"Addition, subtraction, multiplication and division" draws a new green and low-carbon picture of Zhejiang Pinghu construction industry

In recent years, the Pinghu Urban and Rural Construction Bureau of Zhejiang Province has focused on the transformation and upgrading of the construction industry, taking prefabricated buildings as the incision, green building creation as the measure, system construction as the guarantee, dust control as the starting point, and using the "addition, subtraction, multiply and divide" method to continue to promote the industrialization, green and intelligent development of the construction industry.

Focus on prefabricated buildings to do modular "addition". Documents such as "Opinions on Accelerating the Reform and Development of the Construction Industry in Pinghu City" and "Opinions on Accelerating the Implementation of Green Building and Building Industrialization in Pinghu City" were issued and issued, and the working mechanism for the development of prefabricated buildings was fully established to ensure policy support and incentive measures. The introduction of large-scale prefabricated production enterprises, promote the production of prefabricated building parts and the modernization of the construction industry, and lay a solid hardware foundation for the development of prefabricated buildings. In 2023, 24 new prefabricated projects were started in the city, accounting for 38.93% of new buildings.

Focus on green buildings to do low carbon "subtraction". Continue to carry out green building creation actions, establish and improve green building identification management system, and promote the creation of high-star green buildings. Strictly implement the energy conservation and green design of residential buildings, 100% of the city's new urban civil buildings comply with the national mandatory standards for energy conservation, and solidly promote the construction of "zero carbon" and "zero energy" projects. In 2023, 468,700 square meters of renewable energy applications such as solar energy will be completed in buildings, 26,900 square meters of energy-saving renovation of existing public buildings, and 21,700 square meters of ultra-low energy consumption buildings.

Focus on system construction to do standardized "multiplication". Revised and issued policy documents such as "Pinghu Carbon Peak Implementation Plan for Building" and "Pinghu Green Building Special Plan (2022-2030)" to promote the supply-side structural reform in housing and urban and rural construction with the improvement of standards, green construction, renewable energy application, energy efficiency improvement of existing buildings and green life as important starting points. Form a timetable and path map for carbon peaking, and build a solid legal and institutional foundation for green and low-carbon development in the construction sector.

Focus on dust control to do fine "division". Adhere to the improvement of the mechanism, strengthen digital supervision, and continue to promote the implementation of the "six 100%" construction dust control. The use of remote online video monitoring system, dust noise online monitoring system and other digital supervision means to carry out continuous construction dust special remediation work. Through detailed implementation and comprehensive policies, dust prevention and control evaluation is carried out, and relevant entities are urged to implement dust control responsibilities. At the same time, in accordance with the law, we should take measures such as ordering rectification, informing, warning exposure, and transferring penalties to improve the efficiency of dust control.
