At the press conference, Tao Qing, spokesman of the Ministry of Industry and Information Technology and director of the Operation Monitoring and Coordination Bureau, said that 2024 plans to develop about 100 key product carbon footprint rules and standards. We will vigorously develop green and low-carbon industries such as hydrogen energy and energy storage, raise requirements for energy consumption and environmental protection in outdated production capacity, and accelerate synergies in reducing pollution and carbon emissions.

According to Tao Qing, in 2023, according to the deployment of the National Conference on the Promotion of New industrialization, the Ministry of Industry and Information Technology has made efforts to promote the green and low-carbon transformation of industry, and has achieved positive results.

First, the industrial structure continued to improve. Backward production capacity in the steel, electrolytic aluminum, petrochemical, chemical, and building materials industries was further phased out. 78 steel enterprises completed the upgrading of their production capacity of 390 million tons of crude steel to produce ultra-low emissions, and the emission intensity of major pollutants and carbon dioxide in key industries continued to decline.

Second, the release of green growth drivers was accelerated. Continue to promote the construction of a green manufacturing system, increase the cultivation of advanced models, and by the end of 2023, a total of 5,095 green factories have been created at the national level, with the output value accounting for more than 17% of the total output value of the manufacturing industry. The 16 MW offshore fan with the world's largest single capacity has been successfully connected to the grid for power generation, and the output of the main links of the photovoltaic industry chain has remained the world's first for many years. The development of green and intelligent coastal inland ships is accelerating. The first 10,000-ton green hydrogen industrialization demonstration project was completed and put into operation. The annual output value of environmental protection equipment manufacturing industry is expected to exceed 970 billion yuan.

Third, energy and resources are used more efficiently. The energy efficiency level of key energy-using industries has continued to improve, and the proportion of capacity in ethylene and other industries that have reached the benchmark level of energy efficiency has exceeded 30%. The annual reuse rate of industrial water above designated size is expected to exceed 93%. The energy efficiency of information infrastructure is also continuously optimized, and by the end of 2023, a total of 196 green data centers have been cultivated.

Fourth, the comprehensive utilization system of industrial resources was further improved. During the year, 239 enterprises were selected for the comprehensive utilization of renewable resources such as scrap steel, waste paper, and used power batteries of new energy vehicles, and the comprehensive utilization amount of used power batteries of new energy vehicles was 225,000 tons in the year, basically realizing all receivable. The home appliance industry has realized the recycling rate of refrigerators, washing machines, air conditioners and other products by easy recycling and borrowing design.

Tao Qing said that in the next step, we will continue to improve the green content of new industrialization and continuously polish the ecological background color.

Third, vigorously improve industrial energy efficiency and water efficiency. Promote energy efficiency improvement in key industries and key energy-using equipment such as motors and transformers, accelerate the construction of industrial green microgrids in key industries and fields, release the recommended catalogue of energy saving and water-saving technology equipment in the industrial field by 2024, and continue to create "leader" enterprises in energy efficiency and water efficiency.

Fourth, we will promote the efficient use of resources across the board. Accelerate the construction of a waste recycling system, and encourage qualified areas to create "waste free parks" and "waste free enterprises." To promote the standardized development of the comprehensive utilization of renewable resources industry, the comprehensive utilization of major varieties of renewable resources should be steady and rising in 2024, improve the emerging solid waste utilization system, and strive to reach more than 260,000 tons of waste power batteries annually.
