Recently, the Xiamen Municipal Construction Bureau and the Municipal Development and Reform Commission jointly issued the "Xiamen urban and rural construction carbon peak Implementation Plan" (hereinafter referred to as the "Plan"), around the construction of green low-carbon cities, to build green low-carbon countryside and other deployment, proposed by 2030 to peak carbon emissions in the field of urban and rural construction.

According to the "Plan", by 2030, Xiamen urban and rural construction green low-carbon development policy system and institutional mechanisms have been basically established; Energy conservation in buildings and the recycling of garbage have been greatly improved. The structure and mode of energy use are more optimized, and the application of renewable energy is more adequate; Positive progress has been made in transforming urban and rural development into a green and low-carbon model, with the "large amount of construction, large amount of consumption and large amount of emissions" basically reversed. The overall, systematic and growth of the city has been enhanced, and the problem of "urban disease" has been preliminarily solved. The quality of construction and engineering was further improved, and the quality of the living environment was significantly improved. Green lifestyles have taken shape, and green and low-carbon operations have been achieved.

Specifically, in terms of optimizing the urban structure and layout, Xiamen will coordinate the layout of production, living and ecological Spaces, build and construct an urban spatial structure of "one screen, one bay, ten corridors and multiple groups", and reasonably determine the scale of urban construction. Actively carry out the construction of green and low-carbon cities, and promote the development of multi-centers and clusters. The area of each cluster should not exceed 50 square kilometers, and the average population density within the cluster should not exceed 15,000 people/square kilometers in principle, and the maximum number of individual districts should not exceed 25,000 people/square kilometers. At the same time, Xiamen will strictly limit the construction of super high-rise buildings above 250 meters.

In terms of building green and low-carbon communities, the "Plan" encourages the promotion of mixed blocks with composite functions, advocates the mixed layout of residential, commercial and pollution-free industries, and connects several residential communities through walking and cycling networks to build a 15-minute life circle. By promoting the improvement of municipal supporting infrastructure such as water, electricity, roads, information, and barrier-free facilities, and optimizing and upgrading basic public service facilities such as community integrated service stations and express delivery services, the coverage rate of complete residential communities will reach more than 60% by 2030. At the same time, new residential communities should be encouraged to build electric vehicle and electric bicycle charging facilities in accordance with regulations, charging piles should have orderly charging and replacing functions, and third-party charging service enterprises should be encouraged to participate in construction and operation.

It is noteworthy that in order to comprehensively improve the level of green and low-carbon buildings, the "plan" clearly states that by 2025, the proportion of green buildings in new civil buildings in Xiamen cities and towns will reach 100%, and the proportion of star-rated green buildings will reach more than 37%; By 2028, new residential buildings should meet the energy saving requirements of 75%, and new public buildings should meet the energy saving requirements of 78%. Among them, during the "14th Five-Year Plan" and "15th Five-Year Plan" period, Xiamen implemented energy-saving renovation area of public buildings of no less than 2.4 million square meters, and achieved overall energy efficiency improvement of more than 20% after renovation. Strengthen the evaluation and adaptation of key energy-using equipment such as air conditioning, lighting and elevators, and by 2030, achieve a 10% increase in the overall energy efficiency of electromechanical systems in public buildings from the current level.

In addition, the "plan" also further detailed how to optimize the energy structure of urban construction: such as increasing the application of renewable energy in urban buildings, by 2025, the renewable energy replacement rate of urban buildings will strive to reach 8%, and the photovoltaic coverage rate of new public institution buildings and new factory roofs will strive to reach 50%; Promote the electrification of building energy, guide the development of domestic hot water and cooking to the electrification of the whole house, and by 2030, the proportion of building electricity consumption in building energy consumption will exceed 90%; Promote the reduction and resource utilization of construction waste, actively promote the application of construction waste recycling products, and reach 55% of construction waste resource utilization rate by 2030.
