In order to further improve the level of building energy conservation during the "14th Five-Year Plan" period in our province and promote the high-quality development of green buildings, according to the "Ministry of Housing and Urban-Rural Development on the issuance of the" 14th Five-Year Plan "building energy conservation and green building development planning Notice" "Henan Carbon peak Implementation Plan" and other documents, combined with the actual situation of our province, the development of this plan.


First, the development environment


1. Foundation for development


 We will lay a solid foundation for the high-quality development of housing and urban and rural construction. Over the past five years, the province has strictly implemented building energy efficiency standards for new buildings, built more than 900,000 square meters of ultra-low energy consumption buildings, completed energy-saving renovation of existing buildings of more than 81 million square meters, started prefabricated building area of more than 30 million square meters, and the renewable energy replacement rate of urban buildings has reached 6%. By the end of 2020, the province's new green buildings in cities and towns accounted for 58% of the new construction area, and the cumulative implementation of green building area exceeded 150 million square meters, and the province obtained a total of more than 62 million square meters of green building evaluation identification area during the "13th Five-Year Plan" period.


Improve building energy efficiency. Energy-saving standards are strictly implemented in all new buildings in the province. In 2018, the Ministry of Housing and Urban-Rural Development of ultra-low energy building technical exchange meeting was held in Xinxiang. The country took the lead in compiling a series of standards such as technical guidelines for improving energy efficiency of existing rural housing buildings, innovatively implementing energy-saving renovation of rural housing, promoting the "Hebi model" of clean heating across the country, and carrying out pilot demonstrations of low-energy and ultra-low-energy buildings in 10 pilot cities, achieving straight A's in the national assessment and ranking the first square array for three consecutive years.


Develop green buildings. Since the "13th Five-Year Plan", our province requires government investment projects, affordable housing and large public buildings to implement green construction standards, through the construction drawing stage strictly check, strengthen closed management, the province's new construction implementation of green building standards from 30% in 2016 to 58% in 2020, to achieve the annual increase of 5% target.


Promote prefabricated buildings. It issued the Implementation Opinions on Vigorously developing prefabricated Buildings, the Notice of Henan Province on Accelerating the Implementation of Policies Supporting Vigorously Developing prefabricated Buildings, and other documents, and formulated more than 10 standards such as the Evaluation Standards for prefabricated Buildings in Henan Province, Technical Regulations for Assembling monolithic Concrete Structures, and Technical Regulations for the production and acceptance of prefabricated concrete components. Prefabricated buildings have become one of the classroom teaching contents of colleges and vocational colleges in Henan Province. Thirteen enterprises such as Zhengzhou City, Xinxiang City and China Construction Seventh Bureau were approved as "National prefabricated building Demonstration City" and "National prefabricated building Industrial Base" respectively.


We will strengthen scientific and technological innovation. It has cultivated 14 provincial technology research centers and 4 construction industrial technology innovation strategic alliances, and organized the construction of more than 250 scientific and technological research projects, of which a number of outstanding achievements such as "Green low-energy key technology research and integration demonstration" have won more than 10 provincial science and Technology Progress awards and 4 Huaxia Construction science and Technology Awards.


2. Development situation


The "14th Five-Year Plan" period is the first five years of a new journey to comprehensively build a modern socialist country, and the development of building energy conservation and green buildings is facing greater challenges, but also ushered in important development opportunities. The province's housing urban and rural construction system should be based on the new stage, practice new concepts, integrate into the new pattern, and further promote building energy conservation and green building work, providing strong support for writing a more colorful chapter in the Central Plains in the new era.


New requirements to achieve the "double carbon" goal. The "14th Five-Year Plan" period is the key period and window period for our province to achieve the goal of carbon peak, urban and rural construction is one of the key industries of carbon peak work, and promoting energy saving and carbon reduction in urban and rural construction is an inevitable requirement to achieve the goal of "double carbon". The province further promotes the development of building energy conservation and green buildings, and optimizes the energy structure of buildings, which is the only way to achieve the peak of carbon in urban and rural construction.


