By the end of 2025, the high-quality green transformation of the city's construction industry will reach a new level, and all new urban civil buildings will be constructed in accordance with green building standards, of which star-rated green buildings will account for no less than 50%; The proportion of newly started prefabricated buildings in urban areas reached 35%; The proportion of green building materials application in new buildings is not less than 50%; Every year, the new passive ultra-low energy building area should be increased at a rate of not less than 10%; The comprehensive utilization rate of construction waste has reached more than 55%.

The "Implementation Opinions" have clarified nine key tasks:

(1) Promoting large-scale development of green buildings. It is clear that buildings invested by the government or mainly by the government, large public buildings (construction area is greater than 20,000 square meters, the same below), residential areas with above-ground construction area of more than 50,000 square meters shall be constructed in accordance with no less than one-star green buildings, and large public buildings invested by the government or mainly by the government shall be constructed in accordance with no less than two-star standards. Super high-rise buildings are constructed according to the three-star standard. We will guide rural areas in building modern and livable rural housing and promote coordinated development of green buildings in urban and rural areas. Actively carry out the work of green building evaluation and identification, government-invested or government-invested projects should declare green building signs, and encourage other construction projects to declare signs.

2. Accelerating the development of construction industrialization. It is clear that more than 40% of prefabricated buildings (calculated by ground area) should be built in new residential communities of more than 20,000 square meters, and prefabricated construction should be adopted in government-invested or government-led projects such as new affordable housing, shantytown renovation and public buildings. Promote the deep integration of design units and component production enterprises, jointly carry out generalization, modularization, standardization research, and improve the collaborative design ability of various professions and the application proportion of standardized parts. Improve the quality and safety supervision system of prefabricated construction projects, and improve the quality of prefabricated construction projects.

3. Improving building energy efficiency. It is clear that on the basis of the current energy-saving standards, steadily improve the energy-saving standards of new buildings, actively carry out the construction of ultra-low energy consumption demonstration projects, and by the end of 2025, a number of demonstration projects will be completed to accelerate the formation of large-scale development patterns. With the development of the whole industry chain of ultra-low energy consumption buildings as the goal, we will promote the progress of high-efficiency energy-saving doors and Windows, high-performance insulation materials, integrated materials for external wall insulation, new wall and envelope structures and other industries.

4. Promoting green transformation of existing buildings. It is clear that in the process of urban renewal, sponge city construction and old residential area transformation, the existing building energy saving transformation, heating metering transformation, living environment improvement, building safety renovation, and life convenience improvement will be promoted at the same time, and the comprehensive transformation effect will be further improved. Combined with the actual needs, to promote the functions of existing office buildings, industrial plants and green transformation. In the construction of beautiful countryside, add green content, combined with the actual project, formulate a construction plan that can meet the requirements of the masses, reflect the characteristics of the countryside, and improve the quality of life of farmers, so that the majority of farmers can better experience the benefits of green construction.

(5) Increase the application and promotion of green building materials. It is clear to take the pilot project of national government procurement to support green building materials and promote the improvement of building quality as an opportunity to accelerate the development of green building materials industry and expand the scale of application. Support basic institutions to apply for green building materials certification qualifications, promote the improvement of green building materials certification capabilities, and gradually expand the proportion of green building materials certification. Promote green building materials production enterprises to park, group, and professional development, and basically form a green industry pattern led by leading enterprises and coordinated development of small and medium-sized enterprises. Improve the level of construction waste reduction and resource utilization, and encourage the research, production and application of construction waste recycling products.

6. Increasing the proportion of clean energy used. It is clear that new buildings should adopt solar energy systems. According to the energy needs of buildings, reasonable determination of solar photovoltaic and solar thermal system applications, appropriate electricity is electricity, appropriate heat is heat. We will promote the synchronous design, construction and acceptance of renewable energy and building bodies, gradually increase the proportion of clean electricity consumption in building energy, promote clean energy such as air thermal energy and biomass energy, and reduce the use of conventional energy. Encourage the construction of new building power systems characterized by "light storage straight and soft", and develop flexible electricity buildings.

7. Raising the level of earthquake resistance in construction projects. Strictly implement the requirements of the Regulations on Seismic Management of Construction Projects, and promote the application of shock absorption and isolation technology. Starting from 2024, counties (cities and districts) with seismic fortification intensity of 8 degrees will select one residential district every year to carry out demonstration of shock absorption and isolation technology, and encourage other regions to actively promote shock absorption and isolation technology. Give play to the leading role of local enterprises, cultivate a number of production, design and testing enterprises with strong technical strength and good market reputation, improve the level of technology application, and ensure the earthquake prevention and disaster reduction ability of construction projects.

8. Promoting innovation-driven development We will fully mobilize the enthusiasm of all market players, accelerate scientific and technological innovation, promote the transformation of achievements, and form a good situation of innovation-driven development. Accelerate the establishment of a technological innovation system with enterprises as the main body, the market as the guide, and the combination of production, university, research and application, strengthen research efforts on common technologies, carry out research on topics such as improving the design level, construction technology and connection technology, and constantly improve the informatization, industrialization, standardization and intelligent level of the whole process of green building. On the basis of the existing prefabricated production base and green building materials base in Tangshan, it is encouraged to strengthen scientific and technological research and development, enhance core competitiveness, gradually develop to high-end building materials, and actively cultivate more national and provincial demonstration bases.

(9) Strengthen the management of green buildings throughout the process. The construction unit is required to clarify the content of green building in the feasibility study report or project application report, clarify the specific requirements of green building to each participant, and urge the implementation. Design units, drawing audit institutions in accordance with the requirements of green grade design, drawing audit, to ensure that meet the requirements of the code, may not change the main content without authorization. The construction unit shall, in accordance with the relevant national and provincial technical standards for green construction and construction drawing design documents, formulate the construction plan and be responsible for organizing its implementation. Supervision units shall include the implementation of green building grade requirements into the scope of supervision. When the construction unit organizes the completion acceptance of the construction project, it shall check the requirements of the green building grade, and those that do not meet the requirements of the green building grade shall not pass the completion acceptance. Strengthen the operation management of green buildings, and improve the operation efficiency of green building facilities and equipment.

According to reports, in recent years, Tangshan prefabricated buildings and green buildings have achieved rapid development, especially prefabricated buildings, which have undergone a major transformation of "from scratch". In 2023, the proportion of completed green buildings in the city will reach 100%, of which star-rated green buildings will account for more than 70%, exceeding the annual target of 30% determined by the provincial Department of Housing and Construction, and leading the province; Prefabricated buildings accounted for 27.32% of new buildings, achieving large-scale development.
