In 2023, the Provincial Department of Housing and Urban Rural Development adhered to the green development concept of ecological priority, actively deployed carbon peak and carbon neutrality actions in the field of urban and rural construction, continued to carry out green building creation actions, led by green and low-carbon development, accelerated the transformation of urban and rural construction methods, improved the quality of green and low-carbon development in urban and rural construction, and ensured that our province achieved carbon peak and carbon neutrality as scheduled.

In 2023, the Provincial Department of Housing and Urban Rural Development actively aligned with the dual carbon goals during the 14th Five Year Plan period and continuously improved the policy and standard system. Issuing the Guangdong Provincial Action Plan for Building Energy Conservation and Efficiency Enhancement (2023-2025) to promote high-quality development in the fields of housing and urban-rural construction. Introduce the Guangdong Province Construction Waste Management Regulations and formulate a three-year action plan for construction waste treatment and resource utilization. Promote green finance to support the formulation of green building policies, carry out pre evaluation of green buildings, support pre green credit, and implement differentiated incentives and supervision. Promote the construction of a series of standards for green buildings and prefabricated buildings, release guidelines for the size of main components of prefabricated concrete structures and steel structures for residential buildings, as well as guidelines for the size of main components of prefabricated decoration for residential buildings, to guide standardized production of components and integrated design of prefabricated buildings.

In the key link of improving the green and low-carbon level of buildings, the Provincial Department of Housing and Urban Rural Development has implemented the General Specification for Building Energy Conservation and Renewable Energy Utilization, which stipulates that the average design energy consumption level of new residential and public buildings should be reduced by 30% and 20% on the basis of the energy-saving design standards implemented in 2016. Promote the comprehensive design, construction, and acceptance of new civil buildings in accordance with green building standards, and the proportion of green building area in urban new civil buildings in the province is 87.88%. In 2023, the province started construction of 81.5486 million square meters of newly constructed prefabricated buildings, accounting for 28.94% of the total construction area, a year-on-year increase of 4 percentage points. Four projects have obtained the three-star green building certification from the Ministry of Housing and Urban Rural Development.
