Liaoning Province "14th Five-Year Plan" building energy conservation and green building development plan


In order to promote green and low-carbon development in urban and rural construction, and help achieve carbon peak and carbon neutrality, According to the Implementation Plan for Carbon Peak in Urban and Rural Construction, the 14th Five-Year Plan for Building Energy Efficiency and Green Building Development of the Ministry of Housing and Urban-Rural Development, the 14th Five-Year Plan for National Economic and Social Development of Liaoning Province and the Outline of the 2035 Vision Goals, and the 14th Five-Year Plan for High-quality Development of Urban and Rural Construction of Liaoning Province, this plan is formulated in combination with the actual conditions of our province.


I. Planning background


 The completion targets of all work have met the requirements of the "13th Five-Year Plan".


1. Foundation for development


Green buildings continue to develop with high quality. Adhering to local regulations first, the Liaoning Green Building Regulations were promulgated and implemented in February 2019 to provide institutional support for the development of green buildings; Adhering to the "dual-core drive" of administrative means and incentive guidance, the "Implementation Opinions on Promoting Green Buildings in Liaoning Province" has been formulated to provide impetus for the development of green buildings through the establishment of target management assessment system, the implementation of responsibilities of various departments, and the formation of work forces. Adhering to the key efforts, it has formulated the Interim Measures for the Management of Green Building Construction Drawing Review and Completion Acceptance in Liaoning Province, compiled and issued a series of standards such as Liaoning Green Building Design Standards, Liaoning Green Building Construction Drawing Design Review Regulations, Green Building Construction Quality Acceptance Technical Regulations, etc. By grasping the key links of green building drawing review and acceptance, Ensure the quantity and quality of green buildings; Conscientiously carry out the work of star-rated green buildings, compile and publish the "Green Building Evaluation Standards", increase the proportion of star-rated green buildings, and obtain a total of 91 building projects with one-star green building logos, 18 two-star design logos, and 6 three-star design logos; Implement the green building creation action, jointly issued the Implementation Plan for the Green Building Creation Action in Liaoning Province, promote the large-scale development of ultra-low energy consumption buildings and low-carbon buildings, and encourage new buildings in qualified areas to gradually implement ultra-low energy building standards. During the "13th Five-Year Plan" period, the province completed a total of 120.34 million square meters of green buildings, and the proportion of new green buildings increased from 4.36% in 2016 to 66% in 2020.


Building energy efficiency standards continued to improve. New civil buildings in cities and towns fully implement the national mandatory energy conservation standards, compile a series of standards such as the "Energy Conservation Design Standards for Residential Buildings", and fully implement the design standards of 75% energy conservation for residential buildings and 65% energy conservation for public buildings from August 1, 2019, and the implementation rate of mandatory energy conservation standards for new urban buildings in the province has reached 100%. Strengthen research scheduling and supervision, check the implementation of building energy conservation laws, regulations and normative documents, and focus on inspecting the design and construction quality of building energy conservation projects; Implement energy-saving renovation of existing buildings with renovation value, clarify the annual target of energy-saving renovation of existing residential buildings and public buildings, and encourage the implementation of a contract energy management model for energy-saving renovation of existing public buildings; Combined with the renovation of old residential areas, the energy-saving renovation of existing buildings is included in the basic project of the renovation of old residential areas, and the energy-saving renovation area of existing buildings is 58.86 million square meters during the "13th Five-Year Plan" period.


Promote the application of renewable energy in buildings according to local conditions. Issue renewable energy promotion task indicators every year, decompose the implementation task indicators; Strengthen scientific and technological innovation, carry out research on building application of renewable energy technology such as "Research on Metal capillary mesh Combined with Air source Heat pump heating and Cooling System", formulate and improve the "ground source heat pump system engineering testing Technical Regulations", "sewage source heat pump system engineering Technical Regulations", "Air source Heat pump system engineering Technical Regulations" and other ground source heat pump standards; Carry out the investigation and research of ground source heat pump building application projects, contact technical institutions to provide technical guidance on the problems existing in local applications; According to local conditions to carry out renewable energy building applications, and actively promote industrial waste heat absorption heat pump building applications, "13th Five-Year" period, the province's renewable energy technology building application area reached 40.74 million square meters.