New opportunities for green development in urban and rural construction. The 14th Five-Year Plan is an important period of strategic opportunities to promote high-quality development in urban and rural construction. By accelerating the construction of green buildings, changing the construction method, actively promoting green building materials, promoting the low-carbon operation and management of buildings, and realizing the green and low-carbon development of the whole life cycle of buildings, it will greatly promote the green development of urban and rural construction.


New impetus to create a better life. With the improvement of the level of economic and social development, the people's demand for a better living environment is getting higher and higher. By promoting the development of building energy efficiency and green buildings, while saving energy consumption and reducing carbon emissions, it provides a safer and more durable, healthy and comfortable, functional and convenient living and working environment, and continuously enhances people's sense of gain, happiness and security.


Second, general requirements


(1) Guiding ideology


 Lay a solid foundation for achieving the target of carbon peak in urban and rural construction of our province on schedule.


(2) Basic principles


Green, low carbon, harmonious coexistence. Adhere to the concept of harmonious coexistence between man and nature, build high-quality green buildings, improve the safety, health, livable, convenient and economical performance of buildings, create a green atmosphere, and meet the needs of the people for the continuous improvement of building comfort.


Reduce carbon emissions, focus on peak. Focus on the goal of carbon peak in urban and rural construction, improve the level of building energy efficiency, optimize the energy structure of buildings, reasonably control the total energy consumption and carbon emissions in the construction sector, and build a low-carbon development pattern in urban and rural construction in the province.


Adapt to local conditions and develop in concert. According to the requirements and tasks of building energy efficiency and green building development, overall consideration of the two major climate zones, combined with the actual urban and rural areas, taking into account new buildings and existing buildings, strengthening the top-level design, strengthening the result control, and continuously promoting building energy efficiency and green building work.


Government-led, market-driven. Adhere to the two-wheel drive of the government and the market, increase the guidance of policies such as planning, standards and finance, encourage the participation of market players, regulate the behavior of market players, give full play to the role of policy systems and market mechanisms, and improve the incentive and restraint mechanisms for building energy conservation and green buildings.


Leading by science and technology, strengthening innovation. Focus on building energy conservation and green building development needs, strengthen the supporting role of scientific and technological innovation, strengthen technological research, strengthen core technology research, accelerate the transformation of scientific and technological achievements, promote the application of scientific and technological achievements, and help the development of building energy conservation and green building in our province.


3. Development goals


By 2025, the concept of green development in the province's urban and rural construction system will be deeply rooted in the hearts of the people, a new pattern of green development in urban and rural construction will initially take shape, new buildings in cities and towns will be fully completed as green buildings, building energy utilization efficiency will steadily improve, building energy use structure will gradually optimize, energy-saving renovation of existing buildings will continue to advance, and the industrialization level of new buildings will steadily improve. The proportion of prefabricated buildings and the proportion of green building materials are further increased, the green, low-carbon and circular construction and development mode is basically formed, and the green building market environment with consumers as the main body is basically formed, laying a solid foundation for the province to reach the peak of carbon in urban and rural construction before 2030.

3. Key tasks


1. Promoting energy conservation and consumption reduction in buildings


1. Improve the energy efficiency of new buildings. With the energy conservation index requirements determined by the General Code for Building Energy Efficiency and Renewable Energy Utilization as the bottom line, the energy efficiency improvement plan for new civil buildings in our province has been implemented, and the energy efficiency standards for new civil buildings in cities and towns have been improved. New buildings strictly implement the mandatory standards for building energy conservation, further strengthen the supervision of energy conservation in new buildings, strengthen the review of design plan planning and construction drawings, accelerate the revision of building energy conservation standards in our province, improve the bottom line requirements for energy conservation in new buildings, and focus on improving the energy saving performance requirements of key components such as building doors and Windows. Promote regional building thermal insulation systems with strong adaptability, high fire rating and good thermal insulation performance to reduce building energy consumption and improve building energy efficiency.


