1. Background and basis of policy formulation

In December 2022, our city organized the application of Anhui Province 2023 ultra-low energy building application pilot city, successfully approved in February 2023, and issued the "Notice on issuing 2023 Green building and construction industry Modernization with awards in lieu of funds" (Wan Caijian (2023) No. 86), According to the "Bengbu Ultra-low Energy consumption/photoelectric building Development Special Plan (2020-2035)" and the implementation of April 7, 2024, "Residential building energy saving design Standard" DB34/T 1466-2023, "Public building energy Saving Design Standard" DB34/T 5076-2023 two Anhui provincial standards, After the implementation of the standard, the energy-saving standard of civil buildings will reach 75%.

In order to do a good job in the provincial ultra-low energy pilot cities, the Municipal Housing and Construction Bureau led the drafting of the "Bengbu ultra-low energy Pilot City Construction Implementation Plan" (draft for comments) (hereinafter referred to as the "Implementation Plan").

Second, the significance of the formulation and overall consideration

Ultra-low energy consumption buildings mainly through optimizing building design, reduce energy consumption from the source, continue to improve building quality by improving building insulation performance, setting efficient mechanical and electrical equipment and solar photovoltaic and other measures, to create ultra-low energy pilot city as an opportunity, focus on demonstration projects to lead, and gradually promote the city's building quality improvement.

Combined with the special planning of our city, mainly civil buildings in urban areas, small-scale and gradual pilot application and promotion of ultra-low energy consumption buildings, and by the end of 2024, a number of ultra-low energy consumption pilot projects will be gradually formed.

Third, the research and drafting process

(1) Draft the first draft

In March 2023, the bureau fully started the work, commissioned the Anhui Academy of Architectural Sciences as a third-party professional service institution in the ultra-low energy pilot city, after mapping and combing, the draft was formed on July 10, 2023, and solicited the opinions of relevant departments for modification and improvement. On August 23, the opinions of relevant departments and the people's governments of counties and districts (administrative committees) were again solicited in writing, and the preliminary draft of the document was formed after modification and improvement.

(2) Soliciting opinions

On July 10 and August 23, 2023, the Bureau twice solicited in writing the opinions of 19 units and industry associations, including the Municipal Development and Reform Commission, the Municipal Education Bureau, the Municipal Science and Technology Bureau, the Municipal Finance Bureau, the Municipal Health and Health Commission, the Municipal Economy and Information Bureau, the Municipal Natural Resources Planning Bureau, the Municipal Human Resources and Social Security Bureau, the Municipal Sports and Tourism Bureau, the Municipal Transportation Bureau, and the county and district people's governments (administrative committees). On October 8, the government website publicly solicited public opinions, and no feedback was received after the expiration of the solicitation period (1 month). The Municipal Bureau of Education, the Municipal Bureau of Science and Technology and other 16 units and industry associations have no opinions, the municipal Development and Reform Commission, the municipal Bureau of Finance, the municipal Bureau of Natural resources and planning three units have put forward specific opinions, and the relevant opinions have been coordinated.

(3) Legality review and fair competition review.

On October 27, 2023, it passed the legality review of the Municipal Bureau of Justice (Bangsi Letter (2023) No. 196), and put forward 1 proposal on the content of the document, and it has reached consensus. On October 31, 2023, it passed the review of fair competition by the Municipal Market Supervision Administration (Mushui City Supervision and Inspection Word (2023) No. 44), and put forward two suggestions on the content of the document, which have been adopted and amended.

(4) Issuance and implementation.

On December 6, 2023, Bengbu City People's Government Office issued the Implementation Plan of Bengbu City to Promote the Pilot City Construction of Ultra-low Energy Consumption Buildings.

Fourth, overall objectives

In Bengbu city, mainly civil buildings in the urban area, gradually carry out the pilot application and promotion of ultra-low energy consumption buildings, and by the end of 2024, a number of ultra-low energy consumption pilot projects will be formed to complete the relevant tasks of provincial pilot cities.

V. Main contents

The Implementation Plan is divided into five parts: guiding ideology, overall objectives, key work, safeguard measures and implementation period.

(1) Defined the scope of key implementation. New buildings are public buildings such as office buildings, schools, hospitals and other public buildings invested by government or state-owned funds, and kindergartens, libraries, scientific research buildings, medical technology buildings and other individual buildings with appropriate building volumes are selected to carry out ultra-low energy consumption and near-zero energy consumption buildings to carry out demonstration pilots. Encourage market development projects to improve the quality of housing, and carry out trials of ultra-low energy consumption buildings in accordance with a certain proportion. Existing buildings combined with energy-saving renovation, mainly government offices and schools, hospitals, cultural and sports venues and other government-invested existing public building renovation projects, to achieve ultra-low energy consumption building standards.

(2) Clear the direction of technology promotion. Increase the promotion of energy-saving technologies closely related to the construction field in the city's five industrial clusters, and strive to enhance the research and development, testing and experimental capabilities in the field of ultra-low energy consumption buildings, and cultivate the production enterprises of ultra-low energy building supporting facilities. Local relevant enterprises are encouraged to develop new products for ultra-low energy consumption buildings, lay out new industries, and expand new services. Encourage research institutes and enterprises inside and outside the province to carry out technological innovation and technology introduction, improve the city's ultra-low energy building products research and development, manufacturing and service capabilities. Promote new green energy-saving building materials with high energy conservation and environmental protection, high comprehensive utilization of resources, good functions and excellent quality, and increase the application proportion of green energy-saving building materials in ultra-low energy consumption buildings.

(3) Standardized the management of the use of prize and subsidy funds. Regulate the use and management of provincial award and subsidy funds, give full play to the benefits of fund use, support enterprises and social groups to participate in the field of ultra-low energy building related research, technology research and development and product application, and promote the city's ultra-low energy building related industries to achieve new development.

6. Innovative measures

Give full play to the incentive role of the award and subsidy funds, and give funds and subsidies to demonstration projects that meet the ultra-low energy consumption building standards. Newly built or rebuilt buildings that meet the standards of ultra-low energy consumption and obtain ultra-low energy design certification will be given a bonus of 150 yuan/square meter, and the upper limit of a single project is 2 million yuan; Ultra-low energy consumption building real estate projects with reference to the construction of high-quality projects to support, on the basis of pre-sale funds allocated node to increase the allocation node, the development of high-quality housing is identified as ultra-low energy consumption building real estate projects, can independently determine the average price of sales records, "one house one price" for publicity.

Safeguard measures and next steps

In order to ensure the smooth implementation of the implementation plan of Bengbu City to promote the construction of pilot cities of ultra-low energy consumption buildings, the Bureau issued the drafting of the supporting documents of the "Management Measures for the Use of Ultra-low Energy Pilot Cities Award and Subsidy Funds" at the same time, and started the collection of demonstration projects and research topics to promote the orderly development of the construction of pilot cities of ultra-low energy buildings.