We will vigorously promote the application of green building materials. Clarify the annual development goals of green building materials, strengthen the supervision and management of materials applied in green buildings, prioritize the use of green building materials in new, renovated and expanded construction projects, take the lead in adopting green building materials in government-invested projects, and gradually increase the proportion of green building materials applied; Build demonstration projects for the application of green building materials, vigorously develop new green building materials, and organize and guide Dalian to apply for national government procurement to support green building materials and promote building quality improvement pilot cities; The green production evaluation mark of ready-mixed concrete and the evaluation mark of green building materials were carried out, and 9 ready-mixed concrete production enterprises obtained the green production evaluation mark, with a capacity of 11.4 million cubic meters.


2. Development situation


The "14th Five-Year Plan" period is the first five years to start a new journey to comprehensively build a modern socialist country, and is a key period to implement the goal of carbon peak by 2030 and carbon neutrality by 2060. Building energy efficiency and green building development face greater challenges, but also usher in important development opportunities.


People-centered development is an inevitable requirement. With the improvement of the level of economic and social development, the people's demand for a better life is getting higher and higher. Whether it is urban planning or urban construction, whether it is the construction of new urban areas or the reconstruction of old urban areas, it is necessary to adhere to the people-centered, focus on the needs of the people, rationally arrange production, living and ecological space, take the road of conformal, intensive and green high-quality development, and strive to create a good environment suitable for business, living, entertainment and tourism. We will continue to enhance the people's sense of gain, happiness and security.


Carbon peaking and carbon neutrality are new opportunities for development transformation.  Building carbon emissions are the focus of carbon emissions in the field of urban and rural construction. Improving building energy efficiency standards, implementing energy-saving renovation of existing buildings, optimizing building energy structure, and promoting building carbon emissions to peak as soon as possible will make positive contributions to the realization of carbon peak carbon neutrality in China.


High-quality development is the inevitable choice in the new era. Entering the stage of high-quality development is the basic feature of China's economic development in the new era, and green is the background color of high-quality development. The high-quality development of the green building industry is an inevitable choice to further integrate the five concepts of innovation, coordination, green, open and sharing in the field of urban and rural housing construction, implement the requirements of supply-side structural reform, gradually exit the extensive growth mode of scale and speed, change to the intensive growth of quality and benefit, and achieve the double improvement of quality and efficiency. Accelerating the development of green buildings, transforming construction methods, actively promoting green building materials, and promoting efficient and low-carbon management of building operations will greatly promote the green and high-quality development of urban and rural construction.


3. There are problems


During the "13th Five-Year Plan" period, our province has made breakthrough progress in building energy conservation and green building work, but there is still a certain gap with the specific requirements of urban and rural construction green development and the increasing demand of the people for building quality.


The quality of green building development needs to be further improved. During the "13th Five-Year Plan" period, our province achieved a breakthrough in the quantity of green buildings, but there are fewer high-star green building projects, green buildings exist "heavy quantity, light quality; Heavy design, light operation "phenomenon. Green building design quality is not high, innovation is not enough, construction quality needs to be improved.


Green building market development process is slow. Green buildings, green transformation of existing buildings, renewable energy applications, ultra-low energy consumption buildings and other work has not yet established a long-term promotion and application mechanism, although there is some financial support, but still insufficient, green finance and green building integration development is still in the exploration stage. The market mechanism system is not perfect, and the enthusiasm of the responsible parties is insufficient, resulting in the low proportion of green building operation signs, the small proportion of green building materials application, and the slow progress of energy-saving renovation of existing residential buildings. The market-oriented development of green buildings has a long way to go.


Second, general requirements


(1) Guiding ideology


 Based on the new development stage, implement the new development concept and integrate into the new development pattern, adhere to the people-centered approach, and take the goal of reaching the carbon peak by 2030 as the guide, promote the green and low-carbon transformation of urban and rural development, improve the quality of green building development, reduce the consumption of energy and resources in buildings, and constantly meet the people's needs for a better life. Promote the formation of harmonious coexistence between man and nature, suitable for living and working, green, circular and low-carbon housing in urban and rural development of a new situation.


