The Municipal Housing and Urban-Rural Development Bureau earnestly implements the deployment requirements of the provincial Party Committee and the provincial government on the implementation of the "tens of millions of projects", anchors the primary task of high-quality development, practices the concept of green and low-carbon development, takes the development of green buildings and prefabricated buildings as the carrier, and strives to promote the construction of green building projects such as ultra-low energy consumption buildings, near-zero energy consumption buildings, and zero carbon buildings. As of the end of December 2023, Zhuhai has 7 ultra-low energy consumption and near-zero energy consumption buildings recognized by the state and province, ranking second in the province. Among them, the rural revitalization living environment renovation project of Guishan Village, Guishan Town, as the only two projects in the province, was selected as a zero-carbon building pilot project and a typical case in Guangdong Province in 2023, and green buildings continue to show vivid samples of the "hundreds of millions of projects" urban construction.

First, strengthen technical support, cultivate the growth of the project

First, the concept of originality has always been rooted in the whole process of promoting the development of green buildings. In the project design stage, we actively docking project units by means of phone calls, door-to-door guidance, and return visits, establish an interactive mechanism, and put forward ideas and suggestions such as ultra-low energy consumption, near-zero energy consumption buildings, and zero-carbon buildings, so as to give full play to its leading role. The second is to strengthen technical support and link multi-departments to seek the development of zero-carbon buildings. Taking Guishan Village rural revitalization living environment renovation project as an example, the municipal Bureau of Housing and Urban-Rural Development actively organized the urban two-level business departments, the expert team of China Academy of Building Science, and construction units to consult the project, visit the island, formulate technical routes for the project, evaluate the incremental cost, and find ways to reduce the cost and shorten the investment recovery cycle, and finally reached a consensus on project promotion. In June 2023, construction began smoothly, and was successfully selected as a zero carbon building pilot project in Guangdong Province in 2023.

Second, actively encourage the construction of green and low-carbon buildings in villages and towns to improve the gold content of projects

In September 2023, the headquarters building of China Resources Bank in Tangjia obtained the national ultra-low energy consumption building identification certificate, which is the first ultra-high rise ultra-low energy consumption building project in Zhuhai and one of the first ultra-high rise ultra-low energy consumption building projects in Guangdong Province that obtained the national identification. The Rural Revitalization Living environment renovation Project of Guishan Village in Guishan Town and Zhuhai Citizen Service Center declared the first batch of zero-carbon buildings and zero-carbon community evaluation projects in October 2023, striving to be the national leader. In addition, in recent years, the Municipal Bureau of Housing and Urban-Rural Development has continued to promote the development of ultra-low energy consumption and near-zero energy consumption buildings, focusing on creating a number of projects with Zhuhai characteristics, such as Gree electrical parts trial production project, Pino office building, Shuifai Industrial Park R & D building and other projects. As of December 2023, 7 ultra-low energy consumption and near-zero energy consumption buildings have been recognized by the state and province, ranking second in the province.

Third, plan the layout in advance to maintain the advantage of energy storage

Actively carry out the construction of green and low-carbon pilot and pilot demonstration zones, and adopt the "government-led, market-based implementation of enterprises" model to accelerate the development of a "zero-carbon city". Gree Electric parts trial production project, South Bay Laboratory, Zhenye Technology Building, Pino office building and other projects are promoting the application of ultra-low energy consumption, near zero energy consumption building national identification. Huafa Group is also planning to build a batch of zero-carbon smart demonstration projects, including zero-carbon smart community, zero-carbon super high-rise business office buildings, zero-carbon public buildings, zero-carbon industrial park, zero-carbon factory, zero-carbon social pilot zone six categories. Build a green building reserve and lay a foundation for Zhuhai to maintain the leading edge of green building development in the province.

4. Organize technical training to create a social atmosphere

We regularly hold technical training such as technical lectures in the field of construction, and organize green building practitioners in Zhuhai to study and visit advanced provinces and cities, effectively improving their professional vision and technical skills. Carefully organized the annual Zhuhai building energy Conservation Publicity Month activities, successfully held the 2023 building energy conservation Publicity Month related activities, to Wuzhou Flower City community, city balcony business circle, construction site to carry out a total of 5 "into the public" activities, to carry out a total of 4 industry publicity training. Through the bureau's official website, wechat public account and local well-known financial media platform, three-dimensional publicity was carried out through multiple channels to deepen the concept of energy saving and carbon reduction to the urban people, laying a foundation for promoting the work of actively building zero-carbon buildings in all towns of the city.
