Recently, the website of Zhuhai Municipal People's Government disclosed that in order to implement the new development concept, enhance the low-carbon green level of buildings, regulate green building activities, save resources, improve the quality of human living environment, and promote the construction of ecological civilization city, according to the basic principles of relevant laws and administrative regulations, combined with the actual conditions of Zhuhai Special Economic Zone, The Measures for the Administration of Green Buildings in Zhuhai Special Economic Zone (hereinafter referred to as the Measures) have been formulated.

The Measures will come into effect on January 14, 2024, and will play an important role in improving the quality of Zhuhai's human settlements. It is clear that the use of housing provident fund loans to purchase two-star and above green buildings, prefabricated and other new building industrial construction buildings as owner-occupied housing, the loan amount can be floating in accordance with the prescribed proportion.

The Measures also specify that new civil buildings in Zhuhai shall be constructed in accordance with green building standards; Encourage the implementation of higher than the national, provincial and municipal energy conservation standards, the development of ultra-low energy consumption, near-zero energy buildings; Encourage the use of renewable energy in civil buildings. Office buildings of state organs and other public buildings with state-owned funds participating in the investment and construction should give priority to the construction of ultra-low energy consumption, near-zero energy consumption, zero energy consumption and production capacity buildings if conditions are met; Large public buildings, office buildings of state organs and other public buildings with state-owned funds participating in investment and construction shall give priority to the use of green building materials; Encourage banking financial institutions to develop and promote energy efficiency loans, contract energy management income rights pledge loans and other credit products; Encourage insurance financial institutions to carry out green insurance business related to green building quality and green building performance; For projects built by new industrial construction methods such as prefabricated buildings, parallel approval and green channel are handled in the links of project initiation, planning permission and construction permission, so as to shorten the approval time of capital construction procedures; The use of housing provident fund loans to purchase two-star and above green buildings, prefabricated and other new building industrial construction mode buildings as owner-occupied housing, the loan amount can not exceed the stipulated proportion of floating.