(2) Basic principles


Adhere to people-oriented and green development. Adhere to the people-centered development concept, take the guarantee and construction of a healthy and livable living environment as an important requirement, and improve the green level of buildings and the efficiency of energy and resources utilization on the premise of meeting the people's requirements for comfort, health and functionality of buildings. The concept of green development will run through all aspects of urban and rural construction, establish a supervision system covering the whole process of green building construction, and constantly improve the level of green development in the province.


Adhere to systematic planning and overall implementation. Focusing on the goal of high-quality development of green buildings, overall planning of building energy conservation, green buildings, prefabricated buildings, green building materials and other work, formulate work objectives, clear work priorities, and promote the coordinated development of related work.


We will adopt policies in accordance with local conditions and on a classified basis. In light of our own realities such as the level of economic and social development and resource endowment, we will carry out carbon peaking work in urban and rural construction according to local conditions, encourage cities and counties where conditions permit to take the lead in achieving carbon peaking, distinguish between cities, villages, and various types of buildings and infrastructure, and implement precise policies.


We will pursue innovation-led and transformational development. We will intensify technological innovation, strengthen research, development and application of advanced and applicable green and low-carbon technologies, and accelerate the transformation of urban and rural development methods. Adhere to the two-wheel drive, the two-hand force, give full play to the role of government leadership and market mechanisms, and form an effective incentive and restraint mechanism.


3. Development goals


By 2025, new buildings in cities and towns will fully implement green building standards. China has comprehensively promoted the improvement of the quality and efficiency of green buildings, continued to expand the scale of green building construction, steadily improved the quality and efficiency of development, continued to mature the whole industrial chain of green buildings, widely used green building materials, and fully promoted green construction methods, higher quality urban and rural construction, better living environment, and constantly enhance people's sense of gain and happiness.


We will adhere to green development and establish a low-carbon concept, and basically establish a green and low-carbon development mechanism and policy system for urban and rural development. We will launch a carbon peaking campaign for urban and rural development. Positive progress has been made in the green and low-carbon transformation of construction methods, the level of building energy conservation has been continuously improved, the efficiency of building energy use has been steadily improved, the application of renewable energy has been more full, and the structure and mode of energy use have been more optimized. The renewable energy replacement rate of urban buildings reached 8%.


3. Key work


1. Promoting the sound development of green buildings


By 2025, new buildings in cities and towns will fully implement green building standards, and star-rated green buildings will account for more than 30%. From July 1, 2023, new government-invested public welfare buildings and large public buildings must all reach more than one star. Improve the whole process management of green buildings. We will continue to improve green building standards, strengthen green building planning and design management, strengthen the review of green building construction drawings, and standardize green building construction, supervision and publicity. Strengthen the inspection of construction materials, strengthen the management of completion acceptance, and promote the construction units to implement the acceptance of green buildings. Strengthen the operation and management of green buildings, carry out monitoring of building energy consumption, promote the renovation of existing civil buildings, and promote the evaluation of green building identification. We will promote the development of star-rated green buildings and increase the proportion of star-rated green buildings in new buildings. Establish a green building system of "prefabricated + ultra-low energy consumption + healthy building". From 2021 to 2023, there will be no less than 5 star-rated green building signs per year, and the national target requirements will be reached by 2025.


2. Improving energy efficiency in new buildings


Actively improve the energy efficiency of new buildings, and from April 1, 2022, new public buildings will fully implement the energy-saving design standard of 72% energy saving rate. Based on the energy conservation index requirements determined by the General Code for Building Energy Efficiency and Renewable Energy Utilization, the province has started to implement the "small step fast run" improvement plan for the energy efficiency of new civil buildings in our province, improve the mandatory energy conservation standards of new civil buildings in cities and towns by stage, type and climate zone, and focus on improving the energy saving performance requirements of key components such as building doors and Windows. Promote regional building thermal insulation system with strong adaptability, high fire rating and good thermal insulation performance. We will encourage government investment in public welfare buildings and large public buildings to raise energy efficiency standards.


