On December 21, the newly formulated "Regulations on the Management of Green Buildings and Building Energy Efficiency in Guangzhou" (hereinafter referred to as the "Regulations") was reviewed and adopted by the executive meeting of the Guangzhou Municipal Government. The new regulations improve the green development requirements of new buildings, focus on solving the problem of mismatch between credit investment and green building identification time, stimulate the enthusiasm of market players, and help Guangzhou take the lead in achieving carbon peak and carbon neutrality in the construction sector.

Since the 18th National Congress of the CPC, the CPC Central Committee and The State Council have attached great importance to the construction of ecological civilization and environmental protection, requiring the implementation of carbon peak and carbon neutral actions in the construction sector to promote the green development of urban and rural construction. The construction field is the focus of the "double carbon" work, and legislation should be improved to promote the control of the total amount and intensity of energy consumption, optimize the energy structure, improve building energy efficiency, and reduce carbon emissions.


In 2021, the newly issued "Guangdong Green Building Regulations" was officially implemented, and Guangzhou was listed as a pilot city for business environment innovation, and the new situation put forward new requirements for green buildings and building energy efficiency management. The Municipal Housing and Construction Bureau said that the original regulations of the Municipal government "Regulations on the Management of Green Buildings and building energy Efficiency in Guangzhou" have been implemented for more than 10 years since 2013, and in order to meet the needs of development, it is necessary to sum up experience and adjust the relevant legislative content according to the upper Law and current policies.


"Regulations" on the basis of old and new, combined with the actual development of Guangzhou, problem-oriented to solve the development constraints, the goal is to improve the quality of green buildings, improve the energy efficiency of existing buildings, promote new green construction methods, and help Guangzhou take the lead in achieving carbon peak and carbon neutrality in the construction field.

1, new buildings, urban renewal two-pronged "green"


What are the highlights of the Regulations? The relevant person in charge of the Municipal Housing and Construction Bureau introduced that the "Regulations" start from the two main aspects of new construction and urban renewal, and especially improve the requirements for public buildings to enhance the level of urban green development.


The new regulation further refines the provisions of the "Green Building Regulations of Guangdong Province" to improve the green development requirements of new buildings: It stipulates that large public buildings shall be constructed in accordance with the green building standard of more than two stars, office buildings of state organs and other public buildings invested by state-owned funds shall be constructed in accordance with the green building standard of more than one star, and public buildings with government investment and government investment shall be constructed in accordance with the energy-saving standard of no less than ultra-low energy consumption buildings. At the same time, it is stipulated that when urban renewal and old urban districts use financial funds to transform, green transformation should be implemented simultaneously, requiring all districts to create green ecological urban areas.


2, credit input and green building identification time is no longer mismatched


Green building identification must be carried out after the completion of the project, and the bank is difficult to include it in the scope of green financial support before the project gets the green certification due to compliance considerations, and there is dislocation between each other.


To this end, Guangzhou improved the management mechanism and proposed to carry out pre-evaluation of the grade of star-rated green buildings combined with the commitment system. It is clear that the construction unit or the owner unit can apply to the corresponding competent authorities for pre-evaluation of the green building grade after the examination of the building construction drawings, and make corresponding identification according to the commitment after completion, and ensure that the construction project is constructed in accordance with the building evaluation standards in the form of the active action of the competent authorities and the commitment of the construction unit. The problem of mismatching of credit input and green building identification time has been solved. The Regulations improve the relevant system of building put into use, stipulating that green building and building technical data should be handed over to the building owner, the user of the use right or the property service person before the project is put into use, requiring the establishment and improvement of building energy consumption monitoring, energy consumption statistics and other systems to strengthen the protection of building green performance.


3. Encourage the application of green energy-saving technologies and materials


Guangzhou is hot in summer and warm in winter, and the air conditioning season is long. How to promote appropriate technology and promote the green upgrading of the building industry? The "Provisions" clearly encourage the promotion and application of air conditioning energy-saving technology to effectively control and reduce building energy consumption, and fully reflect local characteristics.


In terms of promoting the application of green building materials, it is stipulated that government-invested buildings should use green building materials to promote the green and low-carbon development of the whole construction industry chain. In addition, strengthen planning guidance, requiring the construction land planning conditions, the state-owned construction land use right transfer contract or state-owned land allocation decision, and the construction project planning license to specify the prefabricated building requirements, in order to better promote the development of new building industrialization.


