The People's Government of Guang 'an City of Sichuan Province issued the "Guangan Carbon Peak Implementation Plan", which clearly requires the implementation of green and low-carbon energy transformation actions. We will ensure energy security, further optimize the mix of energy production and consumption, continue to promote clean energy alternatives, and accelerate the construction of a clean, low-carbon, safe and efficient modern energy system and a new type of power system.

We will vigorously develop clean energy. We will stabilize the capacity of Dongxiguan, Tongzihao, Sijiu Tan, Liangtan, Fuliutan and other hydropower stations. Develop wind power and photovoltaic power generation in accordance with local conditions, and steadily promote the development of photovoltaic. Encourage large public buildings, commercial buildings, residential communities, etc., to use roof resources to build distributed photovoltaics, and support the development of pilot rooftop distributed photovoltaics throughout the county.

Optimize the energy use structure of new infrastructure, adopt DC power supply, distributed energy storage, "photovoltaic + energy storage" and other modes, and explore diversified energy supply.

Speed up the optimization of building energy structure. Continue to promote the application of solar energy, geothermal energy, biomass energy, air thermal energy and other renewable energy in the field of construction, and gradually improve the renewable energy replacement rate of urban buildings. Carry out building roof photovoltaic action according to local conditions, promote the installation of solar photovoltaic systems on the roofs of existing public buildings, and promote the construction of photovoltaic power generation, energy storage, direct current distribution, and flexible electricity use as one of the "light storage direct soft" technology buildings. By 2025, the renewable energy replacement rate of urban buildings will reach 8%, and the rooftop photovoltaic coverage rate of new public institution buildings in areas with rich solar energy resources and conditions will reach 50%.

We will promote carbon emission reduction and sequestration in agriculture and rural areas. We will vigorously develop green, low-carbon and circular agriculture, and promote low-carbon agricultural models such as agro-light complementarity and "photovoltaic + facility agriculture".

In order to thoroughly implement the major strategic decisions of the Party Central Committee and The State Council on carbon peaking and carbon neutrality and the work deployment of provincial Party committees and provincial governments, solidly promote carbon peaking and carbon neutrality, and ensure the realization of carbon peaking goals, this program is formulated.

I. General requirements

(1) Guiding ideology.  Fully, accurately and comprehensively implement the new development concept, serve and integrate into the new development pattern, adhere to the systematic concept, balance development and emission reduction, overall and partial, long-term and short-term goals, and the relationship between the government and the market, integrate carbon peaking and carbon neutrality into the overall economic and social development and ecological progress, and continue to promote carbon reduction, pollution reduction, green expansion and growth in a coordinated manner. With comprehensive green transformation of economic and social development as the guide, green and low-carbon development of energy as the key, and scientific and technological and institutional innovation as the support, we will promote economic and social development on the basis of efficient use of resources and green and low-carbon development, and ensure that carbon peak is achieved by 2030 as scheduled.

(2) Working principles

-- Making overall arrangements and implementing policies in different categories. Strengthen top-level design, strengthen overall planning, comprehensively consider the city's development positioning, development stage, emission reduction potential and cost, industrial base, resources and energy endowments and other factors, scientifically determine the carbon emission targets and tasks of various regions and key industries, and serve the overall national strategy and regional development.

-- Systematic advancement and key breakthroughs. To achieve carbon peak and carbon neutrality is a broad and profound economic and social systemic change. Adhere to the systematic concept to promote carbon peak, seize the main contradictions and central tasks to drive the overall work, and promote key areas and key industries to take the lead in reaching the peak.

We should focus on giving play to the role of market players, stimulate the internal driving force of low-carbon transformation and development of market players, and form a long-term mechanism for emission reduction. Based on the actual market conditions, we will adhere to the principle of first establishing and then breaking down, stabilize the stock and expand the increase, ensure energy security and economic development as the bottom line, promote the smooth transition of low-carbon energy, effectively ensure the security of industrial chain and supply chain, food security and people's normal work and life, and strive to defuse various risks and hidden dangers. We will carry out the carbon peaking campaign in a planned step by step, and actively yet prudentially promote carbon peaking and carbon neutrality. Ensure safe carbon reduction.