3. Improving energy efficiency in existing residential buildings


In addition to illegal buildings and buildings that have been identified as dangerous and have no value for maintenance and preservation, the current buildings shall not be dismantled on a large scale or in pieces. We will strengthen the appraisal and evaluation of energy-saving renovation, draw up special plans for renovation, and upgrade all residential buildings that have the value and conditions for renovation. Combined with the winter clean heating work in northern China, we will continue to promote the improvement of energy efficiency on the user side of buildings, insulation of heating pipe networks and intelligent regulation and control. In combination with the renovation of old urban residential areas, building energy efficiency renovation is carried out, and an energy-saving, low-carbon and livable comprehensive transformation model is formed, which is coordinated with the renovation of public environment in residential areas, the renovation of aging facilities, and the upgrading of infrastructure and building use functions. Guide residents to purchase energy-efficient products when replacing parts and equipment such as doors and Windows, air conditioners, and wall-mounted furnaces.


(4) Promoting operation supervision and energy-saving renovation of existing public buildings


Strengthen the construction of the supervision system for the operation of public buildings, promote energy consumption statistics and energy auditing of public buildings, carry out trials of energy consumption publicity and information disclosure, and generally improve the level of energy-saving operation of public buildings. Promote the construction of provincial and municipal public building energy conservation supervision platforms, and strengthen real-time monitoring and analysis of building energy consumption. Formulate energy (electricity) quota indicators for public buildings, carry out building energy consumption comparison and energy efficiency evaluation, and gradually implement energy use management for public buildings. We will continue to promote the construction of key cities to improve the energy efficiency of public buildings, and strengthen the renovation of energy use systems and enclosure structures. We will support cities such as Shenyang and Dalian in taking the lead in applying for national key cities for improving the energy efficiency of public buildings, and carry out energy-saving renovation of public buildings through contract energy management and other modes. Promote the application of optimal control strategies for building facilities and equipment, improve the efficiency of heating and air conditioning systems and electrical systems, accelerate the popularization of LED lighting, and adopt elevator intelligent group control and other technologies to improve elevator energy efficiency. A system for the operation of public buildings shall be established to promote the regular operation and adaptation of energy-using equipment in public buildings to improve energy efficiency. The province carries out no less than 14 energy-saving renovation projects for existing public buildings every year.


5. Accelerating the optimization of building energy structures


Deepen the application of solar energy in buildings. Promote the application of building photovoltaic integration technology, vigorously promote the construction of distributed solar photovoltaic facilities on building roofs and courtyards, and specify in the project approval and land transfer conditions that new buildings should install solar energy systems. Promote the installation of solar photovoltaic systems on the roofs of existing buildings such as party and government organs, schools and hospitals. Actively promote the application of solar thermal systems in urban low-rise residential buildings, hotels, schools and other buildings with stable hot water demand. We will promote the use of geothermal energy, air thermal energy, and biomass energy to meet the energy needs of building heating, domestic hot water, and cooking. Promote the application of geothermal energy technology in buildings according to local conditions. Actively promote the application of air thermal heat pump technology in cold areas, and carry out ultra-low temperature air source heat pump technology and product application in cold areas. We will rationally develop biomass heating. By 2025, the renewable energy replacement rate of urban buildings will reach 8%, and the rooftop photovoltaic coverage rate of new public institution buildings and new factories will strive to reach 50%.


6. Promoting the application of green building materials


We will enhance the R&D and production capacity of green building materials. Guided by the needs of building energy conservation, green building and prefabricated building, with standardization, modeling, partization and integration as the core, we will develop the core technology of green building materials production and application. Increase research and development efforts, establish a scientific and technological achievements library, improve the industrial chain of prefabricated parts, explore the new model and new business form of "new building materials + Internet", and build a new system of industrial interconnection.


We will promote the application of green building materials. Promote the application of green building materials such as high-strength steel bars, high-performance concrete, high-performance masonry materials, and structural insulation integrated wallboards. Promote the fine development of new wall materials. Increase the proportion of green building materials, implement the green building materials evaluation and labeling system, and strengthen the supervision and management of green building materials. Encourage construction projects to give priority to the use of green building materials that have obtained green evaluation marks. Accelerate the evaluation, certification and promotion of green building materials, establish a green building materials credit mechanism, and promote product quality improvement. We will build a number of demonstration projects for the popularization and application of green building materials.


