Not long ago, the Municipal Commission of Housing and Urban-Rural Development issued the "Green Ecological Urban Evaluation Standards" (hereinafter referred to as the "Standards"), which has been implemented since April this year. This marks the city's urban green low-carbon construction will shift from individual buildings to regional comprehensive promotion.

What does the introduction of the "Standard" mean for the green development of the city's residential construction field? What kind of place is considered a green ecological city? On January 17, the reporter interviewed the relevant person in charge of the Municipal Housing and Urban-Rural Construction Committee, Yue Lai Investment Group and the experts and scholars involved in the formulation of the "Standard".

"The so-called green ecological urban area refers to an urban construction area that is planned, constructed and operated in accordance with the requirements of resource conservation and environmental friendliness in terms of spatial layout, infrastructure, construction, transportation, ecology, green space and industry." In 2012, the Ministry of Housing and Urban-Rural Development put forward the concept of green ecological urban areas. In that year, eight projects in the country, including Chongqing Yuelai, were selected as national green ecological urban pilot areas.

After years of pilot, what has Yuelai Green Eco-City been built? The relevant person in charge of Yuelai Investment Group introduced that as the first "sponge city" pilot area in the country, Yuelai Convention and Exhibition City makes full use of the mountainous terrain in the region, effectively controls rainwater runoff, and creates a sponge comprehensive system to achieve "light rain does not wet shoes, heavy rain does not waterlogging" and "roads can absorb water and roofs can store water"; The sewage in the area is treated centrally through the Yuelai Reclaimed Water Plant, and the treated water is recycled. Not only that, Yuelai Convention and Exhibition City also uses Jialing River water and treated sewage as the main cold and heat source, and uses water source heat pump, distributed energy and other technology combinations to build Chongqing renewable energy centralized energy supply ecological green project.

At present, the green space coverage rate of Yuelai Convention and Exhibition City exceeds 40%.

Why is the new standard better than the old one

In order to promote the development of green buildings from single to large-scale, as early as 2014, our city formulated evaluation standards for the construction of green ecological urban areas. What are the differences between the new rules and the old evaluation rules?

Ding Yong revealed that the "Standard" not only puts forward corresponding requirements for prefabricated buildings and building construction operations, but also clearly requires urban industrial development to formulate access and exit measures, and puts forward negative list control requirements for industry and logistics warehousing. On this basis, the "Standard" encourages the promotion of information technology in urban carbon emissions, construction and transportation, and the construction of smart cities; New evaluation indicators such as ecological environment, humanities and innovation have been added to promote the reduction of urban carbon emissions.

The reporter learned that the evaluation of green ecological urban area is divided into planning and design, implementation and management of two stages, the evaluation index system includes land use, ecological urban area, green building, resources and carbon emissions, green transportation, information management, industry and economy, humanities and other eight indicators as well as technological innovation. Each of the eight indicators has control items and scoring items. The total score of scoring items should be 100 points, and technological innovation items are added points. On the basis of the score meeting all the control items, when the total score reaches 50 points, 65 points and 80 points respectively, the evaluation level of green ecological urban area is 1 star, 2 star and 3 star respectively.

How to build a better green ecological urban area

According to reports, Chongqing is one of the first cities in the country to forcibly promote green buildings, and in recent years, it has vigorously developed ultra-low energy consumption buildings, zero carbon buildings, and renewable energy buildings, and the proportion of green building standards implemented in new buildings in cities and towns has reached 100%.

"The introduction of the" Standard "marks that the green low-carbon construction in urban areas of our city will shift from individual buildings to regional comprehensive promotion, which will form a large-scale effect from the point and surface, further improve the level and quality of green low-carbon development in urban and rural construction, and will play a positive role in promoting the quality of life of the people." Ding Yong said.

According to the "14th Five-Year Plan for Green Buildings in Chongqing (2021-2025)", the city will take Guangyang Island, Science City, Wisdom Park, Art Bay, Biological City and other key areas to carry out the construction of high-quality green ecological urban areas. It is expected that by the end of 2025, the proportion of new green buildings in the green eco-city area will reach 100%, of which the area proportion of green buildings above two stars should reach 40%, and the area proportion of green buildings above three stars should reach 5%.

How to build green ecological urban areas with higher quality? Ding Yong believes that all aspects of construction need to be coordinated, matched and supported by each other. In addition, local conditions should also be adjusted, focusing on the establishment of carbon neutral as the goal, covering green buildings and green ecological urban evaluation, design, construction, operation of the whole life cycle standard system, to empower the regional green ecological development of Chongqing.