(3) Main objectives

During the 14th Five-Year Plan period, the industrial structure and energy structure were significantly optimized, energy efficiency in key industries was significantly increased, total coal consumption was strictly and reasonably controlled, the construction of new power systems and energy supply systems with a gradually increasing proportion of clean energy was accelerated, new progress was made in the research and development and application of green and low-carbon technologies, and green production and life styles were widely promoted. The policy system conducive to green, low-carbon and circular development has been gradually improved. By 2025, energy consumption per unit of GDP should drop by more than 14.5 percent, CO2 emissions per unit of GDP should drop by 19.5 percent, non-fossil energy consumption should reach about 35 percent, and the total installed capacity of hydropower, wind power and solar power should reach more than 400,000 kilowatts, laying a solid foundation for carbon peaking.

During the 15th Five-Year Plan period, remarkable results were achieved in the transformation of comprehensive green economic and social development, the industrial structure was continuously optimized, a clean, low-carbon, safe and efficient energy system was initially established, a low-carbon development model was basically formed in key areas, the energy utilization efficiency of key energy-consuming industries reached the advanced level in China, the proportion of non-fossil energy consumption was further increased, and the proportion of coal consumption was further reduced. Key breakthroughs were made in the innovative application of green and low-carbon technologies. The green lifestyle has become a conscious choice of the public, and the policy system for green, low-carbon and circular development is basically sound. By 2030, energy consumption per unit of gross regional product and carbon dioxide emissions per unit of gross regional product will meet the provincial targets, and the proportion of non-fossil energy consumption will reach about 37%, and the target of peaking carbon emissions by 2030 will be achieved on schedule.

Second, key actions

1. Implementing green and low-carbon energy transformation actions. We will ensure energy security, further optimize the mix of energy production and consumption, continue to promote clean energy alternatives, and accelerate the construction of a clean, low-carbon, safe and efficient modern energy system and a new type of power system.

1. We will vigorously develop clean energy. We will stabilize the capacity of Dongxiguan, Tongzihao, Sijiu Tan, Liangtan, Fuliutan and other hydropower stations. Develop wind power and photovoltaic power generation in accordance with local conditions, and steadily promote the development of photovoltaic. Encourage large public buildings, commercial buildings, residential communities, etc., to use roof resources to build distributed photovoltaics, and support the development of pilot rooftop distributed photovoltaics throughout the county. Accelerate the natural gas exploration, development and utilization in Wusheng County, and by 2025, the annual output of natural gas (shale gas) will reach more than 2 billion cubic meters. Construction of Guang 'an Xinqiao Industrial Park second gas source pipeline, Guang 'an second gas source pipeline, Huaying industrial development zone gas source pipeline, Huaqiao to Guansheng New District gas pipeline and other projects, construction of emergency gas storage facilities and Wusheng Chengnan emergency peak regulation storage and distribution station, make up the shortage of gas storage and peak regulation capacity. To promote the exploration and development of geothermal resources in the Causeway Mountain area, and develop comprehensive utilization projects of geothermal resources according to local conditions.

2. We will promote the substitution, transformation and upgrading of coal consumption. We will accelerate the pace of coal substitution and strictly and reasonably control the growth of coal consumption. Adhere to the bottom line of energy security, and enhance the ability to cover the bottom of coal electricity. To standard the domestic advanced coal consumption level, promote the coal power industry to implement energy saving and consumption reduction transformation, heating transformation and flexibility transformation, and promote the transformation of coal power to basic security and system regulation power supply. We will make scientific and coordinated plans for coal production and consumption, promote clean and efficient use of coal, encourage key coal-using industries to reduce coal use and replace it with clean energy, continue to implement projects to replace coal with gas and electricity, and promote a steady decline in coal consumption. Actively and orderly promote the replacement of loose coal, and significantly reduce the use of loose coal to ban loose coal burning.

3. We will promote a low-carbon energy consumption structure. We will accelerate the spread of natural gas, biomass energy, solar energy and other clean energy, and increase the proportion of clean energy and renewable energy. Guide natural gas consumption in an orderly manner, optimize the utilization structure, upgrade and renovate urban gas supply network facilities, expand the scope and level of natural gas utilization, give priority to ensuring the consumption of natural gas for people's livelihood, and rationally guide the growth of industrial gas and chemical raw material gas use. We will vigorously promote the integrated development of natural gas and a variety of energy sources, orderly develop natural gas distributed energy in industrial parks, and implement natural gas fuel replacement in industry, transportation and other fields. In the industrial field, a number of electric energy replacement projects have been implemented for coal-fired (oil, wood, gas) boiler kilns. Promote full electrification of end demand in the construction sector. Accelerate the electrification process in public transportation, sanitation, tourist attractions, engineering operations, family cars and other fields.

