In 2023, the provincial Department of Housing and Urban-Rural Development will adhere to the green development concept of ecological priority, actively deploy carbon peak carbon neutral action in the field of urban and rural construction, continue to carry out green building creation action, take green and low-carbon development as the lead, accelerate the transformation of urban and rural construction methods, improve the quality of green and low-carbon development of urban and rural construction, and ensure that our province can achieve carbon peak and carbon neutral as scheduled.

In 2023, the provincial Department of Housing and Urban-Rural Development actively docking the dual carbon goal during the "14th Five-Year Plan" period and continuously improving the policy standard system. The Guangdong Provincial Action Plan on Building Energy Efficiency (2023-2025) was issued to promote high-quality development in housing and urban and rural construction. The Regulations of Guangdong Province on the Management of Construction Waste have been promulgated, and a three-year action plan for the treatment and resource utilization of construction waste has been formulated. Promote green finance to support green building policy formulation, carry out green building pre-evaluation, support pre-green credit, and implement differentiated incentives and supervision. Promote the construction of a series of standards for green buildings and prefabricated buildings, and publish a series of guidelines such as the Size guide for the main components of prefabricated concrete structures and steel structures and the Size Guide for the Main Components of prefabricated Decoration of Residential Buildings, to guide the standardized production of components and the integrated design of prefabricated buildings.

In the key link of improving the green and low-carbon level of buildings, the provincial Department of Housing and Urban-Rural Development implemented the General Code for Building Energy Conservation and Renewable Energy Utilization, which stipulates that the average design energy consumption level of new residential buildings and public buildings will be reduced by 30% and 20% on the basis of the energy-saving design standards implemented in 2016. To promote the design, construction and acceptance of new civil buildings in full accordance with green building standards, and the green building area of new civil buildings in cities and towns in the province accounted for 87.88%. In the whole year of 2023, the province's new prefabricated buildings started 81,548,600 square meters, accounting for 28.94% of the new construction area, an increase of 4 percentage points year-on-year. Four projects were awarded the three-star green building mark by the Ministry of Housing and Urban-Rural Development.

In addition to promoting energy efficiency in new buildings, how to improve the efficiency of infrastructure operation is also the focus of 2023. Guangdong completed the aging and renovation task of urban gas pipelines on time, and the province completed a total of 1281.16 kilometers; Promote the construction of hydrogen refueling stations, the province's hydrogen refueling capacity of 41 tons/day, the largest in the country; Domestic waste treatment capacity of 163,000 tons/day, domestic waste incineration capacity accounted for 83%. Urban water supply is safer and more reliable, and the leakage rate of urban public water supply network in the province is 8.0%; Guangzhou, Shenzhen, Zhuhai, Foshan and Dongguan were named the 2022 water efficiency leader cities. Promote the filing and efficiency of urban solid waste classification work, and our province ranks in the forefront of eastern provinces in the national assessment of urban solid waste classification work.

The provincial Department of Housing and Urban-Rural Development also actively promotes the construction of green rural housing. In the province, 23 provincial-level rural housing construction pilots were identified to carry out pilot actions, and rural housing construction around the country was encouraged to refer to green building standards and carry out energy-saving renovation of rural housing. It issued and implemented the Guidelines for Green Technology for Rural Housing Construction in Guangdong Province, guided the holding of the first prefabricated rural housing design Competition, and supported the holding of a series of activities for the promotion and application of prefabricated rural housing competitions. In addition, actively promote the reduction of construction waste, carry out special research on the reduction of construction waste and research on carbon reduction and emission reduction of housing municipal engineering construction sites. Issued the Notice of the Guangdong Provincial Department of Housing and Urban-Rural Development on Effectively Strengthening the Source Control of Construction waste in Housing Municipal Engineering, and deployed all localities to effectively strengthen the source control of construction waste.

At the same time, in order to explore the formation of a number of low-carbon pilot demonstration development experiences that are tailored to local conditions, have distinct characteristics, can be replicated, can be promoted, and can be used for reference, the provincial Department of Housing and Urban-Rural Development has carried out a series of green low-carbon pilot work in urban and rural construction. We carried out the selection of pilot projects for ultra-low energy consumption, (near) zero energy consumption and zero carbon buildings and energy-saving renovation of buildings, and selected 7 projects under construction as pilot projects and 17 completed projects as typical cases. The assembly decoration pilot collection and identification work were carried out, and 23 projects were identified as provincial assembly decoration pilot projects. Accelerate the development of digital family pilot, jointly issued the "Several Measures to Accelerate the Development of Digital Family and Improve the Quality of Living", signed a strategic cooperation agreement with Huawei Terminal Co., LTD., and vigorously promote the construction of digital families. It has steadily promoted green construction, promoted the implementation of more than 50 science and technology plan projects in Shenzhen, and formed a large number of major innovation achievements in green construction such as "light storage direct soft" technology. To promote the pilot construction of intelligent construction, the first batch of 42 provincial-level intelligent construction pilot projects and 74 provincial-level intelligent construction new technology and new product innovation service examples have been released, and at present, three pilot projects and 30 experience practices have been included in the list of replicable experience practices of the Ministry of Housing and Urban-Rural Development to promote the country.

This year, the provincial Department of Housing and Urban-Rural Development will continue to coordinate and promote the work of peaking carbon neutrality in the field of urban and rural construction, and guide and supervise the completion of established tasks and goals in various cities. Continue to improve the level of energy conservation and carbon reduction in buildings, study and improve relevant policies and measures and the preparation of technical documents, and promote the standardization of the technical system of prefabricated buildings. Continue to cultivate pilot projects across the province, expand the base of typical cases, extract replicable and popularizing experience, establish and improve design and construction operation standards, and promote the high-quality development of the construction industry. We will continue to improve the efficiency of infrastructure operations and improve the efficiency of all work. Promote carbon reduction and emission reduction at construction sites, promote energy and resource conservation and green and low-carbon development, and promote the work of carbon peak carbon neutrality to achieve greater results.
