Lishui City of Zhejiang Province implemented the new version of the "Lishui Green Building Special Plan"

Lishui Municipal Development and Reform Commission, the Municipal Natural Resources and Planning Bureau, and the Municipal Housing and Urban-Rural Development Bureau jointly issued the Special Plan for Green Buildings in Lishui City (2022-2030), which marks that the 2017 version of the Green Regulations has been fully revised and the new regulations have been implemented.


"Lishui Green Building Special Plan (2022-2030)" is an overall, comprehensive and strategic plan to guide the development and construction of green buildings in Lishui, and is a legal document for green building planning and management in Lishui. The revision of this plan comprehensively considers the establishment of the overall development orientation, objectives, development strategies and technical routes of green buildings, building industrialization, renewable energy applications and building carbon emissions, and clearly defines the index requirements of planning zones and target management zones and policy units to ensure that green buildings and building energy conservation work in Lishui City have a basis after the implementation of the plan. In this way, Lishui City will improve its carbon reduction capacity, green and low-carbon innovation capacity and key core technology research capacity in the construction field, and guide and promote the high-quality development of green buildings and building industrialization.

According to the "Green Regulations", in the future, within the scope of urban construction land in Lishui City, 100% of new civil buildings (except for farmers' self-built residences and special provisions in this plan) will be constructed in accordance with the mandatory standards of one-star and above green buildings. By 2025, in the new civil buildings in cities and towns, the construction area according to the mandatory standard of two-star green buildings and above will account for 35%, and the construction area according to the mandatory standard of three-star green buildings will account for 2%; Office buildings of state organs and other public buildings invested by the government (state-owned) or mainly invested by the government (state-owned) shall be constructed in accordance with the mandatory standards for green buildings of two stars and above. By 2030, in new civil buildings in cities and towns, 40% of the building area shall be constructed according to the mandatory standard of two-star green buildings and above, and 3% shall be constructed according to the mandatory standard of three-star green buildings. Office buildings of state organs and other public buildings invested by the government (state-owned) or mainly invested by the government (state-owned) shall be constructed in accordance with the mandatory standards for green buildings of two stars and above.


In the future, our city will be based on the new regulations, guided by government investment projects and demonstration projects, and gradually promote the work related to high-star green buildings, ultra-low energy consumption buildings, and near-zero energy consumption buildings, and promote new breakthroughs in the development of green buildings in our city.