4. We will accelerate the construction of a new power system. Accelerate the construction of power infrastructure, continue to improve and optimize the main network structure of the power grid, and promote the Guangan II 500 kV transmission and transformation project, Guangan Linshui South and other 220 kV transmission and transformation projects, and the Guangan Power plant to Jianfeng 220 kV line capacity expansion project. We will upgrade the backbone lines of rural power grids and improve the quality of rural power grids. Deepen the power load management, establish and improve the power demand side response market mechanism, guide industrial and commercial users to participate in system regulation through market-oriented means, guide self-owned power plants, traditional energy-consuming industrial loads, industrial and commercial interruptible loads, virtual power plants, etc., to participate in system regulation. By 2030, it will have a peak load response capacity of more than 5%. The construction of "zero-carbon + high-reliability" power supply demonstration zone in Sichuan, Chongqing and Gaozhu New Area and "zero-power perception" demonstration zone in Guangan Central City (State grid supply zone) to build a smart and safe power grid. Deepen the reform of the electricity system, carry out green electricity trading, and build a fair and open, orderly competition, safe and low-carbon electricity market system.

2. Implementing actions to conserve energy, reduce carbon and increase efficiency. We will implement controls on both energy intensity and total energy consumption, comprehensively promote technological innovation in energy conservation and carbon reduction, step up technological upgrading, comprehensively improve the efficiency of energy and resources utilization, and build an energy-conserving society.

1. Comprehensively improve energy conservation management capabilities. Implement energy budget management, establish an energy management system, improve the level of fine management of energy use, and ensure the rational use of energy for effective investment in key projects. We will strengthen the review of energy conservation in fixed asset investment projects, scientifically evaluate the energy use and carbon emissions of projects, and promote energy conservation and carbon reduction at the source. Implement graded management of key energy-using units, urge and guide key energy-using units to speed up access to online energy consumption monitoring platforms, and encourage high-energy-consuming enterprises to establish energy management centers. Accelerate the promotion of public institutions energy consumption data access to provincial platforms. Strengthen the analysis and early warning of energy consumption and carbon dioxide emission control targets, strengthen the energy utilization status report and energy audit management system, and encourage energy users to use certification and other means to improve energy conservation management level and explore energy conservation potential. We will improve the energy conservation supervision system, strengthen capacity building for energy conservation supervision, establish a cross-departmental linkage mechanism, and use a combination of administrative penalties, credit supervision, and punitive electricity prices to strengthen the binding force of energy conservation supervision.


2. We will implement key energy conservation and carbon reduction projects. We will promote energy conservation and carbon reduction in urban infrastructure, with a focus on building, transportation, lighting, heating and other infrastructure upgrading to conserve energy, promote the demonstration and application of advanced low-carbon and zero-carbon building technologies, and improve the overall energy efficiency of urban infrastructure. We will implement energy conservation and carbon reduction projects in industrial parks, and promote the optimization and cascade utilization of energy systems in parks with a high concentration of high energy consumption projects. We will carry out energy conservation and carbon reduction projects in key industries, focus on energy, chemical, building materials and other energy-intensive industries, make comprehensive use of waste heat and pressure in the cement industry, promote low-energy clinker sintering technology and equipment, and improve waste heat power generation technology and equipment.

3. We will promote energy conservation and efficiency improvement in key energy-using equipment. Establish an energy-efficiency oriented incentive and restraint mechanism, vigorously promote advanced and efficient products and equipment, and accelerate the elimination of backward and inefficient equipment. Strengthen the energy conservation review and daily supervision of key energy-using equipment, focusing on motors, fans, pumps, compressors, transformers, heat exchangers, industrial boilers, elevators, etc., to comprehensively improve the energy efficiency of key energy-using equipment. We will promote the "replacement of small coal-fired boilers with large ones", and promote the replacement of old boilers with gas-fired, biomass-burning and electric boilers. We will strengthen the promotion and application of new technologies such as next-generation information technology, artificial intelligence and big data in the field of energy conservation, carry out intelligent upgrades of key energy-using equipment and process processes, and promote the optimal matching, use and management of high-efficiency energy-using equipment and production systems. We will strengthen the management of the whole chain of production, operation, sales, use and scrapping, crack down on violations of laws and regulations, and ensure that energy efficiency standards and energy-saving requirements are fully implemented.

