On January 16, the reporter learned from the municipal government that the pilot work Program of Xi 'an to promote government procurement to Support green building Materials to Promote Building Quality Improvement (hereinafter referred to as the "Program") was issued.

The "plan" pointed out that vigorously guide government procurement to support green building materials to promote the improvement of building quality policies in the field of engineering construction, actively explore institutional innovation and policy incentives, and gradually form economies of scale through the implementation of a number of pilot projects. Summarize the replicable promotion experience in a timely manner, and comprehensively promote the green, low-carbon and high-quality development of the construction industry. The pilot will run from December 1, 2023 to December 31, 2025.

The "Plan" clearly states that the scope of pilot projects is divided into designated projects and declared projects. The target conditions of the pilot project are two-star green building grade and above, the assembly rate is not less than 35%, and the application proportion of green building materials is not less than 30%. In principle, the pilot project should be completed within 2 years after the approval of the project, and the pilot time can be appropriately extended for larger scale.

The Plan also encourages green building materials production enterprises to develop green building materials industry according to local conditions through activities such as technological transformation, product research and development, and quality improvement, cultivate green building materials backbone enterprises, and actively apply for green building materials product certification, so that more green products and green building materials that meet standard requirements can enter the market, and further help the high-quality development of building materials field. Relevant departments will also focus on government procurement to support the key tasks of the promotion and application of green buildings and green building materials and the development of green buildings and green building materials industry, increase policy support, and guide and encourage green building materials production enterprises to actively carry out transformation and upgrading.