2. Develop low-carbon buildings. In accordance with the principle of "passive priority, active optimization, local conditions, and economic application", we will make full use of regional green building materials and passive building technology to promote the development of low-carbon buildings. In conjunction with the construction of pilot cities for clean heating in winter in northern China, demonstration of low-carbon buildings will be carried out, zero-carbon buildings and near-zero-energy buildings will be encouraged, pilot construction of low-carbon buildings will be encouraged to focus on government investment projects and large public buildings, and the construction of low-carbon buildings will be promoted.


2. Improving the quality of green buildings


Implement the Regulations on Green Buildings of Henan Province, clarify the main responsibilities of all parties, strengthen supervision and implementation, and vigorously develop high-quality green buildings.


1. Comprehensively improve the implementation of green buildings. We will promote good housing, raise housing construction standards, and design and build green, healthy and smart houses for the people. New civil buildings in the urban planning area shall be constructed in full accordance with green building standards (except for self-built residential buildings by farmers), and large public buildings and office buildings of state organs and residential communities of more than 100,000 square meters shall be constructed in accordance with green building standards of more than one star. Local housing and urban and rural construction departments should organize the preparation of special plans for the development of green buildings, put forward key development goals such as star-rated green buildings, prefabricated buildings and ultra-low energy consumption buildings, and can put forward higher star-rated green building construction requirements in combination with the actual situation.


2. Standardize the management of green building signs. The implementation of "unified standards, unified systems, unified think tanks" to ensure the efficiency of green building evaluation standards. According to the national identification standards and logo patterns, carry out the identification work of one-star and two-star green building signs, and actively recommend the three-star green building signs project. Strengthen the management of green building signs, and rectify or directly revoke the signs of projects such as fraud and substandard main performance within a time limit.


3. Improve operation and management of green buildings. Improve the green building operation management system, improve the operation efficiency of green building facilities and equipment, and incorporate the daily operation requirements of green buildings into the property management content. Carry out star-rated green building operation evaluation, gradually establish a green building user evaluation and feedback mechanism, and improve the level of operation management.


3. Promoting green transformation of existing buildings


1. Green transformation of existing residential buildings. In combination with urban renewal, clean heating in northern China, renovation of old urban communities, and construction of sponge cities, we will continue to promote the energy-saving and green transformation of existing residential buildings. In the clean heating work, actively carry out energy-saving renovation of existing residential buildings, improve the thermal performance of building enclosures, and improve indoor living comfort. In the renovation of old urban residential areas, we should strengthen energy conservation renovation work, and form a comprehensive transformation model that is coordinated with the environment of the residential area, infrastructure, use functions and building energy conservation. Strengthen the appraisal and evaluation of energy-saving renovation, and make full changes to residential buildings that have the value and conditions for renovation, and constantly improve the quality of existing residential buildings.


2. Green transformation of existing public buildings. We will support state office buildings, schools and hospitals in carrying out energy-saving renovations in public buildings in conjunction with the renovation of their envelope structures and the upgrading of their energy use systems. Strengthen public building energy consumption monitoring and data statistics, carry out building energy consumption comparison and energy efficiency evaluation, gradually implement energy consumption quota management, continue to promote the construction of key cities to improve the energy efficiency of public buildings, promote contract energy management, and explore market-oriented energy-saving renovation models for existing buildings.


4. Optimizing the energy structure of buildings


1. Promote the application of renewable energy in buildings. Encourage the standardized and large-scale application of renewable energy in the construction sector, and improve the comprehensive utilization of renewable energy such as solar energy, geothermal energy, biomass energy and air energy. The renewable energy utilization facilities and the main building project are designed, constructed and accepted simultaneously.