4. We will strengthen new infrastructure to save energy and reduce carbon. We will optimize the spatial layout of new infrastructure, coordinate and intensify the construction of new information infrastructure such as fifth-generation mobile communications (5G) and data centers, accelerate the digital transformation and smart upgrading of traditional infrastructure, and avoid low-level duplication of construction. Optimize the energy use structure of new infrastructure, adopt DC power supply, distributed energy storage, "photovoltaic + energy storage" and other modes, and explore diversified energy supply. Actively promote the use of liquid cooling technology, efficient refrigeration, advanced ventilation, waste heat utilization, intelligent energy use control and other technologies, accelerate the upgrading of existing data centers, continue to raise efficiency output requirements, and improve the energy efficiency of digital information infrastructure.

3. Implementing carbon peaking actions in the industrial sector. With the peak of key industries as a breakthrough, we will focus on building a modern industrial system, vigorously promote green manufacturing and clean production, resolutely curb the blind development of high-level projects with high energy consumption and high emissions, and achieve energy conservation, pollution and carbon reduction.

1. We will promote green and low-carbon industrial development. Optimize the industrial structure, accelerate the withdrawal of backward production capacity, build a "331" modern industrial industrial system, develop manufacturing clusters into chains, and drive the rapid green transformation of industries. We will organize the implementation of a new round of technological upgrading of enterprises, accelerate the comprehensive green upgrading of traditional industries such as building materials, electricity, and cement, accelerate the deep integration of next-generation information technology with manufacturing, and continue to promote technological innovation, equipment upgrading, management optimization, and intelligent production processes. By 2025, a total of 100 key technological upgrading projects will be implemented. We will promote the integrated and ecological development of strategic emerging industries such as equipment manufacturing, electronic information, and advanced materials, expand and strengthen a number of leading backbone enterprises, cultivate specialized and new "little giants" enterprises, hidden champions, unicorn enterprises, and gazelle enterprises, and create individual champions in the manufacturing industry. We will comprehensively raise the level of cleaner production, carry out green manufacturing projects, vigorously promote green design, promote the creation of green manufacturing lists such as green factories, green parks, green products, and green supply chains, and promote the green and low-carbon development of small and medium-sized enterprises. Promote low-carbon industrial energy consumption, promote the clean and efficient use of fossil energy, increase the proportion of renewable energy applications, strengthen power demand side management, improve the level of industrial electrification, promote the replacement of clean energy, and accelerate the transformation of coal into electricity and coal into gas in industrial sectors.

2. Promote carbon peak in building materials industry. Strictly implement the cement capacity replacement policy, and eliminate backward production capacity according to law and regulations. It is strictly prohibited to add new cement clinker production capacity, and guide the building materials industry to the transformation of light, intensive, terminal and product. Promote the normalization of cement off-peak production, and reasonably shorten the operation time of cement clinker unit. We will support building materials enterprises in developing new green and low-carbon forms of business, new technologies, new equipment and new products, promote the construction of auxiliary facilities for cement enterprises to build waste treatment facilities such as waste heat power generation and municipal solid waste and hazardous waste, and promote the comprehensive utilization of solid waste such as fly ash, industrial waste slag, tailings slag, construction waste and straw in building materials. Promote the application of energy-saving technologies in the building materials industry, such as oxygen-rich combustion, low-resistance and high-efficiency preheating and predecomposition system, the fourth generation grate cooler, and spray pelletizing, implement cement kiln energy cascade utilization and energy efficiency improvement transformation projects, eliminate backward equipment, support new building materials enterprises to implement energy conservation and emission reduction technological transformation, and promote the transformation and upgrading of the building materials industry, resource intensive conservation and comprehensive utilization. We will accelerate the certification and application promotion of green building materials, strengthen the research and development of new cementing materials technology, low-carbon concrete technology, and carbon absorption technology, and develop new low-carbon building materials products such as low-carbon cement.