7. Promoting the industrialization of new buildings


Build a new industrial system for building industrialization. Promote standardized design, factory production, assembly construction, integrated decoration, information management, and intelligent application. We will vigorously develop prefabricated buildings, build high-quality green buildings, control the growth of building energy consumption and carbon emissions, and promote the realization of high-efficiency, high-quality, low-consumption and low-emission engineering construction.


Promote the assembly construction method. Encourage hospitals, schools and other public buildings to prioritize the use of steel structures. Promote the application of prefabricated concrete structures in affordable housing and commercial housing. Promote the application of prefabricated building parts in engineering construction, and promote the standardized and integrated production of parts.


We will carry out pilot demonstrations of prefabricated buildings. Promote the construction of prefabricated building industry alliances, bases and parks. We will give full play to the leading role of Shenyang and Dalian as state-level prefabricated building demonstration cities, drive the development of prefabricated buildings in small and medium-sized cities, and promote the construction of pilot demonstration projects. Carry out the creation of green construction demonstration projects.


8. Promoting green and low-carbon development in the region


We will promote green and low-carbon development in the region. Establish a regional green and low-carbon development indicator system and technical system, improve the relevant standards for green and low-carbon development, lead the green buildings in our province to expand from the safe and durable, healthy and comfortable, convenient life, resource saving and livable environment to the green, ecological, livable, low-carbon and intensive development of the region, and improve the comprehensive development level of green buildings. Carry out current status assessment and ecological background diagnosis in the development of new urban areas and urban renewal, prepare special plans for green buildings, put forward requirements such as star-level spatial layout of green buildings, green and low-carbon key technical indicators, and implement the whole process of construction and management, and build green ecological urban demonstration in combination with key areas. We will actively guide the construction of green industrial parks. We will promote coordinated development of building energy in different regions. Promote the interaction between building energy use and energy supply, transmission and distribution response, and improve the overall efficiency of building energy use chain. In the development and construction of new urban areas and functional areas, full consideration should be given to the surrounding energy supply conditions, renewable energy resources and building energy demand, and regional building energy system planning, design and construction should be carried out to determine the demand and supply, improve the comprehensive utilization efficiency of energy and the return on investment of energy infrastructure. Explore and carry out the pilot of power demand response involving the whole group of buildings, actively participate in power peak load and valley filling, cultivate a new model of smart energy use, and realize the smart response of building energy use and power supply. Jointly with energy, power grid and other departments to carry out the applicability of regional centralized cooling research, formulate relevant technical guidelines, scientific development of regional centralized cooling.


We will promote green city development. We will study and formulate an implementation plan for the construction of green and low-carbon cities, and define the development goals and main tasks of green and low-carbon cities. To achieve the full coverage of green building planning in provinces, cities and counties, promote the large-scale development of high-star green buildings, promote the implementation of projects such as ultra-low energy consumption buildings, zero-carbon buildings, energy conservation and green transformation of existing buildings, renewable energy building application, prefabricated buildings, and regional building energy efficiency improvement, and comprehensively improve building energy efficiency and green building development level. Improve the level of resource utilization of construction waste in the province, and achieve a comprehensive utilization rate of construction waste of 60% by 2025. By 2023, Shenyang, Chaoyang and Shenfu reform demonstration zones will start construction waste resource utilization projects.


9. Highlighting the leadership of scientific and technological innovation


We will give full play to the leading role of science and technology in development. Focus on the forefront of the industry, and jointly promote technological innovation and development. We will accelerate the establishment of a technological innovation system with enterprises as the main body, the market as the guide, and the integration of industry, university, research and application, build a platform for collaborative innovation, and accelerate the industrial transformation of scientific research and innovation results. Compile and publish the 14th Five-Year green building key technology promotion catalog and product catalog, and actively cultivate and guide the healthy development of the green building industry market.


