The "Plan" pointed out that during the "14th Five-Year Plan" period, the building materials industrial structure and energy use structure were significantly optimized, the unit energy consumption and carbon emission intensity of key products such as cement, glass and wall materials continued to decline, the cement clinker production capacity fell by 8%, and the comprehensive energy consumption of clinker per unit product fell by 5%. During the "15th Five-Year Plan" period, the substitution level of raw materials in the building materials industry has been significantly improved, and an industrial system for green, low-carbon and circular development has been basically established, ensuring that the carbon peak of the building materials industry will be achieved before 2030.

Zhejiang Province building materials industry carbon peak action plan


In order to effectively do a good job of carbon peaking in the building materials industry and promote the high-quality development of the building materials industry in our province, According to the "Notice of The State Council on Issuing the Carbon Peak Action Plan before 2030" (Guofa (2021) No. 23), "Notice on issuing the Carbon Peak Implementation Plan for Building Materials Industry" (Ministry of Industry and Information Technology Lianyuan (2022) No. 149), "Notice on issuing the Carbon Peak Implementation Plan for Industrial Fields in Zhejiang Province" (Zhejiang Jingxingreen (2023) No. 57), According to the actual situation of building materials industry in our province, this scheme is formulated.


I. General requirements


(1) Guiding ideology


 Efforts should be made to optimize the energy use structure of the building materials industry, improve the comprehensive utilization efficiency of resources, strengthen the development and promotion of low-carbon building materials products, rationally guide the use of building materials products, continue to promote the high-quality development of the building materials industry, and ensure the realization of carbon peak on schedule.


(2) Basic principles


We made coordinated progress and made breakthroughs in key areas. Overall consideration of the relationship between carbon peaking work and the safety and stability of the industrial chain and supply chain, focusing on the cement, glass and other industries with a high proportion of emissions, focusing on key links such as clinker calcination and glass melting with a large amount of energy consumption, and taking precise measures to break through the bottleneck.


We will ensure that there is a viable government and an effective market. We will adhere to government-led and market operations, fulfill main responsibilities, improve restraint and incentive mechanisms in energy efficiency, environmental protection, and safety, fully mobilize the enthusiasm of market players for energy conservation and carbon reduction, and give play to the decisive role of the market in resource allocation.


We will be guided by innovation and supported by science and technology. We will give full play to the leading role of technological innovation, increase investment in innovation, strengthen research and development of key generic technologies and equipment in the field of energy conservation and carbon reduction, promote the improvement and expansion of low-carbon building materials, and accelerate the application of advanced scientific and technological achievements and the dissemination of suitable low-carbon technologies.


We will adopt a comprehensive, balanced and orderly approach. Strengthen the coordination and cooperation between fiscal, financial, investment, price, energy and other policies with industrial and environmental protection policies, and use market-oriented and legal methods to actively and steadily promote industrial carbon peaks.


(3) Main objectives


During the "14th Five-Year Plan" period, the industrial structure and energy use structure of building materials were significantly optimized, the unit energy consumption and carbon emission intensity of key products such as cement, glass and wall materials continued to decline, the production capacity of cement clinker decreased by 8%, and the comprehensive energy consumption of clinker per unit product decreased by 5%. Cement clinker, flat glass and ceramic products and other key products to achieve energy efficiency level 1 (benchmark) level capacity ratio increased to more than 50% (cement clinker 100 kg standard coal/ton of clinker, flat glass 8 kg standard coal/weight box (furnace ≥800 tons/day), photovoltaic calendered glass 260 kg standard coal/ton (furnace ≥300 tons/day), ceramic tile 4 kg standard coal / square meter (water absorption ≤0.5%), sanitary ceramics 300 kg standard coal/ton). The total installed capacity of clean energy (solar photovoltaic, energy storage) has reached more than 135MW, and the proportion of air pollution prevention and control performance of cement clinker production enterprises has increased to more than 50%. 2. Key tasks