3. Promote energy and chemical industry carbon peak. We will optimize the scale and layout of production capacity, step up efforts to eliminate backward production capacity, strictly restrict project access, rationally arrange the timing of construction, and steadily and orderly develop the modern energy and chemical industry. Encourage enterprises to upgrade and upgrade energy conservation, benchmark the international advanced level, promote energy-saving technical transformation of key enterprises, and promote the cascade utilization of energy and material recycling in chemical parks. With the focus on green chemical industry, advanced materials and new energy, we will promote chain extension, chain strengthening and product upgrading, accelerate the formation of a 100-billion-level energy and chemical industry system, promote the construction of the province's green chemical industry demonstration base in Guangan Economic Development Zone, and promote the creation of a national centralized production base for green raw materials in Yuecchi Economic Development Zone. We will improve the product mix and promote the coordinated development of energy, chemicals, equipment manufacturing, electronic information, biomedicine and other industries. We will promote the recycling of resources, vigorously implement the substitution of low-carbon or renewable raw materials, and promote the process technology and equipment with the functions of efficient use of energy, pollutant reduction, waste resource utilization and harmless treatment. By 2030, the energy intensity of the energy and chemical industry will be significantly reduced.

4. We will promote low-carbon development of the equipment manufacturing industry. Optimize the regional layout, strengthen industry aggregation and low-carbon development, focus on the green and low-carbon demand in the fields of automobile and motorcycle, mold, power transmission and transformation, focus on key processes, strengthen the integration of basic manufacturing processes such as advanced casting, forging, welding and heat treatment with new technologies, and implement intelligent and green transformation. We will accelerate the promotion of energy saving processes such as fatigue resistant manufacturing and lightweight manufacturing. Accelerate digitalization and intelligent upgrading, carry out intelligent transformation of equipment core replacement and machine replacement, improve energy efficiency through digital management, and build a number of smart factories. Accelerate the application of advanced near-net forming technologies such as integrated die casting, die-free casting, ultra-high strength steel hot forming, precision cold forging, welding of heterogeneous materials, lightweight and high-strength alloys, and laser heat treatment. By 2030, energy consumption in the equipment manufacturing industry will be significantly reduced.

5. Resolutely curb the blind development of "two high and one low" projects. We will take strong measures to implement inventory management, classified disposal, and dynamic monitoring of projects with high energy consumption, high emission, and low level. Comprehensively investigate the projects under construction and stock, resolutely win the projects that do not meet the requirements, strictly rectify the illegal projects that are incomplete and do not meet the requirements of the energy consumption quota standard according to the relevant provisions, and the rectification is not in place to continue construction or production, and promote the energy efficiency level should be put forward, and strive to fully reach the domestic and international advanced level. 4. We will implement the carbon peaking campaign for urban and rural development. Focusing on promoting new urbanization and rural revitalization, we will promote urban renewal and rural development actions, promote energy-saving renovation of green buildings and existing buildings, and increase the proportion of star-rated green buildings. Promote the monitoring and statistical analysis of energy consumption in public buildings, gradually implement the management of energy consumption quotas, implement the evaluation and marking of building energy consumption, and carry out the performance evaluation of low-carbon development in the construction sector. We will accelerate the green and low-carbon development of urban and rural development and improve the quality of urban and rural development.

1. We will promote low-carbon transformation of urban and rural development and management models. By 2025, green building standards will be fully implemented in all new buildings in cities and towns, and star-rated green buildings will account for more than 30 percent of all new government-invested public buildings and large public buildings will reach more than one star. We will review the energy efficiency of new buildings in accordance with the law, strictly implement energy-saving design standards for new buildings, and strictly control the construction of public buildings with high energy consumption. Accelerate the promotion of building energy electrification and low carbonization, guide the full electrification of building terminal needs such as cooking and domestic hot water, raise the level of building energy electrification, promote the full electrification of new public buildings, and reach 20% of new public buildings by 2030.

4. We will promote rural development and low-carbon transition to energy use. We will optimize the structure of renewable energy in rural areas, promote the application of renewable energy such as solar energy, biomass energy and geothermal energy in agricultural production and rural life, and improve the level of energy utilization in rural areas. We will promote the construction of green rural housing and speed up the energy-saving renovation of existing rural housing. We will promote the use of high-efficiency lighting, electric farm vehicles, energy-saving and environmentally friendly cookstoves, agricultural machinery and other facilities and equipment, and orderly develop energy-saving and low-carbon agricultural greenhouses. We will accelerate the construction of rural power grids, improve distribution networks and power access facilities, encourage the electrification of cooking, lighting, transportation, and hot water, and raise the level of electrification of rural energy use.