Actively promote the application of solar energy in buildings. Combined with regional resources, coordinate the building application of solar photovoltaic and solar thermal systems, electricity is suitable for electricity, heat is suitable for heat, carry out building roof photovoltaic action, make full use of existing building roof resources to build photovoltaic power generation facilities, and encourage the construction of photovoltaic power generation facilities on the roofs of industrial plants. Promote the integrated design, construction and installation of solar PV in new buildings, and encourage the government to invest in public welfare buildings to strengthen the application of solar PV. When installing building photovoltaics, the structural safety and fire safety of the building or facility should be ensured, and the potential of installing solar photovoltaic systems on the roof, walls, ancillary facilities and municipal public facilities should be assessed in advance. Suitable technologies such as passive solar houses will be actively promoted in rural areas.


We will strengthen the use of renewable energy sources such as geothermal energy. We will promote the use of geothermal energy, air thermal energy, and biomass energy to meet the energy needs of building heating, domestic hot water, and cooking. Encourage the use of ground source heat pump technology in accordance with local conditions and geothermal energy resources and building needs. In the case of satisfying the cold and heat balance of soil and not affecting the development and utilization of underground space, the shallow soil source heat pump technology is promoted. On the basis of resource assessment and environmental impact assessment, the development and utilization of middle-deep geothermal energy is carried out by means of cascade utilization. Actively promote the application of air thermal heat pump technology in cold areas, hot summer and cold winter areas. We will rationally develop biomass heating.


2. Promote the development of building electrification. Give full play to the advantages of cleanliness, availability and convenience of electricity in building terminal consumption, improve the level of building terminal electrification, and establish a building energy consumption system with electricity consumption as the core. To guide the development of building heating, domestic hot water and cooking to electrification, promote heat pump water heaters, high-efficiency electric stoves and other products that replace gas, and promote the application of high-efficiency DC electrical appliances and equipment. Promote the development and application of efficient electrification technology and equipment. Encourage the construction of new building power systems characterized by "light storage straight and soft", and develop flexible electricity buildings.


5. Promoting new green construction methods


Promote new green construction methods. We will vigorously develop prefabricated concrete buildings and steel structure buildings, actively promote the pilot construction of prefabricated steel structure residential buildings, and encourage hospitals, schools and other public buildings to give priority to steel structure buildings. Promote prefabricated rural houses according to local conditions, and encourage rural self-built houses to use prefabricated construction technology. Improve the prefabricated concrete building structure system suitable for different building types, and support the integrated application of high-performance concrete, high-strength reinforcement, energy dissipation, shock absorption and prestress technology. Improve the standardized design and production system of prefabricated buildings, promote design selection and integrated design, promote fewer specifications and multiple combination design methods, promote the standardization of components and parts, expand the scale of use of standardized components and parts, and meet the requirements of standardized design selection. Actively develop assembly decoration, promote pipeline separation, integrated decoration technology, improve the quality of decoration. Give full play to the leading role of prefabricated building demonstration cities and production bases.


6. Promoting the application of green building materials


Increase investment in research and development of green building materials products and key technologies, promote high-strength steel bars, high-performance concrete, high-performance masonry materials, structural insulation integrated wall panels, etc., and encourage the development of prefabricated components and components with excellent performance. Take the lead in adopting green building materials in government-invested projects, and significantly increase the proportion of green building materials used in new urban buildings. Optimize the selection of materials to improve the health performance of buildings, carry out research on the integrated selection technology of green building materials products aimed at improving the use function of buildings, and promote new functional environmental protection building materials products and supporting application technologies.


Fourth, safeguard measures


1. Improving the standard system


Deeply implement the national and provincial carbon peak carbon neutral work deployment, strictly implement the "Henan Green Building Regulations", and do a good job in the implementation of standards such as the "General Code for Building Energy Conservation and Renewable Energy Utilization". We will improve the standard system for building energy conservation and green buildings such as green buildings, prefabricated buildings, and energy-saving renovation.