1. Accelerating industrial restructuring


1. Strictly control new production capacity. Strictly implement the "Measures for the Implementation of Capacity replacement of cement Glass Industry in Zhejiang Province", the replacement ratio of general cement clinker withdrawal capacity and construction capacity is increased to 2:1, and the energy consumption per unit product of new clinker projects must reach the level 1 standard stipulated by GB16780-2021. Focus on reducing the production capacity of cement clinker in areas with scarce limestone resources and poor air quality, and support clinker production enterprises to carry out layout outside the province and transfer to key construction areas identified in the province. Further study and implement the integration and withdrawal plan of cement clinker production lines of 2500 tons/day and below, and promote it annually by provinces, cities and counties. Strengthen the management of lime, building sanitary ceramics, wall materials and other industries to prevent the disorderly expansion of production capacity. 2. Actively guide the orderly withdrawal of inefficient production capacity. In accordance with laws, regulations, mandatory standards and policies in the fields of safety, environmental protection, quality and energy, we will strengthen supervision and inspection of key energy-using units and high-consumption and inefficient enterprises, and guide the orderly withdrawal of inefficient production capacity. Encourage leading enterprises and third-party institutions to jointly carry out resource integration, merger and reorganization, and optimize the layout of the industry. 3. Orderly implementation of off-peak production. According to the needs of industry operation and extreme weather response, combined with seasonal pollution reduction and regional environmental air quality consolidation and improvement requirements, formulate and implement annual off-peak production plans, and compress and control cement output. Improve cement off-peak production, classification guidance, difference control. Integrate the atmospheric environment situation of the city where the cement company is located, and moderately increase the shutdown time in winter. Increase implementation and inspection efforts, make full use of incentive and restraint mechanisms, and mobilize the enthusiasm of enterprises to implement off-peak production in accordance with the law. The aerated concrete industry should strengthen the promotion of energy-saving boilers, waste heat and gas utilization, efficient air pouring and other equipment and technologies, and the concrete precast component industry should strengthen the automatic transformation of the production process. 5. Accelerate the development and application of low-carbon technologies. Focusing on the common key low-carbon processes and technical equipment of cement, glass and other industries, we have promoted the technological breakthroughs of hydrogen energy calcination technology of kilns, "fire-electricity" composite melting of large-scale glass melting kilns, and carbon capture, utilization and storage of kiln flue gas, and formed a number of scientific and technological achievements. Accelerate the development and application of aerogel materials, low-temperature waste heat efficient utilization technology. Give play to the leading role of large enterprises, explore the construction of a number of building materials hydrogen energy utilization, oxygen combustion, low-carbon gelled materials, carbon fixed building materials pilot demonstration. 6. Explore smart low-carbon application scenarios. Accelerate the exploration of the integrated development of building materials industry and "5G+ industrial Internet", create more typical application scenarios, and promote the construction of a number of smart mines and smart factories integrating intelligent production, intelligent operation and maintenance, and intelligent management. 11. Reduce the use of carbon-based materials. Promote the production technology of low-carbon cement with high solid waste content, guide cement enterprises to make cement from non-carbonate raw materials such as phosphogypsum, titanium gypsum, fluorine gypsum, slag, calcium carbide slag, steel slag, magnesium slag, fly ash, etc., to reduce carbon dioxide emissions in the production process. 12. Guide the reducing use of building materials. Improve the quality and application level of cement, glass, concrete and other products, and promote the reduction of product use. (5) Optimize the energy use structure of the industry


13. Increase the use of clean energy. Use the raw material homogenization warehouse, production workshop and other large building roofs of building materials enterprises to build a number of distributed photovoltaic power stations and energy storage power stations to increase the proportion of non-fossil energy consumption. Under the condition that the prices are affordable and the supply is guaranteed, the proportion of clean energy such as natural gas and electricity used in the industry should be reasonably increased. Promote the application of distributed clean energy and energy storage integrated systems, and support the promotion of multi-energy and efficient complementary utilization. 14. Increase the use of alternative fuels. Increase the proportion of production lines using alternative fuel technologies in key industries such as cement kilns and reduce the use of coal. Promote the high calorific value, low cost and standardized pretreatment of alternative fuels, improve the upstream industrial chain supporting the large-scale recycling of agricultural and forestry waste, and improve the supply capacity of derived fuels. Support cement kilns to use waste tires, waste derived fuel and other combustible waste, support biomass fuel and other alternatives to coal. Third, safeguards


1. Strengthening overall planning and coordination. The relevant departments of all localities should do a good job in ensuring the factors and promote the implementation of the action plan according to law and regulations. Jinhua, Quzhou and other 2,500 tons/day cement clinker production lines are concentrated in areas to further study and refine the reduction and replacement program in the region, strengthen mutual cooperation, and ensure the smooth implementation of the program. Guide enterprises with relatively backward energy efficiency levels to develop "one enterprise one plan" for energy conservation and carbon reduction, and clarify the promotion steps, transformation deadlines, technical routes, work nodes, and expected goals. Support the energy saving and carbon reduction technology transformation of the building materials industry, and relevant funds actively support projects included in the provincial key energy saving and carbon reduction technology transformation plan. All localities should strengthen support for the transformation and upgrading of the building materials industry, and implement favorable tax policies for environmental protection, energy and water conservation, and comprehensive utilization of resources. Improve the enterprise carbon emission monitoring, reporting, verification system, and guide enterprises to carry out standardized testing of measuring instruments.