5. Implementing green and low-carbon transport actions. We will accelerate the construction of a green and efficient transportation system, vigorously advocate the implementation of green and low-carbon travel, and promote the green and low-carbon transformation of transport means and infrastructure.

We will accelerate the transformation and upgrading of vehicles into electrified, low-carbon and intelligent vehicles. We will actively promote heavy cargo vehicles and vessels powered by liquefied natural gas, and accelerate the development of electric vessels. Promote the upgrading and transformation of port machinery, logistics hub and vehicle equipment in the park, and basically achieve electrification by 2030. We will speed up the elimination of old vehicles and ships that consume high energy and cause high pollution. By 2030, the carbon emission intensity per unit converted turnover of operating vehicles will be reduced by about 9.5 percent compared with 2020. Oil consumption in land transportation will strive to enter the peak plateau at the end of the 15th Five-Year Plan.

2. Build a green and efficient transport system. Focusing on integrating into Chongqing, connecting Chengdu, and integrating with the whole country, opening up the strategic channel for foreign countries, accelerating the construction of a three-dimensional modern transportation system of "air, rail and public water" with internal communication and external communication, and building a comprehensive transportation hub in the Yubei region of eastern Sichuan. We will promote intelligent transportation, establish urban intelligent transportation command centers, and promote the rational division of labor and effective connection between different modes of transportation, so as to reduce the empty load rate and unreasonable passenger and freight turnover. We will jointly promote the construction of a shipping center in the upper reaches of the Yangtze River, strengthen port cooperation and joint waterway construction, jointly upgrade the waterways of the Qujiang and Jialing Rivers, and build major nodes of the Yangtze River water transport and logistics network. We will actively carry out actions to create green travel and guide the public to actively choose green and low-carbon transportation modes.

3. We will accelerate the construction of green transport infrastructure. The green and low-carbon concept runs through the whole process of transportation infrastructure planning, construction, operation and maintenance to reduce energy consumption and carbon emissions throughout the life cycle. We will carry out green transformation of existing transport infrastructure, make overall use of comprehensive transport routes, land, airspace and other resources, and improve their utilization efficiency. We will improve the construction of new energy infrastructure such as vehicle charging, refueling, and refueling in port areas, passenger transport hubs, parks, and bus terminals. Accelerate the layout of urban and rural electric charging (replacement) network, coordinate the construction of the city's new energy vehicle charging station infrastructure, and improve the level of urban public transport infrastructure. The implementation of the "Internet + resource cycle" recycling model, by 2025, scrap steel, scrap non-ferrous metals, waste paper, waste plastics, waste tires, waste glass, waste appliances and other renewable resources recycling consumption reached 830,000 tons, by 2030 to reach 1 million tons.


4. We will vigorously develop green, low-carbon and circular agriculture. Around the "311" modern agricultural industrial system, improve the quality and efficiency of agriculture, and build a green and low-carbon agricultural industry chain. We will carry out pilot projects in low-carbon and circular agriculture, promote diversified utilization of crop straw, and expand off-field utilization methods such as fertilizer, feed, and fuel. Promote the resource utilization of livestock and poultry breeding waste, accelerate the construction of supporting manure treatment facilities in large-scale farms, strengthen the supervision of the process of returning manure to the field, and improve the management level of livestock and poultry manure treatment and utilization. Strengthen the recycling and disposal of waste agricultural film and pesticide packaging waste, improve the recycling system of waste agricultural film and pesticide packaging waste, and strive to achieve full recycling. We will increase the promotion and application of new high-efficiency fertilizers and organic fertilizers such as biological fertilizers, slow (controlled) release fertilizers, and water-soluble fertilizers, and promote the reduction in the application of chemical fertilizers and pesticides to increase their efficiency.

5. Vigorously promote the reduction of domestic waste resources. Comprehensively promote the classification of domestic garbage, and improve the treatment system of domestic garbage by classification, collection, transportation and treatment. Further promote the control of plastic pollution, strengthen the source reduction of disposable plastic products, and standardize the recycling of plastic waste. 7. Implementing green and low-carbon science and technology innovation actions. We will focus on key technologies for low-carbon transformation in industry, agriculture, people's livelihood and other related fields, improve institutions and mechanisms for scientific and technological innovation, strengthen innovation capacity, and give full play to the supporting and leading role of scientific and technological innovation.

