out demonstration pilots of ultra-low energy consumption and near-zero energy consumption buildings. Encourage market development projects to carry out pilot projects of ultra-low energy consumption buildings in accordance with a certain proportion to improve the quality of housing. 2. Promoting energy-saving renovation of public buildings. In conjunction with the renovation and renovation of existing public buildings, we will actively promote energy conservation. The feasibility study report and preliminary design text of the renovation projects of existing public buildings invested by the government, such as government offices, schools, hospitals, cultural and sports venues, etc., should include a special chapter on energy saving renovation. Encourage the thermal performance of the old public building envelope structure to improve the transformation, reduce the building energy demand. We will carry out energy-saving renovations for air conditioning, heating, ventilation, lighting, hot water and other energy use systems in large public buildings, and improve energy use efficiency and management. We will promote new energy-saving and low-carbon technologies and products, eliminate inefficient energy products in a timely manner, and encourage the use of energy-using equipment with an energy efficiency level of 2 or above in the energy-saving renovation of public buildings. (3) Strengthen the management of demonstration projects. For the demonstration projects included in the city's ultra-low energy consumption buildings, the construction requirements of ultra-low energy consumption buildings will be included in the scope of energy conservation and construction drawing review, and the construction objectives will be clearly defined in the documents such as land transfer, engineering design, construction and supervision to ensure the implementation of the project. Carry out operation and maintenance mode and technology pilot simultaneously, and build a team of professional talents. Efforts are made to enhance the research and development, testing and experimental capabilities in the field of ultra-low energy consumption buildings, cultivate the production enterprises of ultra-low energy consumption building supporting facilities, and constantly improve the innovation ability, reduce construction costs, and improve the level of building energy conservation through resource integration and open sharing. 6. Fostering ultra-low energy consumption industries. Local relevant enterprises are encouraged to develop new products for ultra-low energy consumption buildings, lay out new industries, and expand new services. Encourage technical cooperation and technology introduction with scientific research institutes and enterprises inside and outside the province to improve the city's ultra-low energy building products research and development, manufacturing and service capabilities. We will vigorously promote new green building materials with high energy conservation and environmental protection, high comprehensive utilization of resources, good functions and excellent quality, and increase the application proportion of green building materials in ultra-low energy consumption buildings. Support the transformation and upgrading of relevant enterprises, open up green channels for emerging building materials industry projects and enterprises related to green energy conservation, promote their rapid development and growth, accelerate the formation of emerging industrial clusters, and comprehensively enhance the scale of the city's green building materials industry. (7) Intensify technical training. Organize ultra-low energy building forum, promote technology and product exchange and innovation, and carry out ultra-low energy building related standards and professional knowledge learning and training. Set up training institutions for construction practitioners, cultivate a team of skilled workers for ultra-low energy consumption buildings, meet the needs of industry and engineering, and promote the sustainable development of ultra-low energy consumption buildings. Fourth, safeguard measures

(1) Coordinated promotion and implementation of the work. Strengthen the linkage of departments, gather joint efforts, and relevant departments vigorously support the development of the whole industry chain of ultra-low energy consumption buildings in accordance with their respective responsibilities. All counties and districts promote the development of local ultra-low energy building technology and industry in combination with local realities.

(2) Policy support to guide large-scale application. Strengthen policy support such as project approval, technology research and development, and industrial support, give play to the demonstration and leading role of award and subsidy funds, and give awards and subsidies to demonstration projects that meet the ultra-low energy consumption building standards. Newly built and rebuilt buildings that meet the standards of ultra-low energy consumption and pass the evaluation of near-zero energy building evaluation institutions will be given a maximum of 150 yuan/square meter award, and the maximum of a single project award will not exceed 4 million yuan. The study will include ultra-low energy consumption buildings in the scope of high-quality project support, increase the allocation node on the basis of pre-sale funds, and independently determine the average price of sales records for real estate projects that have been developed and identified as ultra-low energy consumption buildings, and publicize the "one room, one price".

(3) Actively docking, solid industrial investment. The investment of ultra-low energy building industry will be included in the city's key industrial investment plan, make full use of various "cloud" platforms, actively invite merchants with cooperation intentions to negotiate docking, promote the ultra-low energy building leading technology and industry to gather in Bengbu, organize the upstream and downstream supply and demand docking of the industrial chain for key areas and industrial layout, publicity and promotion activities.

(4) Strengthen publicity and improve social awareness. Carry out special publicity of ultra-low energy consumption buildings, carry out mass experience activities, make good use of new media, build a multi-channel and all-round publicity pattern, widely publicize the knowledge of ultra-low energy consumption buildings, and improve the awareness and recognition of the people on the ultra-low energy building industry.

(5) Compaction responsibility to promote orderly work. Strictly implement the relevant policies, strictly check the implementation of a series of policies such as planning implementation, special fund awards, building evaluation, and quality supervision, establish a contact mechanism with relevant enterprises, strengthen the territorial responsibility of departments, and promote the orderly development of ultra-low energy consumption buildings in the city.

5. Implementation period

This plan shall come into force on the date of issuance and shall be valid until December 31, 2024.