Guangzhou experience


1, improve the top-level design issued the city's special planning and implementation plan


In 2022, Guangzhou took the lead in the province to issue the "Guangzhou Green Building Development Special Plan (2021-2035)", focusing on the industrialization, digitalization and green transformation of the city's construction industry, promoting the high-quality development of green buildings in an all-round way, and making every effort to build a people-oriented green city with Lingnan characteristics. The plan defines the medium and long-term development goals, key development areas, technical routes and safeguard measures of green buildings in Guangzhou, and formulates 11 development indicators, including the proportion of urban green buildings in the newly started buildings of the year, the proportion of high-star green buildings in the newly started buildings of the year, and the creation of green ecological (low-carbon) urban areas.

In the same year, the Guangzhou Municipal Housing and Construction Bureau jointly issued the Implementation Plan for the High-quality Development of Green Buildings in Guangzhou (2022-2024) with 11 departments, which concretized the high-quality development actions and implemented them into 17 specific tasks, strengthened the linkage of various functional departments, and ensured the realization of high-quality development goals.


In 2023, the Municipal Bureau of Housing and Construction prepared and issued the "Technical Guidelines for the Construction of Green and Low-carbon Urban Areas in Guangzhou (Trial)" to guide the planning and construction of key urban functional areas in accordance with the concept of green and low-carbon. With the improvement of top-level design, Guangzhou has gradually formed green building development experience and urban model with Lingnan characteristics.


2, "Fourteen five" new civil buildings to achieve full coverage of green


According to the Municipal Bureau of Housing and Construction, since the "14th Five-Year Plan", new civil buildings in Guangzhou have achieved full coverage of green, and high-star green buildings account for more than 50%. During the period, a number of high-quality benchmarking projects emerged: three projects, including the second terminal of Baiyun Airport, won the National Green Building Innovation Award, and Guangzhou Taikoo Hui won the LEED Platinum certification in the operation stage twice in five years.

Baiyun Airport is one of the three major international hub airports in China. The second terminal makes full use of the natural conditions, optimizes the landscape design, and improves the regional thermal microenvironment by reducing air conditioning and adopting permeable ground and other technical measures. At the same time, the project integrated the use of outdoor shading system, high light transmission energy-saving glass and solar photovoltaic power generation system and other technical measures to reduce building energy consumption, improve space comfort, has won the green building design and operation of the three-star mark.


For new projects, Guangzhou vigorously promotes the construction of ultra-low energy consumption buildings, the city's ultra-low energy consumption, near zero energy consumption buildings, the total area is expected to reach 368,800 square meters. Not only has the green level of individual buildings been improved, Guangzhou has also created a number of green and low-carbon pilot demonstration urban areas, and the city has won three national green ecological urban identifiers. The Sino-Singapore Guangzhou Knowledge City South Starting Area project won the first three-star double mark for green ecological urban design and management in South China, and the Nansha Mingzhu Bay Lingshan Island Area and Pazhou West Internet Cluster Area won the 7th C21 "International Sustainable Urban Development Solution Award".


3, the existing building energy-saving transformation, more than 4 years can "return"


In terms of energy-saving renovation of existing buildings, Guangzhou has formulated the Special Plan for the Development of Green Buildings in Guangzhou (2021-2035), which determines the near, medium and long-term goals of energy-saving green transformation of existing buildings in the city and subdivides them into various districts. As of June 2023, the total area of energy-saving renovation of existing buildings in the city has reached 2,268,800 square meters. Among them, the energy-saving renovation projects of Guangzhou Development Center Building and White Swan Hotel apply a number of energy-saving technologies according to local conditions, focus on solving key energy-consuming parts, and become a model of green transformation of existing buildings.

The project focuses on solving the key parts of the hotel that consume the most energy: Air conditioning, boiler, hot water, etc., the "White Swan" will be rebuilt into a platinum five-star hotel boutique that meets the national two-star standard for green buildings, achieving a building energy saving rate of 65%, energy cost reduction of 40%-50%, comprehensive energy saving rate per unit area of 23.28%, and annual energy saving cost of 13.6 million yuan after completion. The recovery period of reconstruction cost is about 4.26 years.