1. Improve innovation systems and mechanisms. Implement the spirit of the relevant documents of the province, adopt a variety of mechanisms such as "reveal the leader" and "horse racing" to accelerate the innovation of low-carbon, zero-carbon and negative carbon key core technologies. We will strengthen the leading role of enterprises in innovation and support them in undertaking major national green and low-carbon science and technology projects. We will encourage the open sharing of facilities, data and other resources, and support leading enterprises in forming innovation alliances with upstream and downstream, industry-university-research forces, and accelerate the transformation of innovation achievements. We will coordinate the systematic management of mountains, rivers, forests, fields, lakes and grasslands, strengthen spatial planning and control of land use, carry out ecological protection and restoration projects, strengthen conservation of forest resources, and continue to enhance the carbon sink capacity of ecosystems.

We will carry out major ecological conservation and restoration projects, such as the comprehensive improvement of rocky desertification in the karst areas of the Forward Region, ecological restoration and improvement of abandoned mines left over from history in key areas, and wetland conservation and restoration projects in the Jialing River and Qujiang River basins. We will strengthen ecological protection and restoration of key rivers and lakes, improve the control of soil and water loss in small river basins and on sloping farmland, deserted woodland, and wasteland, and improve the urban green space system. We will carry out integrated protection and restoration of mountains, rivers, forests, fields, lakes, grasslands and wetlands. We will promote afforestation, strengthen the protection of forest resources, thoroughly implement the system for protecting and restoring natural forests, carry out projects to improve forest quality, and carry out scientific afforestation on barren mountains and slopes. By 2025, the forest coverage rate will reach about 32%, and the forest stock will reach 0.08 million cubic meters.

3. Strengthen the basic support for ecosystem carbon sinks. Relying on and expanding the natural resources survey and monitoring system, changing the results of the "three adjustments" and the statutory annual survey into the "base version", making good use of the results of the national forest, grassland and wetland ecological comprehensive monitoring and evaluation, establishing and improving the ecosystem carbon sink monitoring and accounting system, carrying out the forest, grassland, wetland, soil and other ecological carbon sink background and update survey, carbon stock assessment and potential analysis. We will monitor and evaluate the effectiveness of ecological protection and restoration of carbon sinks. Establish and improve ecological protection compensation mechanisms that reflect the value of carbon sinks.

4. We will promote carbon emission reduction and sequestration in agriculture and rural areas. We will vigorously develop green, low-carbon and circular agriculture, and promote low-carbon agricultural models such as agro-light complementarity and "photovoltaic + facility agriculture". We will optimize the structure and regional distribution of agricultural production, develop and apply sinks increasing agricultural technologies, promote green production technologies and models, use agricultural inputs in a scientific way, and reduce the emission intensity of agricultural products per unit of the planting and breeding industries. We will carry out actions to improve the quality of cultivated land, improve the classified management of agricultural land, establish a fertilizer and carbon sequestration model combining land cultivation with land cultivation, and implement conservation tillage to effectively reduce soil wind and water erosion, increase soil organic carbon storage, and enhance the capacity of farmland soil carbon sequestration. We will continue to promote the development of high-standard farmland, speed up efforts to shore up weaknesses in agricultural infrastructure, and improve the efficiency of land and water resource utilization. We will strictly control the sources of soil pollution, carry out trials to treat and restore soil pollution, and strengthen the safe use of polluted farmland. We will reduce the amount of chemical fertilizers and pesticides and increase their efficiency, increase the recycling and utilization rate of agricultural film, and strengthen the utilization of crop straw and animal manure pollution as resources.

