Hebei: Vigorously develop passive ultra-low energy consumption buildings to help achieve peak carbon neutrality

Recently, the 2023 National Building Energy Efficiency and carbon Reduction work Promotion Conference was held in Hainan Province, where Beijing, Jiangsu, Hainan, Heilongjiang, Qingdao and other places shared typical work experience and practices of building energy efficiency and carbon reduction. Hebei Province actively implements the national carbon peak carbon neutral work deployment, in accordance with the relevant requirements of the Ministry of Housing and Urban-Rural Development, focusing on the implementation of China's carbon peak in 2030 and carbon neutrality before 2060, based on urban and rural construction of green development, vigorously promote passive ultra-low energy buildings (that is, near-zero energy buildings), after years of exploration and development, accumulated a lot of experience. Some results have been achieved.

We will strengthen policy support and strengthen planning and guidance

On January 1, 2019, the Regulations on Promoting Green Building Development of Hebei Province came into effect, providing a legal basis for the development of passive ultra-low energy buildings in the province. In 2020, Hebei Province continued to increase its efforts, and the provincial government issued the "Several Policies on Supporting the Development of passive Ultra-low Energy Building Industry" (hereinafter referred to as "Several Policies"), which clarified 29 measures in 8 aspects. The key points of the development of the passive ultra-low energy building industry in the province are issued every year, and the annual key work and development goals are clarified. Issued Several Measures to Strengthen the Quality Management of Passive Ultra-Low Energy Building Projects, comprehensively strengthened the supervision of the whole process of project construction and key links, and ensured the quality of projects. All municipalities in the province earnestly implement the provincial government's "several policies" and introduce corresponding policies suitable for local development, such as Shijiazhuang issued the "Notice on Several Policies to support the development of passive ultra-low energy consumption building Industry", taking the lead in policy breakthroughs to guide the development of passive ultra-low energy consumption buildings in the city. Baoding City issued the implementation Plan for Comprehensively Promoting the Development of passive ultra-low energy Consumption Building Industry, and accelerated the pace of promotion of passive ultra-low energy consumption buildings by reducing the proportion of pre-sale funds, adjusting the standard conditions for allocation, standardizing the accounting of ownership area and other active and effective means.

Hebei Province issued the "Hebei Province Passive ultra-low energy Building Industry Development Special Plan (2020-2025)" and the implementation plan, and vigorously promote the development of passive ultra-low energy buildings. All municipalities in the province have carefully prepared special plans for green buildings in the city, and the development of passive ultra-low energy consumption buildings has been included in the special plans, and the construction goals have been clearly defined by 2025, and some municipalities have looked forward to the construction goals to 2035. Among them, the cumulative construction goals of Shijiazhuang, Baoding and other cities by 2025 are much higher than the goals and tasks determined in the "Several Policies". Baoding City proposed that the land area of passive ultra-low energy consumption buildings should not be less than 20% of the total construction land area of the year. Zhangjiakou city proposed that by 2035, the passive ultra-low energy consumption building area accounted for 20% of the new building area.

Improve standards and norms to improve the industrial chain

In 2015, Hebei Province issued and implemented China's first local standard for passive ultra-low energy consumption buildings, "Energy saving Design Standards for passive ultra-low energy Residential Buildings." Later, with the continuous increase of demonstration projects and the continuous improvement of technical level, at present, Hebei Province has formulated and implemented five passive ultra-low energy consumption building standards covering the design, evaluation, construction and acceptance, energy saving testing and other links, forming a relatively perfect technical standard system and filling the gaps in relevant domestic standards. At the same time, Hebei has issued a special energy-saving structure atlas for passive ultra-low energy consumption buildings, providing strong support for large-scale development.

Hebei Province has formulated the Implementation Plan for Improving the stability and competitiveness of the industrial chain and supply chain of Passive Ultra-low Energy Building and the Catalogue of Technologies and Products to Encourage the Development of Passive Ultra-low Energy Building Industry in Hebei Province to guide the manufacturing industry to achieve technological innovation and product quality, complement the weak points of the industrial chain and innovation chain, and promote the healthy development of the manufacturing industry. Baoding Gaobeidian city plans to build a national building energy saving technology International innovation Park integrating intelligent manufacturing, R & D office, exhibition, experiment, training and accommodation. The project covers an area of 1 700 mu (1 mu ≈666.67 square meters), with a total investment of 6 billion yuan.

We will strengthen fiscal support for innovative financial services

Hebei Province arranges provincial special funds for air pollution prevention and control (building energy efficiency subsidies) to support the development of passive ultra-low energy consumption buildings, and uses special funds for industrial transformation and upgrading to give key support to industrialization and quality improvement and capacity expansion projects and public service platform projects. The newly recognized national and provincial enterprise technology centers will be given financial incentives. In addition, Gaobeidian City of Baoding has set up a passive ultra-low energy building industry development support fund of 500 million yuan to give financial support to key projects and enterprises.

Hebei Province issued and implemented the "Implementation Opinions on Promoting the Development of Green Finance in Hebei Province", included passive ultra-low energy consumption buildings in the scope of green finance support, and actively guided the province's banking and insurance financial institutions to fully implement support policies. The provincial banks focus on supporting the development of passive ultra-low energy building leading enterprises and chain enterprises, and have issued loans of 1.519 billion yuan to 45 upstream industrial chain enterprises. At the same time, they have invested 1.6 billion yuan in development loans to Gaobeidian real estate development enterprises to support the construction of passive ultra-low energy residential projects.

We will strengthen scientific and technological support and carry out policy publicity

Hebei Province has included "Research and development and application of key technologies for ultra-low energy consumption buildings" in the provincial livelihood science and technology special, focusing on supporting projects such as "development and demonstration of new high-performance ultra-low energy building external wall insulation materials" and "research and development of prefabricated ultra-low energy building technology system", and carrying out technical research on thermal performance improvement of thermal insulation materials and transformation and upgrading of construction methods. Relying on provincial universities, research institutions and advantageous enterprises to establish a scientific and technological innovation research and development platform, strengthen the basic research of passive ultra-low energy building industry, and enhance the innovation-driven source supply; Actively guide and encourage conditional colleges and universities to set up passive ultra-low energy building related majors, at present, a total of 21 colleges and universities in Hebei Province have opened relevant courses.

Hebei Province carried out the passive ultra-low energy building industry "ten one" publicity activities, through the compilation of knowledge questions and policy compilation, printing propaganda posters, open wechat public account, set up website columns, network broadcast and a series of thematic publicity activities, greatly improved the public awareness of passive ultra-low energy buildings. Among them, three webcast events will be held in Shijiazhuang, Baoding and Qinhuangdao City in 2020, attracting a total of 1.628 million online viewers. In 2021, the passive ultra-low energy building design standards and other network broadcast publicity, the province set up 14 sub-venues, more than 10,000 people watched the live broadcast.

Through the implementation of the above series of policies and measures, the development of passive ultra-low energy consumption buildings in Hebei Province has achieved remarkable results, and the first passive ultra-low energy consumption residential buildings and public buildings in China have been built. Published China's first passive ultra-low energy building design standards; Built the first large-scale passive ultra-low energy building complex Gaobeidian Train New City, with a total planned construction area of 1.2 million square meters. Passive ultra-low energy building projects in Hebei Province have achieved full coverage of districts and cities, and extended to counties. Up to now, the province has built a total of 9.88 million square meters of passive ultra-low energy consumption building area, and the construction scale ranks among the forefront of the country.