We will strengthen industrial technological innovation. Support technological innovation across the industrial chain, organize technological research in key areas such as new materials, parts production, quality testing, and intelligent construction technology, and accelerate the formation of a number of core technologies and product systems with independent intellectual property rights. Strengthen the integration of information technology, improve the level of building digitalization, accelerate the promotion of the application of building information model (BIM) in new projects, and guide the integrated application mode of design, construction, operation and maintenance. Explore the establishment of three-dimensional digital city information model (CIM), optimize the urban smart energy management service system covering fixed information such as geographic information and housing construction and dynamic information such as population and energy consumption, optimize the urban operation management strategy, and improve the level of urban green and low-carbon operation management. Promote the integration of BIM technology and urban information modeling (CIM), accelerate the application of modern information technologies such as big data, the Internet of Things, and cloud computing, and encourage the development of intelligent technologies such as construction robots.


Fourth, safeguard measures


1. Strengthen organizational leadership


Under the unified leadership of the provincial Party Committee and the provincial government, the province will coordinate the work related to building energy efficiency and green buildings, strengthen the work cooperation of various functional units, clarify the work objectives, and strengthen the promotion measures. The provincial Department of Housing and Urban-Rural Development will cooperate closely with relevant departments to form a working force and jointly promote the green development of housing urban and rural construction. Local housing and urban and rural construction departments at all levels should strengthen organizational leadership, rely on the regional building energy efficiency and green building management agencies, strengthen supervision and management, promote the implementation of various work, in light of the actual situation, formulate and implement the regional building energy efficiency and green building development related plans.


2. Improve assessment and evaluation


Strictly implement the "Liaoning Green Building Regulations", carry out relevant supporting policy research, and further improve the supporting policies to promote building energy efficiency and green building development. We will carry out inspections on the enforcement of green building regulations, strengthen law enforcement, and ensure that green building laws and regulations are fully implemented. The Provincial Department of Housing and Urban-Rural Development, together with relevant departments, will strengthen the guidance and supervision of the implementation of this regulation, and incorporate the completion of relevant work into the provincial government's assessment and evaluation of the responsibility of local municipal governments for energy conservation goals. The municipal housing and urban and rural construction departments shall, together with relevant departments, evaluate the development effects of green buildings, building energy efficiency, and prefabricated buildings in the region, sort out the relevant progress in a timely manner, form an annual report, and submit it to the provincial Housing and urban and rural construction Department before the end of each year. The regions that fail to implement the target responsibility and lag behind the implementation schedule will be notified and criticized, and the regions that exceed the target will be praised and commended.


3. Implementing incentive policies


Strengthen communication and exchanges with finance, development and reform departments, and jointly issue incentive policies to promote the development of the green building industry. To carry out the construction of provincial-level pilot cities for green development of urban and rural construction, the provincial finance will provide support through existing funding channels in the form of awards instead of subsidies for the construction of major projects in pilot cities and the research and development demonstration application of key common technologies. We will guide financial institutions to increase investment and financing for green and low-carbon construction projects. Support qualified enterprises to issue green bonds and go public for financing; Encourage insurance institutions to diversify green insurance types and increase the supply of insurance types in the construction industry. We will explore pilot projects to trade carbon emission rights in urban and rural construction, and use market mechanisms to encourage energy conservation and emission reduction in the building sector.


4. Strengthen oversight and management


Actively implement the reform requirements of "discharge management service", and establish and improve the high-quality development policy system of green buildings with "government as the leading and market as the main body". We will further strengthen the review of the green design of civil buildings, and improve the closed supervision measures for the whole process of green building planning, design, construction, inspection, and operation management. Strengthen the management of green building identification, establish a system for reporting the operation data of green building identification projects, and strengthen the operation management of green buildings. We will improve the system of itemized measurement, testing and evaluation of energy consumption in key buildings, and gradually establish a management system of energy consumption quotas for public buildings.


(5) Conducting publicity and training


Combined with activities such as "Science and Technology Activity Week" and "Energy Conservation Publicity Week", the use of radio, television, Internet and other media, to establish a three-dimensional publicity system, widely publicize building energy efficiency, green buildings, prefabricated buildings, green building materials and other laws, regulations and policies and measures, improve the people's understanding of green buildings, and consolidate the mass foundation for the high-quality development of green buildings. Strengthen the training of relevant regulations, policies and technical standards, and improve the ability level of administrative personnel and technical personnel. We will strengthen the construction of relevant disciplines in institutions of higher learning and train professional and technical personnel.