3. We will guide enterprises to fulfill their social responsibilities. We will guide enterprises to actively adapt to the requirements of green and low-carbon development, strengthen their sense of responsibility for resource and energy conservation and environmental protection, and raise the level of green innovation. State-owned enterprises in key areas should formulate and implement enterprise carbon peak action plans and play a leading role in demonstration. Key energy-using units should, according to their own carbon emissions, formulate work plans for energy conservation and carbon reduction, and promote energy conservation and carbon reduction transformation and management level improvement. Advocate zero-carbon activities, and encourage all kinds of enterprises to pay attention to energy saving, green consumption and carbon neutrality in various activities such as events, conferences, forums and exhibitions. We will implement mandatory national standards for energy consumption quotas and energy efficiency of products and equipment, and implement supporting standards for energy accounting, testing, certification, evaluation, and auditing. We will implement a standard system for government procurement of green and low-carbon products. We will fully implement the state's preferential tax and fee policies for promoting energy conservation and environmental protection, such as the reduction and exemption of corporate income tax for enterprises engaged in energy conservation and environmental protection projects. We will strictly implement policies on differential electricity prices, time-of-use electricity prices, and tiered electricity prices for households. We will improve the green financial system, make good use of green credit, green funds, green bonds, green insurance and other financial instruments, explore the implementation of green financial evaluation of corporate financial institutions, make good use of monetary policy tools such as carbon emission reduction support tools, guide financial institutions to continue to increase support for green and low-carbon projects, and increase green financial evaluation. We will encourage qualified financial institutions and enterprises to set up low-carbon transformation funds. We will promote the development of green insurance products such as green agricultural insurance, environmental pollution liability insurance and forest tree insurance.

4. Establish and improve market-oriented mechanisms. We will fully implement the relevant requirements for the construction of a national carbon emission rights trading market, strengthen data quality supervision, quota management and compliance with the settlement, promote the development and trading of forest and grass carbon sinks, improve the carbon emission reporting and information disclosure system for enterprises, carry out carbon emission verification for public institutions, innovate and promote carbon disclosure and carbon labeling, and implement the paid use and trading system for energy use rights in Central China. We will do a good job in connecting the trading market for energy use rights with the work of energy conservation and carbon reduction, and coordinate the participation of market entities in the trading of carbon emission rights, energy use rights, water rights and electricity. We will support the promotion of green technology innovation through green technology trading markets. The implementation of contract energy management, promote energy-saving consulting, diagnosis, design, financing, transformation, hosting and other "one-stop" comprehensive service model.

5. Organization and implementation

1. Strengthening overall planning and coordination. Strengthen the Municipal carbon peaking and carbon neutrality Working Committee's overall deployment and systematic promotion of the city's carbon peaking related work, coordinate and study major issues, formulate important policies, and organize key projects. The member units of the Municipal Carbon Peak carbon neutral Working Committee should perform their duties in accordance with the decision-making and deployment of the municipal Party committee and the municipal government and the relevant work requirements, form a joint force, and solidly promote the relevant work. The Office of the Municipal Carbon peak and carbon neutral Working Committee should strengthen overall coordination, regularly dispatch the progress of work in various localities and key areas, key industries and key parks, strengthen tracking evaluation and supervision and inspection, and ensure the implementation of various goals and tasks.

2. Strengthening accountability. All localities and departments should deeply understand the importance, urgency and complexity of carbon peak and carbon neutrality work, earnestly shoulder their responsibilities, establish and improve the working mechanism, select and strengthen the team strength, and strive to implement various tasks in accordance with the work objectives and key tasks determined in this plan to ensure that policies, measures and effects are in place. All market players should actively assume social responsibilities, according to the relevant national and provincial and municipal policy requirements, actively play their own role, take the initiative to implement targeted energy saving and carbon reduction measures, and promote green and low-carbon development.

3. Strict oversight and assessment. We will implement coordinated management, decomposition and assessment of energy consumption and carbon emission indicators, and gradually establish a systematic and sound comprehensive assessment system for carbon peaking and carbon neutrality. We will strengthen the assessment of the implementation of carbon peaking and carbon neutrality tasks, incorporate carbon peaking and carbon neutrality related indicators into the comprehensive evaluation system for economic and social development, increase the assessment weight, and strengthen indicators constraints. The implementation of carbon peak and carbon neutral goals and tasks will be incorporated into the performance assessment and evaluation system of the leading teams of counties (cities and districts) and relevant departments, and the assessment and evaluation system of the Party and government with the same responsibility for ecological environmental protection. Regions, units and individuals with outstanding work will be commended and rewarded in accordance with regulations, and regions and departments that have not completed the goals and tasks will be notified and criticized and held accountable in accordance with laws and regulations. The relevant work progress and major problems of all levels and departments shall be reported to the Municipal carbon peak and carbon neutral work leading Group in a timely manner.