(2) Implementing incentive measures


We will increase financial support for green buildings, expand the scope of special financial support, and strengthen financial support for green buildings, prefabricated buildings, ultra-low-energy buildings, and energy-saving renovation. All localities should formulate awards and subsidies policies based on actual research. Improve the policy system for green finance to support green buildings, and promote green finance to support the development of green buildings. Encourage banks and other financial institutions to provide specialized financial services for green credit and investment, and increase green credit support for green buildings. Actively develop green insurance, encourage and support insurance institutions to innovate green insurance products and services. We will encourage eligible cities to carry out pilot projects for the coordinated development of green buildings and green finance. The construction projects that have obtained the green building mark of more than two stars will be prefered in the evaluation of various construction engineering awards such as Zhongzhou Cup and Luban Award, and will be included in the list of good behavior of credit evaluation of the main body of the construction market in Henan Province.


3. Improve management mechanisms


In accordance with relevant laws and regulations, improve the building energy efficiency and green building management system, promote the sharing of energy consumption data such as water supply, power supply, gas supply and heating, improve the provincial and municipal public building energy efficiency supervision platform, and strengthen the management of energy data in the construction field. Improve the market mechanism, provide energy-saving consulting, diagnosis, design, financing, transformation, hosting and other "one-stop" comprehensive services. Establish and improve the green building materials credit mechanism.


4. Promoting scientific and technological innovation


Establish a market-oriented building energy efficiency and green building technology innovation system, organize research and project research in key areas and key links, and promote the deep integration of the Internet, big data, artificial intelligence, advanced manufacturing, building energy efficiency and green buildings. Accelerate the transformation of building energy efficiency and green building scientific and technological innovation achievements, promote the integration of production, university research and application, create a collaborative innovation platform, and significantly increase the contribution rate of technological innovation to industrial development. Support and guide enterprises to develop building energy efficiency and green building equipment and products, cultivate building energy efficiency, green building, prefabricated building industry chains, and promote the integrated application of reliable technologies, processes, products, and equipment.


5. Organization and implementation


1. Strengthening organization and implementation


Local housing and urban and rural construction departments should take building energy efficiency and green building as an important part of the high-quality development of urban and rural construction, strengthen the implementation and guidance of building energy efficiency and green building work, earnestly implement the concept of green development, improve political standing, strengthen the main body of responsibility, strengthen overall coordination, refine work objectives, and strengthen communication and coordination with other departments, full cooperation. Ensure the implementation of all tasks.


2. Implementation of supervision and assessment


The completion of building energy efficiency and green building targets and tasks will be included in the assessment and evaluation of carbon peaking carbon neutrality and dual control of "energy consumption" in urban and rural construction, and regular supervision and guidance will be provided to promote the completion of goals; Include the annual "double random, one open" work to carry out special inspections, and report the inspection results. Local housing and urban and rural construction departments should self-check and evaluate the development of building energy efficiency and green building in their region, regularly report the progress, sort out typical cases, summarize in time, and report to the provincial housing and urban and rural construction Department before the end of October each year. The provincial department will organize the implementation of mid-term evaluation, evaluate the progress and effectiveness of the implementation of the plan, analyze the shortcomings and weaknesses, study and summarize countermeasures and suggestions, and ensure the high quality of the completion of various planning tasks.


3. Strengthen publicity and training


Give full play to the role of the news media, strengthen the guidance of public opinion, use energy conservation publicity Month, Low carbon Day, etc., to popularize the knowledge of building energy conservation and green building, guide the public to make good use of various green facilities, publicize advanced experience and typical practices, and promote the formation of a green lifestyle; We will support universities in offering courses on green buildings, prefabricated buildings, ultra-low-energy buildings, zero-carbon buildings, and energy-saving renovation, and accelerate the development of human resources. For industry management and technical personnel, carry out publicity and training on building energy efficiency and green building policies, technologies, standards and effects, and create a good atmosphere for everyone to participate and the whole society to jointly promote the development of green buildings.
