Beijing Tongzhou city green coverage rate reached 50.95%

On the 30th, Tongzhou District held a special press conference on green development themed publicity activities for the 10th anniversary of Beijing-Tianjin-Hebei Coordinated development, introducing the achievements of Tongzhou District in green development over a period of time. 84 projects have obtained green building evaluation marks, 166 sewage treatment facilities have been built, the forest coverage rate of the region has reached 33.70%, and 125 sponge city projects in pilot areas have been completed. The blue and green interweaving, fresh and bright, water-city integration ecological city picture is speeding up the drawing, "green" has become the most distinctive background color of the city's sub-center.

The cumulative PM2.5 concentration last year was 38 micrograms per cubic meter

In 2023, the cumulative concentration of fine particulate matter (PM2.5) in Tongzhou District was 38 micrograms per cubic meter, a decrease of 8 micrograms per cubic meter over the same period compared to 2019, when socio-economic activity and diffusion conditions were at similar levels. The concentrations of inhalable particulate matter (PM10), nitrogen dioxide (NO2) and sulfur dioxide (SO2) were 69, 32 and 3 micrograms per cubic meter, respectively, down 11.5%, 23.8% and 40.0% compared with 2019. In 2023, the average water quality of 8 national and municipal control assessment sections in the region reached Class IV or above, of which 4 reached class III water quality and 4 reached class IV water quality.

In terms of water, Tongzhou District has completed the comprehensive treatment projects of Jinghe River, Tonghui River, Liangshui River, Universal Studios section of Xiaotaihouhe River, Fenggangmeihe River, Wenyu River, Ganggou River, Zhongba River, etc., and the water environment of the river has been significantly improved and the landscape has been significantly improved. During the "14th Five-Year Plan" period, Tongzhou District will accelerate the implementation of key river landscape upgrading and ecological restoration projects such as Tonghui River Phase II, Xiaotaihou River and Yudai River to improve the riverside living environment. All the three important water function zones in Tongzhou District meet the water function zoning standards.

Water pollution control is also continuing to deepen. At present, the district has built 166 sewage treatment facilities such as Bishui, Hedong and Zhangjiawan recycling water plants, with a sewage treatment capacity of about 574,100 tons/day, and the sewage treatment rate has increased from 67.2% in 2015 to 94.5% in 2022. The first phase of Hedong Resource Recycling Center has entered commercial operation, forming a sewage treatment scale of 108,000 tons/day with Hedong Recycling Water Plant, meeting the needs of the eastern part of the urban sub-center, achieving full coverage of township level sewage centralized treatment facilities, and basically realizing full collection and treatment of built-up area sewage.

The construction of sponge city is also fruitful, and Tongzhou District has formed a set of sponge city construction experience and model with Beijing characteristics that can be copied and promoted. Up to now, a total of 125 sponge city projects in pilot areas have been completed, benefiting more than 40,000 residents. By the end of 2023, the construction standard area of the city's sub-central sponge city will be 29.9 square kilometers. Looking forward to the future, by the end of the "14th Five-Year Plan", more than 50% of the urban built-up area will meet the sponge city standard; By 2035, the proportion of sponge cities will reach more than 80 percent.

The green pattern of "two belts, one ring and one heart" has basically taken shape

The living environment of Tongzhou District is becoming more livable, and people "push the window to see the green". Up to now, the total forest area of Tongzhou District has reached 457,900 mu, the forest coverage rate is 33.70%, the per capita park green area is 18.75 square meters, the coverage rate of the 500-meter service radius of the park green space is 91.24%, and the urban green coverage rate is 50.95%.

It is gratifying that the green space pattern of "two belts, one ring and one heart" in the sub-center of the city has basically taken shape. The eastern and western ecological green belt is taking shape, the green leisure and recreation ring around the city is gradually closed, and the city green Heart Forest Park is attracting much attention. More than 400 kilometers of greenways cross the north and south, 8 million acres of forest clusters connected east and west; Pocket parks, small green Spaces, scattered everywhere; Village miniature park, all age friendly park, colorful; 40,000 square meters of roof greening and 20 scenic boulevards promote the upgrading of regional greening and beautification. The district has built 22 national forest villages, 4 capital forest towns, 12 capital green villages, 8 forest villages, 8 garden-type communities, and 51 parks of all kinds have been built and opened to the outside world, achieving the goal of "seeing green at 300 meters and gardens at 500 meters" when people go out.

In terms of green buildings, Tongzhou District currently has the highest implementation standard for green buildings in the city, forming a high standard and large-scale green building development advantage, fully realizing that 100% of new buildings meet the two-star green building standard requirements, and 100% of new public buildings implement the three-star green building standard. Up to now, 84 projects, including the three cultural facilities of the city's sub-center and the new Everbright Center, have received green building evaluation marks, with a total construction area of 12.416 million square meters.

The proportion of green credit in the region reached 16.6 percent

In the past decade, the green and low-carbon transformation of the city's sub-center energy has flourished. On the energy supply side, as of the end of 2023, the installed capacity of local photovoltaic reached 151,800 kilowatts, and the proportion of green electricity steadily increased, and the proportion of green electricity in 2022 accounted for 23.7%, an increase of 56.95% compared to six years ago.

The proportion of green electricity in the sub-center of the city is constantly increasing, and Tongzhou District has gradually established a new energy power market system, and introduced clean electricity from outside the region such as Inner Mongolia and Shanxi through cross-regional and cross-provincial power trading, green electricity trading, green certificate trading and other models. It is expected that green electricity will account for 60% of the total social electricity consumption in 2035. At the same time, the distributed power supply group control system is built for the urban sub-center to realize the optimal management and operation control of distributed photovoltaic, and solve the problems of photovoltaic consumption and power quality of the active distribution network.

Green finance is also effectively helping the green development of Tongzhou District. From 2014 to 2023, the added value of the city's sub-central financial industry increased from 3.58 billion yuan to 15.61 billion yuan, with an average annual growth of 15.8 percent, 5.8 percentage points higher than the city. Nearly 460 financial enterprises of various types have been registered in the region, and the types of financial institutions such as banking, insurance, securities and public funds are more diversified. It is especially worth mentioning that the green finance brand of Tongzhou District is also fully displayed. For example, the national voluntary greenhouse gas emission reduction trading market undertaken by the Beijing Green Exchange was officially launched, institutions such as the Sino-US Green Fund and Beichuang Low Carbon Fund were settled, green enterprises such as Three Gorges New Energy and Huaxin Green Source were listed, regional institutions participated in the formulation of national green finance standards, and landed a number of national and municipal first businesses. The proportion of green credit in the region reached 16.6 percent.
