Issued the first batch of carbon peak pilot list notice

Development and Reform Commission of provinces, autonomous regions, municipalities directly under the Central Government and cities separately listed under the Plan, Xinjiang Production and Construction Corps:

In order to implement the relevant deployment of The State Council's "Action Plan for Carbon Peaking before 2030" (GuOFa (2021) No. 23), in accordance with the work arrangement of the "National Carbon Peaking Pilot Construction Plan" (No. 1409, 2023), the relevant regional cities and parks are voluntarily declared, recommended by the provincial Development and Reform Commission, reviewed by the provincial people's government, and reviewed by the National Development and Reform Commission. 25 cities such as Zhangjiakou City and 10 parks such as Changzhi High-tech Industrial Development Zone are identified as the first batch of pilot cities and parks for carbon peaking, and are hereby announced, and the relevant matters are notified as follows:

First, the relevant regional development and reform commission should attach great importance to, carefully plan, and steadily promote, and organize and guide the relevant cities and parks to carry out the pilot construction of carbon peak. All pilot cities and parks should earnestly fulfill their main responsibilities, take the carbon peaking pilot project as a key point to promote the comprehensive green transformation of economic and social development in the region, plan key tasks, study and launch reform measures, and steadily advance major projects.

2. Each pilot city and park shall scientifically prepare the pilot implementation plan in accordance with the deployment requirements of the National Carbon Peaking Pilot Construction Plan and the Carbon Peaking Pilot Implementation Plan Preparation Guide, combining with its own actual conditions. Relevant regional development and reform commissions shall organize professional forces to give guidance and support to the preparation of implementation plans for pilot cities and parks.

The relevant regional development and reform Commission shall, after reviewing the implementation plan of the pilot cities and parks in the region, submit it to the National Development and Reform Commission (Department of Environmental Resources) before January 31, 2024. We will organize relevant parties to review each pilot implementation plan and give feedback on modifications.
